    Aquatic ecosystem function and environmental change across spatial scales2024Doktoravhandling, med artikler (Annet vitenskapelig)
    Abstract [en]

    Microbial communities comprise immense diversity, mediating numerous ecosystem functions such as nitrogen transformation in aquatic ecosystems. Yet, how microbial communities and ecosystem functions respond to changes in environmental conditions at different spatial scales in aquatic habitats is not fully understood. This thesis investigates the effect of changes in environmental conditions at different spatial scales on Baltic Sea microbial diversity and nitrogen transformation, specifically denitrification, with a focus on biodiversity-ecosystem function relationship. Two spatial scale settings were examined. A small spatial scale setting was examined with experimental mesocosms of benthic sediment of different salinity and dissolved oxygen levels and at different spatial arrangements, and an incubation experiment conducted with benthic sediments from two different aquatic habitats enriched with 15N nitrate isotope. Microbial diversity, denitrification gene transcript abundances, and potential denitrification rate were analyzed. At a large spatial scale of the Baltic Sea benthic and coastal seascape, a metadata-based modeling approach was employed to investigate how current environmental conditions and future climatic change scenarios affect the predicted spatial distribution of key taxa of denitrifiers and nitrogen-fixing filamentous cyanobacteria. Results showed that salinity and dissolved oxygen levels significantly influenced denitrification capacity, according to analyses of transcript abundances of nirS and nosZ genes, which was mainly driven by habitat environmental conditions rather than habitat spatial arrangement. Bacterial community composition in experimental mesocosms was significantly affected by salinity. Findings from the small scale mesocosms experiments indicate that salinity can be an important driver of microbial denitrification capacity and affect microbial diversity in studied mesocosms. At large coastal and seascape scales, multi-realm environmental variables from both marine and terrestrial domains had significant impacts on the predicted distribution of the studied microbial taxa. The predicted distribution under different global warming trajectories indicated that rising temperatures in year2050 and 2100 risk reducing the current bio-climatically suitable areas of the studied denitrifiers and filamentous cyanobacteria across the Baltic Sea. The studies with experimental mesocosms and modeling approaches presented in this thesis contribute knowledge and novel predictions on the spatial response of ecosystem function and microbial communities to ongoing and future environmental changes in the Baltic Sea.

    Denitrifying microbial communities provide an important ecosystem function in aquatic systems. Yet, knowledge on predictive and modeling of these complex and changing communities is limited. The emergently challenging question of how the geographical distribution of denitrifiers responds to ongoing and future environmental change is not yet fully understood. In our study we use metadata-based correlative niche modeling to analyze the geographical distribution of selected putative denitrifiers in the genus Sphingomonas, Mycoplana, Shewanella, and Alteromonas at different predicted environmental conditions and future climatic scenarios across the Baltic Sea. Using the predictive power of an ensemble modeling approach and eight different machine-learning algorithms, habitat suitability and the distribution of the selected denitrifiers were evaluated using geophysical and bioclimatic variables, benthic conditions, and four Representative Concentration Pathway (RCP) trajectories of future global warming scenarios. All algorithms provided successful prediction capabilities both for variable importance, and for habitat suitability with Area Under the Curve (AUC) values between 0.89 and 1.00. Model findings revealed that salinity and nitrate concentrations significantly explained the variation in distribution of the selected denitrifiers. Rising temperatures of 0.8 to 1.8 °C at future RCP60–2050 trajectories are predicted to diminish or eliminate the bioclimatic suitable habitats for denitrifier distributions across the Baltic Sea. Multi-collated terrestrial and marine environmental variables contributed to the successful prediction of denitrifier distributions within the study area. The correlative niche modeling approach with high AUC values presented in the study allowed for accurate projections of the future distributions of the selected denitrifiers. The modeling approach can be used to improve our understanding of how ongoing and predicted future environmental changes may affect habitat suitability for organisms with denitrification capacity across the Baltic Sea.

    Previous research has paid much attention to citizen dissatisfaction and the trends of growing political disaffection, cynicism, and scepticism – in short, the emergence of 'critical citizens'. Also, more recently, critical citizens have sometimes been viewed as an asset for democracy. However, despite both pessimistic and optimistic interpretations of public criticism, the issue of conceptualizing negative attitudes has received less attention. The present study was conducted to enrich understanding of this particular dimension of citizens' attitudes. To this end, the paper suggests an alternative theoretical framework for analysing various forms of negative political orientations. The framework has been tested empirically using three types of statistical procedures, which demonstrate its validity and usefulness.

