    Utgångspunkten för det treåriga projektet The Phenomenology of Suffering in Medicine: Explorations in the Baltic Sea Region är den centrala roll lidan­de intar i medicinsk praxis, och därmed också i den medicinska etiken. Den teoretiska grunden för projektet är den breda tradition inom huma­nistisk reflektion och forskning under 1900-talet som innefattar fenome­no­logi, hermeneutik och narrativitet.

    I projektets empiriska del har fem medicinska fakulteter runt Östersjön valts ut, delvis beroende på etablerade kontakter, delvis för att på dessa orter pågår intressant undervisning och forskning inom ovan beskrivna fält. Med hjälp av kontaktpersoner på respektive orter har sedan studiebesök genomförts, med informella samtal och formella inter­vjuer. Intervjuerna har analyserats för teman som belyser forsknings­projektets grundläggande fråga om hur fenomenet lidande upp­märk­sam­mas, tolkas och hanteras inom dels medicinsk undervisning och i någon mån även i forskning inom medicinsk humaniora på respektive orter.

    A formal analysis of a conventional job evaluation system2007Rapport (Annet vitenskapelig)
    Abstract [en]

    In this paper we analyze the use of numerical information in the context of job evaluation. The analysis is based on the job evaluation system Steps to Pay Equity, which is recommended by the European Project on Equal Pay supported by the European commission. The main findings can be summarized as follows. Firstly, in Steps to Pay Equity no method is suggested that can be used in order to construct stronger scales than ordinal scales. This implies that rankings of jobs are based on the addition of ordinal scales, which means that the rankings are very unstable for admissible transformations. Secondly, there is no explicit definition or explanation how the weights should be interpreted, something that hampers an assessment about the reasonability of the assigned weights. Thirdly, the convention to classify jobs on predefined levels can give rise to heavy deformations of relevant differences between jobs, which means that received rankings of jobs are unjustified guidance for impartial pay setting. We suggest a possible remedy by illustrating the use of a specific multi-attribute evaluation model.

    An analysis of the principle ”Equal Pay for Jobs of Equal Value”2007Rapport (Annet vitenskapelig)
    Abstract [en]

    In this paper we analyze a number of assumptions and conceptual issues that arise in applications of conventional job evaluations, which are used in order to implement the principle “Equal Pay for Jobs of Equal Value” according to the Equal Pay Acts.

    The main findings of the analysis can be summarized as follows: 1) A lack of a distinction between subjective and objective criteria as well as between descriptive and evaluative criteria, 2) A defective interpretation of independency conditions that are necessary in order to represent evaluation of jobs by weighted sums of scores, 3) An incorrect diagnosis and subsequently incorrect remedies of defects in job evaluation methods, 4) An incorrect interpretation of the meaning of key concepts such as “Jobs of Equal Value”, 5) Unwarranted assumptions about formal features of relations defined by the concept “Jobs of Equal Value”.

    An Evaluation of Employee Performance Based on Imprecise Value Judgments: Two Experiments2007Rapport (Annet vitenskapelig)
    Abstract [en]

    In this paper we test the usefulness of imprecise value judgments in evaluating employee performance. The test is based on two experiments which evaluate the performance of college lecturers. The experiments are carried out by applying the PRIME model (Preference Ratios in Multi-attribute Evaluation), a specific multi-attribute value model that supports the use of imprecise value judgments. The test shows that the use of imprecise value judgments, as synthesized by the PRIME model, can remedy a number of defects that are identified in conventional evaluation models in regard to job requirements and employee performance.

    Resultatet av en arbetsvärdering är att varje arbete tillordnas en viktad summa av poäng. Poängsumman kan tolkas som ett mått på en sammantagen värdering av krav och svårigheter som förknippas med arbetenas utförande. Måttet används för att bedöma vilka arbeten som är likvärdiga. En viktig fråga är i vilken mån detta mått utgör en tillförlitlig grund för att bedöma vilka arbeten som är likvärdiga. I arbetsvärderingssystemet Analys Lönelots, som rekommenderas av JämO, finns ett förslag på hur måttet kan användas på ett tillförlitligt sätt. I uppsatsen visas att förslaget har uppenbara brister. Vidare visas att problemet med tillförlitlighet hos måttet kan överföras på problemet med tillförlitlighet av precist angivna vikter och skalor, som avser att representera en beslutsfattares värderingar av relevanta egenskaper hos arbeten. Det finns uppenbara skäl att betvivla att en beslutsfattare kan motivera sådana precisa värderingar som följer av en precist angiven numerisk representation. I uppsatsen presenteras också ett alternativt sätt att numeriskt representera en beslutsfattares värderingar av arbeten. Denna typ av numeriska representation kan beakta att värderingar av arbeten är osäkra.

