Abstract [sv]

Syftet med denna studie är att undersöka vilka demokratisyner som kan identifieras i en samtida svensk biblioteksdebatt samt att belysa hur dessa kan förstås i ljuset av olika demokratimodeller. Uppsatsen tar sin utgångspunkt i ett panelsamtal som hölls på Hornstulls folkbibliotek i november 2018. Samtalet fick stor medial uppmärksamhet eftersom en högerextremist inkluderades som paneldeltagare. Studiens källmaterial utgörs av ett drygt tjugotal artiklar publicerade i svenska dags- och veckotidningar under perioden 2018-2022 och utförs som en tematisk analys med idealtyper som analytiskt verktyg. Uppsatsens teoretiska ramverk utgörs av David Helds demokratimodeller deltagardemokrati, deliberativ demokrati och liberal representativ demokrati. Studien visar att demokratibegreppet är komplext och förknippas med flera och ibland rivaliserande värden. Relationen mellan folkbiblioteket och demokratin upplevs som självklar och stark och biblioteket som en i grunden demokratisk institution. Detta stämmer väl överens med tidigare forskning. Bland hoten mot det demokratiska styrelseskicket upplevs växande högerextremism som ett av de största. Uppsatsen visar också att samtliga av David Helds demokratimodeller går att identifiera i uppsatsens empiriska material. Undersökningen visar också att en stark föreställning om folkbibliotekets kompensatoriska samhällsfunktion existerar. Det empiriska material synliggör också förekomsten av ett utpräglat neutralitetsideal i relation till biblioteket, där folkbibliotekets främsta demokratiska funktion förstås vara som en öppen arena för yttrande- och åsiktsfrihet.

Abstract [en]

The purpose of this study is to examine the different conceptions of democracy that can be identified in a contemporary Swedish debate on public libraries, and to illuminate how these may be understood in light of different models of democracy. The thesis takes as its point of departure a panel discussion held at Swedish public library in November 2018. The event attracted considerable media attention after a far-right extremist was included as a member of the panel. The empirical material consists of twenty three articles published in daily and weekly newspapers between 2018 and 2022. The study is conducted as a thematic analysis using ideal types as an analytical tool. The theoretical framework is based on three of David Held’s models of democracy: participatory democracy, deliberative democracy, and liberal representative democracy. The study demonstrates that the concept of democracy is complex and associated with multiple, and at times competing, values. The relationship between public libraries and democracy is perceived as both self-evident and strong, and the library is understood as a fundamentally democratic institution. This is in alignment with previous research. Among the perceived threats to democratic governance, the rise of right-wing extremism is regarded as one of the most significant. The thesis also shows that all three of David Held’s democracy models can be identified within the empirical material. Furthermore, the analysis reveals a strong belief in the compensatory societal function of public libraries. The material also highlights the presence of a pronounced ideal of neutrality in relation to the library, in which the institution’s primary democratic role is to serve as an open arena for freedom of expression and opinion.