    The role of ‘fair’ institutions in developing democratic legitimacy has received increased attention. Citizens who perceive – on basis of past experiences – that they are being treated fairly by authorities have been held to have greater trust in political institutions. However, previous studies on the relationship between procedural fairness and political trust have not paid sufficient attention to individuals with limited first-hand experiences of authorities. We examine the relationship on an authority that virtually all individuals meet early in life: the school. Using structural equation modeling on unique panel data covering 1500 Swedish adolescents (ages ranging from 13 to 17), we find a reciprocal relationship: personal encounters with school authorities shape young people’s political trust; however, the images that adolescents get of the political system (through family, peers, media and so on) have also consequences on their perceptions about the authorities they encounter in their daily lives. The analysis increases our understanding of how individuals form their political allegiances by showing that the relationship between fairness and trust is more dynamic than has previously been suggested: neither an accumulated set of experiences of authorities nor formal ties with political institutions (as voters and so on) are required for a relationship to emerge.

    Focusing on the memories of Estonian refugees moving to Sweden in the wake of World War II, I analyze the concepts of “memory space” and history within the framework of the Escape as a master narrative. Following the research participants to the sites of their memories in Estonia and Sweden today, raised the questions what constitutes a lived memory space, and how is history defined within it?

    Through a combination of a phenomenological analysis of memory’s lived ex­perience, using Walter Benjamin’s concept of montage as radical remembering and its dialectical relation to history, I show how embodied memories shape their own space, a space not always framed by historical master narratives and identity posi­tions, but rather a searching space that is always changing. Dealing with the politics of place and representations, these memories are constantly loaded and unloaded with meaning. Yet the space of lived memory is not always a creation of meaning. Walking around, searching for traces, a memory space confronts the place and maps its own geography. It turns to a spatial and temporal flow, which intertwines place and experience, and erases the past and future as homogeneous categories. It is a living space of memory, rather than a memorial space of representations.

    The analysis focuses further on the tensions between remembering as a dialogue with history and memory’s ongoing acts of embodied experience. The position of in-betweenness appears in these stories of escape, not as a state of in-between home and away, past and present, but rather as an ongoing space-making process be­tween different modes and layers of memory. This is a process aware of the constant changes in the understandings of both history and personal experiences, intertwin­ing these new interpretations with embodied memory and thereby constantly add­ing new layers of experience to it. Memory’s tracing illuminates a memory poetics of the meanwhile and the in-between, which refuses historical closure.

    The Emergence of the Post-Socialist Welfare State: the Case of the Baltic States : Estonia, Latvia and Lithuania2004Doktoravhandling, med artikler (Annet vitenskapelig)

    This dissertation takes a step towards providing a better understanding of post-socialist welfare state development from a theoretical as well as an empirical perspective. The overall analytical goal of this thesis has been to critically assess the development of social policies in Estonia, Latvia and Lithuania using them as illustrative examples of post-socialist welfare state development in the light of the theories, approaches and typologies that have been developed to study affluent capitalist democracies. The four studies included in this dissertation aspire to a common aim in a number of specific ways.

    The first study tries to place the ideal-typical welfare state models of the Baltic States within the well-known welfare state typologies. At the same time, it provides a rich overview of the main social security institutions in the three countries by comparing them with each other and with the previous structures of the Soviet period. It examines the social insurance institutions of the Baltic States (old-age pensions, unemployment insurance, short-term benefits, sickness, maternity and parental insurance and family benefits) with respect to conditions of eligibility, replacement rates, financing and contributions. The findings of this study indicate that the Latvian social security system can generally be labelled as a mix of the basic security and corporatist models. The Estonian social security system can generally also be characterised as a mix of the basic security and corporatist models, even if there are some weak elements of the targeted model in it. It appears that the institutional changes developing in the social security system of Lithuania have led to a combination of the basic security and targeted models of the welfare state. Nevertheless, as the example of the three Baltic States shows, there is diversity in how these countries solve problems within the field of social policy. In studying the social security schemes in detail, some common features were found that could be attributed to all three countries. Therefore, the critical analysis of the main social security institutions of the Baltic States in this study gave strong supporting evidence in favour of identifying the post-socialist regime type that is already gaining acceptance within comparative welfare state research.

    Study Two compares the system of social maintenance and insurance in the Soviet Union, which was in force in the three Baltic countries before their independence, with the currently existing social security systems. The aim of the essay is to highlight the forces that have influenced the transformation of the social policy from its former highly universal, albeit authoritarian, form, to the less universal, social insurance-based systems of present-day Estonia, Latvia and Lithuania. This study demonstrates that the welfare–economy nexus is not the only important factor in the development of social programs. The results of this analysis revealed that people's attitudes towards distributive justice and the developmental level of civil society also play an important part in shaping social policies. The shift to individualism in people’s mentality and the decline of the labour movement, or, to be more precise, the decline in trade union membership and influence, does nothing to promote the development of social rights in the Baltic countries and hinders the expansion of social policies. The legacy of the past has been another important factor in shaping social programs. It can be concluded that social policy should be studied as if embedded not only in the welfare-economy nexus, but also in the societal, historical and cultural nexus of a given society.