    Towards responsible procurement in relation to chemical risks in textiles?: Findings from an interview study2011Rapport (Annet vitenskapelig)
    Abstract [en]

    In the present study, we ask whether and how different organizations work with sustainable procurement and how this work relates to the complexity of the product chain. We have chosen to focus on chemical risks in relation to textiles – an issue that increasingly is becoming part of the public discourse and a target for journalists. In the case of textiles, the product chain from raw material to consumption often involves a great number of production steps, sub-contractors and users, often on a global scale. Sustainable management of the supply chain would improve health, quality of life, and labour conditions, for instance in the areas and factories in developing countries where production and processing often take place. However, such management faces great difficulties and challenges in terms of capabilities, knowledge, communication, and policy instruments. These difficulties are related to high uncertainties and other problems that in turn are related to the high complexity of global product chains. The objective of the present report is to gain insights into the opportunities and challenges that private and public organizations face regarding the development of responsible procurement in relation to a complex and uncertain issue. The report focuses on chemicals in textiles and uses a qualitative methodology with semi-structured interviews. Key elements of a pro-active, responsible procurement strategy are defined in the report and include criteria such as using a preventive, systematic, responsive, integrative, and reflective approach. The analysis includes the following topics: (i) priorities and knowledge, (ii) communicative strategies, (iii) policy instruments, (iv) monitoring and trust in relation to suppliers. The results show a fairly modest level of organizational responsibility, although it is possible to observe an initial positive development among the cases investigated. The report ends by suggesting a number of topics that require further investigation.

    IKEA and the Responsible Governance of Supply Chains: IKEA’s work on chemicals in textiles2013Rapport (Annet vitenskapelig)
    Abstract [en]

    This report focuses on IKEA’s management and communication surrounding sustainability in general and chemical risks specifically. IKEA’s work is analysed in relation to theoretical concepts around responsibility, supply chain, and governance . The report focuses on IKEA’s visions and organizational structures, its policy instruments to deal with chemical risks, supplier-relations and communication and learning. The study is based on previous scholarly literature, analyses of relevant documents, a field visit at a few of IKEA’s suppliers in southern India, as well as interviews with staff working at IKEA in Sweden. The report focuses on IKEA’s systems and processes for dealing with chemical risks, and not on the implementation of such measures in quantitative terms.

    Narratives in family dinner table conversations: a study of the co-narration at dinnertime in twenty Swedish families2003Rapport (Annet vitenskapelig)
    Abstract [en]

    In previous research of functions of family dinner talk and conversation, co-narration was found to be an important ingredient. For this reason and because of the importance of family dinners as a context of child socialization, family narration was considered worthy of some extra attention. In this study, narrative activity appearing during dinner table conversations was studied in ten video recorded conversations in ten monolingual Swedish families with children of ages 7-14. The ten recordings were divided into two groups depending on age of the children (group 1: 7-11 years and group 2: 10-14 years) and extensively studied with regard to structural, referential, formal and functional aspects.

    The results revealed similarities regarding certain basic variables, e.g. mean numbers of narratives utterances of the total amount of utterances, especially between adults. However, there were also some striking differences between the groups, e.g. different amount of narrative reference to past and mediated, i.e. decontextualized, events, of complex and elaborated narrative turns and of narrative initiations and elicitations, not only between younger and older siblings, but also in some respects between the two groups of children of the same age (10-11 years), although the latter group produced fewer utterances. These findings suggest that older siblings, despite taking more space in the conversation, would contribute to a supportive conversational context, thus allowing their younger siblings to perform in a “zone of proximal development”.

    The results suggest that the model used in this analysis captures interesting cultural and situational similarities and differences in family dinner table conversations as well as differences in children´s narrative behaviour possibly due to age. Certain adult conversational patterns might be a result of specific adaptations to the children´s age-dependent narrative skills and serve as co-narrative support. The study of the two groups with different ages of the participating children ages also suggest that older siblings would be important, both in a competitive and supportive role.

    Reconsidering comments in family dinner conversations2003Rapport (Annet vitenskapelig)
    Abstract [en]

    The aim of the present study was to reconsider, theoretically and empirically, the communicative acts termed “meta-pragmatic comments”, suggested by previous research to be used for socializing purposes in the context of family dinner conversations. The corpus analysed consisted of videotaped recordings of dinner conversations in 19 Swedish families. The families were homogenous with regard to social and cultural circumstances as measured by a questionnaire, but differed with regard to the age spans of the children. In both groups, they had one child of age 10-11 years, referred to as the target child, but the families of group 1 included siblings who were younger (mean age 8.4) than the target child, while the families of group 2 included siblings who were older (mean age 13.5). The definition of the communicative act of “meta-pragmatic comment” and some of the principles for coding sub-categories of such comments were adopted from two previous inter-cultural studies but slightly revised. The purpose of revision was to give the act pf of comment a firmer foundation in speech act theory and to explicitly motivate the selection of sub-categories from a developmental perspective.

