Abstract [sv]

Inledning: Bistånd ger förutsättningar för att människor skall få lika möjligheter samt leva ett värdigt liv. Då majoriteten av biståndsverksamheter i Sverige bedrivs av skattemedel ställs stora krav på att kontrollera hur dessa pengar används. Det är av vikt att granska och kontrollera att samtliga biståndsinsatser håller hög kvalitet och ger goda resultat, samt att biståndets funktion inte hämmas. Den aktuella samhällsdiskussionen om små biståndsorganisationers bristande effektivitet och hur skärpta administrations- och rapporteringskrav samt nya syrningsmedel påverkar utvecklingsarbetet ligger till grund för intresset att genomföra detta arbete. Nya krav på styrning tar inte biståndsorganisationernas storlek i beaktning vilket betyder att strängare administrations- och återrapporteringskrav kan påverka organisationer på olika sätt beroende på storlek.

Syfte: Syftet med studien är att undersöka vilka effekter resultatstyrning får för små biståndsorganisationers utvecklingsarbete.

Metod: Detta arbetes metoddesign har förankrats i ett kvalitativt genomförande. Detta betyder att tillvägagångssättet är av beskrivande natur som först identifierar och sedan ger förklaring till både kategorier samt modeller som skildrar en särskild sanning enligt fenomenografin. Semistrukturerade intervjuer används som val för insamling av data.

Resultat: Respondenterna kunde delas in i två olika grupper där den ena gruppen anammade en resultatorienterad styrning och den andra en processorienterad styrning. Den första gruppen såg mindre svårigheter kring de ökade kraven som ålagts biståndsorganisationer medan den sistnämnde gruppen ansåg att de ökade kraven inte höjde marginalnyttan. 

Slutsats: En samlad bild av resultatet gör gällande att de nya kraven är en naturlig del i att ge allmänheten en inblick i vad deras skattemedel används till. Kraven skildrar också ett försök att försöka minimera korruption och andra missförhållanden. Dock höjs ett varningens finger till att snävheten och kortsiktigheten kring resultatstyrning kan leda till att den bredare holistiska bilden kring bistånd kan gå förlorad då dess effekter inte låter sig mätas på ett kvantifierbart sätt.

Abstract [en]

Introduction: Aid creates the conditions for every person's right and opportunity to live a dignified life, but since the majority of aid activities in Sweden are financed by tax funds, there are great demands to control how the taxpayers' money is used. It is important to review and verify that all aid efforts are of high quality and produce good results, and that the function of aid is not hampered. The current social discussion about the lack of efficiency of small aid organizations and how stricter administration, reporting requirements and new funding means affect development work is the basis for the interest in carrying out this work. New governance requirements do not take the size of aid organizations into account, which means that stricter administration and reporting requirements affect different sized organizations in varying degrees.

 

Aim: The study aims to investigate performance management effects on the development work that small aid organizations do.

 

Method: The method design of this work has been anchored in a qualitative implementation. This means that the approach is of a descriptive nature that first identifies and then provides explanations for both categories, as well as models that depict a particular truth according to phenomenography. Semi-structured interviews were used for data collection.

 

Result: The respondents could be divided into two different groups where one group adopted a result-oriented control and the other a process-oriented control. The first group saw minor difficulties regarding the increased requirements imposed on aid organizations, while the latter group considered that the increased requirements did not increase the marginal benefit.

 

Conclusion: An overall picture of the result states that the new requirements are a natural part of seeking to give the public an insight into what their tax assets are used for. The claims also portray an attempt to try to minimize corruption. However, a warning is raised that the narrowness and short-term view of performance management can lead to the loss of the broader holistic picture of aid as its effects cannot be quantitatively measured.
