Abstract [sv]

Syftet med denna uppsats är att undersöka hur biblioteket framställs i den debatt som uppstod kring Drag Story Hour på Kalmar stadsbibliotek hösten 2022. Med hjälp av Carol Bacchis diskursanalytiska ansats ”What’s the problem represented to be?” – som fungerar både som denna uppsats teoretiskt ramverk och analysmetod – analyseras ett urval artiklar från svensk medierapportering för att synliggöra vilka underliggande problemrepresentationer, antaganden och föreställningar som ligger bakom utsagorna i debatten. Analysen identifierar två problemrepresentationer: en som konstruerar barns exponering för normöverskridande uttryck som själva ”problemet”, och en som ser politikers otillbörliga påverkan på biblioteksverksamheten som ”problemet”. Ur det empiriska materialet träder även två motstridiga framställningar av biblioteket fram: en framställning av biblioteket som en potentiellt hotande ideologiserande miljö – särskilt i relation till barn – vilket motiverar politisk kontroll över bibliotekets programverksamhet, och en framställning av biblioteket som ett demokratiskt rum där professionell autonomi, yttrandefrihet och inkludering utgör centrala värden. Uppsatsen drar slutsatsen att denna kulturdebatt speglar en större ideologisk förskjutning inom svensk kulturpolitik, där tidigare självklara demokratiska principer – så som folkbibliotekets roll som demokratisk mötesplats och principen om armlängds avstånd – i allt högre grad ifrågasätts. 

Abstract [en]

The purpose of this thesis is to examine how the library is depicted in the debate that arose in the fall of 2022 surrounding Drag Story Hour at Kalmar City Library. Using Carol Bacchi’s discourse analytical approach, “What’s the problem represented to be?” – which serves as both the theoretical framework and analytical method of this thesis – a selection of articles from Swedish media coverage is analyzed to reveal the problem representations, assumptions, and belief systems underlying the statements expressed in the debate. The analysis identifies two dominant problem representations: one that constructs children’s exposure to LGBTQ+ representations and content as the core “problem”, and one that frames political interference in library programming as the main “problem.” The empirical material also reveals two conflicting depictions of the library in the debate: one depiction of the library as a potentially threatening, ideologizing environment– particularly in relation to children – justifying political control over its programming, and one that depicts the library as a democratic institution where professional autonomy, freedom of expression, and inclusivity are central values. The thesis concludes that this cultural debate reflects a broader ideological shift in Swedish cultural policy, where previously uncontested democratic principles – such as the public library’s role as a democratic public sphere and the principle of arm’s length distance – are increasingly being questioned.