    A calculation of percentages of comments of various types produced in the two groups of families showed that the group of older siblings made more comments totally, and considerably more comments on other persons not present, declarative comments, comments on linguistic behaviours and comments referring to non-immediate subjects than did the group of siblings younger than the target children. The first group with younger siblings, on the other hand, had more comments addressed to the target child, more interrogative and imperative comments, more indirect comments, more comments directed toward non-linguistic and immediately performed behaviours. Parental comments also differed significantly between the two groups. Thus, the mothers of the first group with younger siblings made most comments totally within that group, to some extent confirming the hypothesis of comments serving a socializing purpose. In most sub-categories (except for imperative comments), they also made proportionally more comments than the fathers. Mothers in the first group also commented proportionally more on non-linguistic behaviours, especially on table manners, than mothers in group 2, and referred much more often to behaviours occurring in the immediate context than did mothers of the second group. This was an expected finding, supported by previous research on maternal speech, but they were also more indirect, which was not expected. On the other hand, the mothers of the second group made more declarative comments and they also commented more on behaviours that were not related to the immediate context, as suggested above. Finally, their share of direct comments (addressed to older children) was unexpectedly larger than that of mothers in the first group. The fathers were more passive in the production of comments, but they dominated regarding imperative comments. Some fathers also made certain kinds of indirect comments that might be perceived as sarcastic.

    As for the use of comments among the children, some findings were expected, but others were not. There were differences between the groups, mostly giving higher percentages to the group with older siblings. Both target children and siblings in this group produced considerably more comments, more declarative comments, proportionally more comments on linguistic behaviours and on behaviours in the non-immediate context than did the children in the first group. Thus, at least regarding the use of comments, the target children within group 2 seemed to behave as their older siblings and they were actually the “target” of comments to a lesser extent than were the target children within group 1.

    From these findings, some general conclusions may be drawn. First, the categories of comments selected proved to be sensitive to the age span of the children around the preadolescence years, although the variables were based on child language research primarily on pre-school children. Second, preadolescent children seemed to take advantage the presence of older siblings in their communicative activity, possibly because they were allowed to perform in the “zone of proximal development”, according to Vygotskij (1962). Finally, a comparison of the results from the present study with those of the two inter-cultural studies, mentioned above, yielded some interesting similarities but also considerable differences, not easy to interpret. For this reason, far-reaching conclusions regarding inter-cultural differences in the use of “meta-pragmatic comments” during family dinners seem doubtful at the present stage of research, considering the remarkable variations within similar but age-differentiated groups within the same culture.

    Regulatory talk and politeness at the dinner table in twenty Swedish families2003Rapport (Annet vitenskapelig)
    Abstract [en]

    The focus of this study was the use of regulatory talk during dinner in 20 Swedish families. The questions posed were: How is activity regulation at dinnertime realized, i. e. direct or indirect (“polite”), and what differences may be distinguished due to the influence exerted by contextual factors, such as age of participating children, number of participants and different kinds of conversational contexts(instrumental talk and non-instrumental conversation).

    Regulatory utterances constituted about 10 % of all utterances produced during the family dinners in the twenty Swedish families. Except for an early explorative study of Ervin-Tripp (1976) and a socio-cultural study of Blum-Kulka (1991, 1997), there seem to be few systematic comparative observations addressing the relative amounts of different kinds of control acts in similar settings.

    In the families included in this study, where the participating children were aged 7 - 17, regulation at dinner time appeared primarily to have the goal of asking for actions to be performed or objects to be handed over, mostly related to the main activity of having dinner (about 60 %). There were, however, also many so called pedagogic regulators, produced by the parents but also by the children. When the groups were compared, there tended to be more regulation in families with younger children (>11 years) and during dinners with more than four participants. Most of the regulators appearing during the dinners were formulated as direct requests and about 15 % of them were mitigated, softening the impact of coerciveness. Indirect regulators occurred in less than one half of the cases and could be more or less indirect – and perhaps more or less polite. Hints were rather uncommon in these twenty families. When occurring, they were not often responded to in the expected way. Disregarding contextual differences within the conversations, the tendency appears to be more indirect but less mitigated communication in the twenty Swedish families, compared to the American and Israeli groups in Blum-Kulka (1997).

    The activity context had an obvious impact on the way regulatory utterances were performed. Most instrumental regulators were direct (somewhat more than 60 %), most non-instrumental regulators were indirect (nearly 60 %). There were tendencies of group variation in different contexts but the groups and the differences between them were too small to be significant.

