Abstract [en]
The study aims to examine which measures the Hässelby Vällingby district administration can implement to strengthen motivation within municipal workplaces to receive Stockholm job participants. The study has also reviewed the effects of the initiative Enhanced Guidance within Stockholm Jobs on the district administration so far, focusing on implemented measures and achieved outcomes in strengthening supervisory roles within its municipal workplaces. In this study, a qualitative method has been used to collect data. The empirical material consists of nine semi-structured interviews with individuals employed at Jobbtorg Nordväst, Hässelby-Vällingby cityadministration, and various department heads and employees of its municipal operations. The informants narratives in this study have been linked to cultural-ethnic sensitivity theory, and thematic analysis as well as the stakeholder evaluation model have been applied to enable a grounded analysis of the perspectives from the informants. The study's results show that the initiative Enhanced Guidance of Stockholmjobbare has been positive so far. The administrative burden for the operations has decreased, and the appointment of a head supervisor responsible for the improved introduction, training, and guidance of Stockholmjobbare during internship and base employment has contributed with positive effects in strengthening the municipal operations' motivation in Stockholmjobb. Despite these advances, several challenges remain, such as unclear role distribution between Jobbtorg and the head supervisor, staff turnover within the Stockholmjobb team, certain operations’ continued low willingness to receive Stockholmjobbare, Stockholmjobbare’s difficulties in adapting to workplace culture, the need for a more practical and culturally sensitive supervisor training, lack of public recognition and financial incentives for operations and supervisors, as well as insufficient knowledge about the work differentiation of Stockholmjobbare compared to other staff at the workplace. The study’s results indicate that the city administration should continue to support the role of the head supervisor and municipal operations through administrative assistance. Recommendations to the Hässelby-Vällingby city administration are to clarify the role distribution between the head supervisor and Jobbtorg, establish a sustainable Stockholmjobb team, refine supervisor training with practical knowledge, continue the dialogue with the city commissioners and the SFI operations, and consider providing public recognition to committed municipal workplaces, Stockholmjobbare who have moved on to self-sufficiency, as well as financial incentives for workplace mentors.