    Study Three discusses the views of the state elites on family policy within a wider theoretical setting covering family policy and social policy in a broader sense and attempts to expand this analytical framework to include other post-socialist countries. The aim of this essay is to explore the various views of the state elites in the Baltics concerning family policy and, in particular, family benefits as one of the possible explanations for the observed policy differences. The qualitative analyses indicate that the Baltic States differ significantly with regard to the motives behind their family policies. Lithuanian decision-makers seek to reduce poverty among families with children and enhance the parents’ responsibility for bringing up their children. Latvian policy-makers act so as to increase the birth rate and create equal opportunities for children from all families. Estonian policy-makers seek to create equal opportunities for all children and the desire to enhance gender equality is more visible in the case of Estonia in comparison with the other two countries. It is strongly arguable that there is a link between the underlying motives and the kinds of family benefits in a given country. This study, thus, indicates how intimately the attitudes of the state bureaucrats, policy-makers, political elite and researchers shape social policy. It confirms that family policy is a product of the prevailing ideology within a country, while the potential influence of globalisation and Europeanisation is detectable too.

    The final essay takes into account the opinions of welfare users and examines the performances of the institutionalised family benefits by relying on the recipients’ opinions regarding these benefits. The opinions of the populations as a whole regarding government efforts to help families are compared with those of the welfare users. Various family benefits are evaluated according to the recipients' satisfaction with those benefits as well as the contemporaneous levels of subjective satisfaction with the welfare programs related to the absolute level of expenditure on each program. The findings of this paper indicate that, in Latvia, people experience a lower level of success regarding state-run family insurance institutions, as compared to those in Lithuania and Estonia. This is deemed to be because the cash benefits for families and children in Latvia are, on average, seen as marginally influencing the overall financial situation of the families concerned. In Lithuania and Estonia, the overwhelming majority think that the family benefit systems improve the financial situation of families. It appears that recipients evaluated universal family benefits as less positive than targeted benefits. Some universal benefits negatively influenced the level of general satisfaction with the family benefits system provided in the countries being researched. This study puts forward a discussion about whether universalism is always more legitimate than targeting. In transitional economies, in which resources are highly constrained, some forms of universal benefits could turn out to be very expensive in relative terms, without being seen as useful or legitimate forms of help to families.

    In sum, by closely examining the different aspects of social policy, this dissertation goes beyond the over-generalisation of Eastern European welfare state development and, instead, takes a more detailed look at what is really going on in these countries through the examples of Lithuania, Latvia and Estonia. In addition, another important contribution made by this study is that it revives ‘western’ theoretical knowledge through ‘eastern’ empirical evidence and provides the opportunity to expand the theoretical framework for post-socialist societies.

    The University and the Demand for Knowledge-based Growth: The hegemonic struggle for the future of Higher Education Institutions in Finland and Estonia2020Doktoravhandling, monografi (Annet vitenskapelig)

    In recent decades, Higher Education Institutions have been reformed worldwide so that they may exert a greater influence in the production of knowledge within Knowledge-based Economies (KBEs). This transformation is often explained in terms of how advanced capitalist economies need to secure a prosperous future within post-Fordist capitalism. These developments have occurred in Finnish and Estonian universities, which are conceived as spaces in which knowledge, technology and entrepreneurship are creatively combined in order to contribute to the realisation of a sustained economic growth. This process is understood as a totalising movement that intersects with existing relations of power and social hierarchies. In the study, a Gramscian framework is employed, in order to critically investigate, in two multidisciplinary university departments in Helsinki and Tallinn, the emergence, consolidation and reproduction of an order that is constituted by the contradictory relation between legitimating narratives, on the one hand, and the vertical implementation of policies, on the other. Methodologically, the study adopts a narrative analysis of a corpus of programmatic documents alongside work stories. Both parts of the study’s empirical material are explained and recontextualised within the wider global politico-economic system. The analyses presented in this study bring to light the existence of a fragile consent based on a vague horizon of hope and freedom consolidated at all levels, from the programmatic documents to the academic workforce.

    This vague horizon steers and legitimises market expansion through the circulation of an optimistic techno-centric narrative, expressed in the concept of solutionism, which serves to de-antagonise those tensions present in the territorialisation of market forces, by promising a future in which science, technology and entrepreneurship co-operate for the good of society. The study also reveals how the deployment of reforms is legitimised through recourse to the exceptional status that the meritocratic order has in academia. To understand how the market logic merges with academic exceptionalism, this increasingly “marketised” – or debauched meritocratic – order is analysed by re-defining some of Bourdieu's concepts. Solutionism and “debauched meritocracy” provide a set of middle-ranging concepts that connect to the larger Gramscian framework, with the purpose of completing the critical investigation into the university order and its apparently central place within the Knowledge-based economies and post-Fordist capitalism.