    Parental regulation was indirect in nearly half of the cases, but individual differences could be distinguished. Direct parental regulators were mitigated in about 25 % of the cases, closely matching the American parents in the study of Blum-Kulka (1990). There were also some striking differences between mothers and fathers. Maternal regulation was more indirect and maternal direct utterances were often more mitigated (21-48 %). However, the numbers of participating fathers was unfortunately too small (!) for far-reaching conclusions. In instrumental contexts, i. e. when regulating routine actions were related to the meal, most parental regulators were direct (60 %). In non-instrumental contexts, on the other hand, about 75 % of the utterances were indirect.

    Not only activity context or talk genre seemed to affect the regulators used but also their intended goal, i. e. what action was wanted from the addressee. Thus, most often regulation at the dinner table concerned non-verbal actions and requests for objects, related to the main activity.

    Finally, about 50% of the regulatory utterances in the 20 families were adequately responded to, both those of the parents and those of the children. However, parental regulators were obeyed to if indirect, child regulation if direct. In those cases when there was no compliance, negotiation was rather common, both to child and parental regulation. Ignorance and resistance occurred in less than 10% of the cases. Thus, judging from the realization of regulatory utterances and the outcome effectuated by the regulators, Swedish family members seem to be fairly indirect and “polite” around the dinner table.

    What do we do when we talk at dinner?: a study of the functions of family dinner table talk and conversation2003Rapport (Annet vitenskapelig)
    Abstract [en]

    This study was focused on the functions of family dinner table talk and conversation in twenty Swedish families with 1 – 4 children aged 7 – 17 years. As pointed out by a number of researchers (e. g. Blum-Kulka (1997), dinner conversation is a highly domain-specific activity, deeply impacted by contextual constraints. However, the different functions full-filled by language during the dinner have hardly received any attention nor has the influence exerted on the conversation by such contextual factors as different age and number of the participants during the dinner.

    The results suggested that two main functions considered, instrumental talk and non-instrumental conversation, as well as certain more specific functions (or conversational genres), such as co-narration, commenting and co-planning, varied considerably in the 20 conversations – though systematically and within rather constant ranges.

    Thus, on the one hand, certain variables seemed sensitive to the age of the participating children: a larger share of utterances serving instrumental functions, a larger share of commenting utterances, as well as of attention and focus regulating utterances in families with younger children. Other variations appeared to be a consequence of the number of participants: more narrating and planning in “small” families and more regulating utterances in “big” families.

    Some of these fluctuations seemed to be due to individual factors in the family settings (age of the children and number of participants) or circumstances turning up in the actual situation. But the results also suggested strong socially and culturally conditioned frames constraining the variations.

    The presented research has investigated empirically the current practices of how organizations are using CI today, and in particular what role collaboration and networking plays in such CI work processes. In particular, the investigation has examined what forms of collaborations and organizational networks are currently used in the CI work process. Four organizations have been examined as exploratory case studies. From this, a base model for social CI has been generated by extracting overall CI process characteristics from the investigated cases that relate to collaborative behavior and organizational networking. The study relies on the existing conceptual framework called the social CI framework intended for analysis and design of CI for the (socially) networking organization.

    Social Competitive Intelligence: Socio-technical themes and values for the networking organization2015Rapport (Annet vitenskapelig)
    Abstract [en]

    This article introduces the notion of social competitive intelligence, meaning competitive intelligence (CI) for the networking organization. A novel socio-technical framework called the Social CI Framework (SCIF) is presented, intended for analysis and design of social CI processes, methods and tools. By using a socio-technical perspective, both social and technical aspects are considered together in SCIF. The framework is founded on theory related to enterprise 2.0 and wikinomics, and is intended to be used to study social CI using principles such as openness, participation, sharing and co-creation. The presented results are based on a literature review and an exploratory study with interviews of CI experts from Swedish organizations. SCIF explicitly distinguishes between task-oriented models and collaboration models, and models of different socio-technical perspectives. Moreover, SCIF uses the mechanisms of socio-technical themes and a socio-technical value map that relate the theoretical and empirical characteristics with the SCIF modeling method.

    CoCI: Collaborative support of social competitive intelligence2016Rapport (Annet vitenskapelig)

    The aim of the presented work has been to investigate how the existing concept of social CI can be used to support collaborative CI networks. A novel socio-technical solution CoCI consisting of a work method and tool have been designed for a scenario with an internal network of collaborative competitive intelligence (CI). The CoCI work method suggests using agile, freeform collaboration through an informal organizational network. A distinction is made between the roles of network coordinators, contributors, clients and receivers. The work style follows regular temporal iterative loops, or sprints, each one ending in some form of intelligence outcome. The CoCI tool supports collaborative daily work with reading, commenting and classifying incoming material, where the actions of the network members are visible to each other. Furthermore, the CoCI tool supports having meetings using the tool where incoming material from the sprint is reviewed and a report is created. In the evaluation of the tool, the dimensions engagement, collaboration and community had high scores. In contrast, the dimension simplicity was less satisfactory. Four design patterns for social CI could be extracted based on the strong points of the evaluation: social selection, individual/collective box, real-time engagement and collaborative enhancement. The low score on simplicity will be investigated further, but indicates how crucial it is for social features to be intuitive in order to avoid making the overall solution too complex.

    Abstract [en]

    The Paducation project involved teachers representing a variety of disciplines from two upper-secondary schools in Germany and Sweden. The teachers used iPad on a daily basis to explore and evaluate the possibilities and challenges that this technology could bring to their profession.

    The use of iPad was discussed in relation to different knowledge cultures and subject traditions. Collaborative work within and between the two groups took place offline in workshops and online through a mutual blog.

    This report describes different aspects of the project and the process that unfolded including eight articles written by project participants. The report also presents some over-reaching outcomes from the project as well as some critical thoughts.

    The findings are a compelling read for anyone engaged in teaching or teacher education providing practical know-how and should be read in relation to the on-going digitalization of education.

    Denna rapport ger en helhetsbild av storstadssatsningens första verksamhetsår i kommundelen Jordbro i Haninge. Storstadssatsningen är en nationell satsning för att bekämpa segregationsproblemet, som under 1990-talet förstärktes framför allt i storstäderna. Samtidigt är den en huvudsakligen kommunalt organiserad verksamhet med särskild statlig delfinansiering. Haninge är en av de sju kommuner som tecknade avtal med staten om att bryta segregationen. 126 miljoner kronor tilldelades kommunen att använda i olika riktade insatser i Jordbro under en treårsperiod (med tillåtelse att användas under en femårsperiod). Insatserna skulle uppfylla de centrala målen: bryta segregationen och öka tillväxten. Rapporten kartlägger det mönster som har formats av aktörerna i Jordbro vad gäller utformningen av den lokala strategin, uppbyggnaden av organisationen och förankringen av de uppsatta målen bland tjänstemän och invånare. Dessutom diskuteras särskilt de verksamhetsområden som har fått störst uppmärksamhet.

    Studien, som är baserad på officiella dokument, statistiska uppgifter, enkätsvar, intervjuer med tjänstemän, brukare och politiker samt fältobservationer, visar att det råder stort samförstånd mellan olika led i den kommunala organisationen. Samförståndet avser både relationerna inom den samordningsgrupp som planerar och styr verksamheterna, och mellan denna enhet och den politiska ledningen. Längre ner i den kommunala organisationen finns en grupp inflytelserika eldsjälar som, vid sidan av insatsledarna och de föreningsaktiva, för brukarnas talan inför de ledande tjänstemännen. Även i detta led fungerar samarbetet, framför allt med Jordbroprocessen, som är den samordnande enheten för storstadssatsningen. Samförståndet kan delvis förklaras av den kontinuitet som har funnits i administrationen av olika typer av satsningar i Jordbro. Flertalet av de ledande personerna i Jordbroprocessen och bland eldsjälarna har ett förflutet i Jordbroprojektet, en satsning som föregick storstadssatsningen. Dessutom tycks det råda en ganska stark uppslutning bland politiska partier i Haninge kommun kring de lokala målen för Jordbro. Trots att underifrånperspektivet i Jordbro mest tar sig uttryck i eldsjälarnas och de lokala tjänstemännens tolkning och förmedling av allmänhetens önskemål, och inte i någon utpräglat systematisk medverkan nerifrån, finns det ändå en strävan bland de ansvariga i Jordbroprocessen att med riktade insatser nå konkreta resultat i integrationsprocessen.

    Samförståndet har påverkat storstadssatsningen i Jordbro på minst två avgörande sätt. För det första har det underlättat för politikerna och tjänstemännen att komma överens om de lokala målen och om den profil insatserna i Jordbro skulle ha. För det andra har det underlättat för de operativa enheterna, med Samordningsgruppen i spetsen, att välja lämpliga insatser och att organisera verksamheten på ett effektivt och friktionsfritt sätt.

    Storstadssatsningen i Jordbro satsar på verksamheter som har goda uppväxtvillkor för barn och ungdom som sitt främsta syfte. Dessa insatser erhåller den största andelen av storstadsmedlen, 43 procent. I denna grupp är språkinsatser den största posten. På andra plats kommer arbetsmarknadsområdet som får 25 procent av den totala summan, och på tredje plats hamnar folkhälsan med 18 procent. Bland dessa tre insatsgrupper har insatser för barn och ungdomar den längsta livslängden. Drygt en fjärdedel av dessa insatser startades redan under Jordbroprojektets dagar. Detta visar att dessa insatser under längre tid har varit prioriterade.

    Insatserna för barn och ungdomar vänder sig till tre åldersgrupper. Det är tydligt att småbarnen är prioriterade; det finns flera resursstarka insatser för tidig språkutveckling i förskolan. För barn i grundskolan kompletteras språksatsningarna med kultur- och IT-satsningar, och för mellanstadieelever tillkommer fritidsverksamheter och andra stödåtgärder som underlättar ungdomarnas inträde i de vuxnas värld: demokratiprojekt, drogförebyggande åtgärder samt stöd för dem som hamnar i riskzon. Språk- och kulturinsatser syftar till att utveckla målgruppernas kunskapstillägnande och sociala integration. Därför är de riktade till alla skolor och inte enbart till dem som har en hög andel elever med invandrarbakgrund.

    På arbetsmarknadsområdet riktades insatserna under det första året mot framför allt två grupper. Kompetensverkstaden, en lokal arbetsförmedling med en övergripande samordningsroll för ett antal verksamheter, riktar sig främst till dem som av olika skäl har varit utanför den ordinarie arbetsmarknaden en längre tid. Bland insatserna som ingår i kompetensverkstaden märks Grundstenen, som är språkutbildning på ett otraditionellt sätt, och Jobbspåret, som syftar till att ge handledning till dem som på grund av språksvårigheter saknar sysselsättning. Den andra insatstypen är riktad till lågutbildade medelålders invandrare, med ganska dåliga språkkunskaper. Jordbros frestelse och Arbetslag 21 är två projekt av denna typen. Trots ansträngningar för att få dessa insatser att bli självförsörjande, tycks det som om de på ett eller annat sätt alltid kommer att behöva någon form av statligt eller kommunalt stöd.

    Funktionärerna inom storstadssatsningen i Jordbro betraktar flertalet av arbetsmarknadsinsatserna även som folkhälsoinsatser. Bristande tillfredsställelse med tillvaron i, eller utanför, arbetslivet ses som en viktig orsak till dålig hälsa, och långtidsarbetslöshet är den viktigaste källan till bristande tillfredsställelse. Denna grundinställning tycks motivera de flesta av arbetsmarknadsåtgärderna i Jordbro. Insatserna för bättre folkhälsa riktas också till hemmen. Familjer som har interna problem eller riskerar att hamna i kris är en viktig målgrupp. En del insatser, t.ex. Vem ser barnen?, avser att stödja barnen i konfliktfamiljer. Andra insatser syftar till att underlätta för familjer som behöver stöd. Familjecentralen är en sådan verksamhet, och fyller flera funktioner samtidigt. Den är en traditionell central, med barna- och mödravård, men rymmer också annan service, som en öppen förskola där familjer med nyfödda barn kan träffa varandra.

    De som medverkar i insatserna i Jordbro är benägna att lyfta fram metodutveckling och samverkan som två viktiga mål/arbetssätt. Det faktum att var tredje insats påbörjades under Jordbroprojektets tid och att hälften av insatserna är finansierade för en relativt lång period (tre år eller längre) tyder på att insatserna ses som processer och inte som projekt. De som fattat beslut om och leder verksamheten vill ge insatserna den tid de behöver för de idéer som ligger bakom dem ska utvecklas.

    Vad gäller samverkan framgår av svaren i frågeformulären att det har förekommit ett omfattande samarbete mellan framför allt andra kommunala enheter i Haninge och storstadssatsningens olika verksamheter. Dels har de kommunala enheterna det formella ansvaret för en stor majoritet av insatserna, dels agerar de som samarbetspartners. Bland kommunala enheter är förvaltningar den i särklass vanligaste typen av samarbetspartner följda av skolorna. Endast fem insatser har landstinget som formellt ansvarig. Föreningar innehar i mindre omfattning formellt ansvar för insatserna, men de är desto mer populära som samarbetspartners.

    Medan storstadssatsningen är i sitt andra verksamhetsår är diskussionerna i Haninge om möjligheten att införliva de mest lyckade insatserna i ordinarie kommunal verksamhet redan igång. Detta införlivande, som bland tjänstemän och politiker i Haninge kallas invecklingsprocessen, kräver bl.a. en ny, långsiktig finansieringsform. Dessutom innebär invecklingsprocessen även nya former för organisation och styrning, i de fall det rör sig om verksamheter som utmärks av en hög grad av samverkan mellan olika kommunala och statliga organ. I nästa utvärderingsrapport är det därför angeläget att problematisera denna process, som berör alla insatser som har som mål att ingå i kommunens ordinarie verksamhet.

    Coping and adaptation in socio-ecological problem structures: Towards an integrated framework for analyzing trans-boundary environmental problems in marine settings2015Rapport (Annet vitenskapelig)

    The literature on governance of socio-ecological systems has been growing fast during the last one or two decades. However, sound theoretical underpinnings to these systems have not been sufficiently articulated and tied to existing theory, it is argued in this working paper. To address this shortcoming, this paper aims to elaborate on how the theoretical constructs  problem structure, collective choice theory and adaptive governance can be brought together to form a coherent analytical framework for analyzing trans-boundary environmental problems in marine settings. The argument that collective action problematiques may inhibit successful adaptation to environmental change among sovereign states is fundamental to this model. Given that governments tend to prefer national coping strategies where expected national rather than joint benefits are maximized, mutually beneficial cooperation often does not evolve and regional adaptation turn out piecemeal. It is concluded that in order to improve trans-national environmental governance, a better understanding of underlying drivers and countries’ incentives to take action is a necessary prerequisite.

    Postmaterialistic environmental attitudes: From attitudinal change to behavioural implications2006Rapport (Annet vitenskapelig)
    Abstract [en]

    It has been argued that economic development and increased socioeconomic security tend to foster postmaterialistic attitudes including an increased concern for the environment. According to the postmaterialist hypothesis, individuals who grow up under favorable materialistic conditions tend to place a higher value on non-materialistic issues, not only during their adolescence but also for the rest of their lives. During a modernization process where people’s socioeconomic welfare increases with time, a generational effect is created where younger cohorts systematically demonstrate a higher concern for postmaterialistic values. In contrast to the postmaterialist hypothesis, a link between current income and postmaterialism has been suggested as an alternative explanation for the alleged spread of postmaterialistic attitudes. This would imply that the generational effect is substituted for a current income effect where societies with more affluent citizens tend to have a more postmaterialistic outlook. In this article, concern for the environment is taken as an example of a postmaterialistic outlook. Survey data about attitudes towards environmental issues in Estonia (2001) is used to show that no clear correlation can be found between either personal income or age and the adoption of a positive attitude towards environmental issues. This finding is taken as a starting point for a theoretical elaboration about the relationship between income, attitudes and the consumption of postmaterialistic goods. It is suggested that the important link might not be between attitudes and socioeconomic security but between income and spending on postmaterialistic goods. Changes in behavior are therefore dependent on differences in income elasticity between materialistic and postmaterialistic goods. The most important implication is that the observed changes in attitude in a postmaterialistic direction probably entail less consumption of materialistic goods in relative terms but not in absolute terms.

    Cooperating for sustainable regional marine governance: The case of fisheries and nutrient runoff from agriculture to the Baltic Sea, Synthesis report2019Rapport (Annet vitenskapelig)

    Over-fishing and eutrophication (too much nutrients) are among the most severe threats to the ecosystems of the Baltic Sea and the ecosystem services they provide. Despite the well-known fact that effective and sustainable management requires cooperation – among as well as within states – appropriate frameworks that work have not yet been constructed and successfully applied. This report summarises findings from a research project on cooperation for sustainable marine governance of the Baltic Sea carried out between 2013 and 2018. Three aspects of central relevance for the understanding of regional cooperation in environmental governance are distinguished: interests, knowledge and management. It is shown that it is not enough to design cooperative arrangements that make the group of users, stakeholders or states better off than without such an arrangement. It is furthermore required that all actors have individual interests to participate, and that free-riding on others’ contributions can be controlled. When this is not the case, effective abatement of eutrophication is not likely to be forthcoming, even though aggregated benefits from such measures are larger than expected costs.

    Knowledge often play important roles in marine environmental governance, not least in relation to so-called epistemic communities, that is, groups of experts that share a common understanding of the environmental problem at hand, and how to address it. It is shown that the coherence of the epistemic group can be a crucial factor influencing its impact. In both abatement of eutrophication and management of fish stocks, these expert groups have been somewhat divided, which has limited their impact.

    Modes of management can influence cooperation and outcomes in ways that can be difficult to predict. Although environmental taxes and subsidies are powerful policy instruments in contemporary governance, they must be carefully crafted to fit into exiting norms and contexts to be effective. It is shown that monetary incentives targeting farmers’ use of fertilisers tend not to be effective when they are at odds with deeply held norms on what constitute a “good farmer”.

    The paper examines the balancing between the right of access to information and the right to privacy in the context of online proactive disclosure of personal data. Proactive disclosure is understood as disclosure of information made by public authorities without a request having previously been made for such disclosure. Interestingly, the release upon request of official documents containing personal data normally does not activate data protection legis-lation in Sweden. In the case of proactive disclosure of official documents containing personal data, however, the data protection legislation must be followed. Jonason presents and analyses the legal framework, and shows how it has evolved over time. She illustrates the legal framework through the analysis of cases on proactive disclosure handled by the Swedish Data Protection Authority. In addition, guidelines concerning online proactive disclosure, drafted by the same authority for the benefit of local authorities, are taken into consideration. Jonason is especially interested in the balance-ing between the interest to protect privacy of the data subject and the interest of ensuring openness and transparency, and how this balancing is conveyed in the letter of the law, the preparatory works, as well as in the concrete implementation made by the Data Protection Authority. The conclusion reached by Jonason is that the current legal framework, constituted by different “layers”, is intricate. Changes on data processing made by public authorities should be expected, however, due to the General Regulation on Data Protection that will enter into force in 2018. This might constitute an opportunity for the legislator to rationalise the current legal framework.

    This publication gathers presentations from an international and trans-disciplinary workshop held at Södertörn University in December 2016.

    The workshop entitled The Right of Access to Information and the Right to Privacy: A Democratic Balancing Act was one of the many events which celebrated the 250th anniversary of the Swedish Freedom of the Press Act, the first legal instrument in the world laying down the right of access to official documents. A starting point for the workshop was the assumption that the right of access to information and the right to privacy are both necessary pre-conditions for a democratic society. Researchers from a broad range of fields were invited to discuss how these assumptions should be examined, and how the balance between the two interests should be assessed when conflicting with each other. The objective of the workshop was to broaden our understanding of various national and disciplinary approaches to the democratic balance between the right of access and the right to privacy.

    Among the conclusions we may draw from the workshop, and the articles emanating from it, is the confirmation of the need to strike the balance between the right of access and the right to privacy. This is certainly difficult, but since the two interests are both of such importance for democracy, we constantly need to make the effort. The articles in this volume contain information on some of the areas that need our further attention.

    Den här förstudien ingår som en del i ett projekt som avser att förbereda en forsknings­grund till ett större projekt och såväl förstudien som själva forskningsprojektet kommer att ha en praxisnära karaktär och bygga på såväl aktuell nationell- och internationell didaktisk forskning som pågående utvecklingsarbeten i matematik i Järfälla kommun.

    Förstudien har utförts på fem högstadieskolor i Järfälla kommun. Forskningsområdet är matematisk modellering och skolans matematik, ett samspel mellan ämnesteori i matematik och didaktisk ämnesteori i matematik. Syftet med studien, liksom med det större projektet är, att mot bakgrund av nationell och internationell forskning och kunskapsmätning, studera och förnya matematikundervisningen i årskurserna 6-9 med fokus på en ny läroplan, Lgr11, lokal planering samt användning av läromedel.

    Resultat av arbetet kommer att användas som en grund till den fullständiga forskningsansökan som ska finansiera forskningsprojektet. Den praxisnära forskning som planeras avser att studera undervisningen i matematik i årskurserna 6-9 och behandla de centrala områdena Taluppfattning och tals användning, Geometri, Statistik och sannolikhetslära samt Problemlösning, det senare med inriktning mot matematisk modellering.

    En analys av resultaten visar på behovet av matematikdidaktisk forskningshjälp och utvecklingsstöd i dagens skola, inte minst när det gäller att skapa och säkerställa en kontinuitet i elevers matematikutveckling.

    Under de senaste decennierna har såväl svenska som internationella undersökningar visat på svenska elevers bristande kunskaper i matematik. En konsekvens av detta är att de studenter som nu kommer till högskolan tillhör en generation som enligt TIMSS (2011) och PISA (2015) lyckats mindre bra med den matematik de läst i skolan.

    I undervisningen på lärar­utbildningen på Södertörns högskola har vi konstaterat att många av dagens studenter har en proce­durell och ytinriktad uppfattning om matematik och att de bygger sina kunskaper på formler som de inte alltid kan hantera. Denna upp­fattning om ämnet gör det svårt för dem att utgående från dagens utbild­ningsramar uppnå rimliga mål i lärarutbildningen. Detta är bak­grunden till projekten SKUM (Studenters kunskaper i och uppfattning om matematik) och MIL (Matematik i lärarutbildningen) för vilka det övergripande syftet varit att bygga upp kunskaper som kan ligga till grund för en funktionell lärar­utbildning. En sådan utbildning bör vila på veten­skap­lig grund och vara väl anpassad till dagens studenter och deras möjlig­heter att till­godo­göra sig undervisningen på högskolan.

    I den här rapporten presenteras resultaten från en diagnos om grund­läg­gande aritmetik (taluppfattning) och algebra. Lärarstuderande med inrikt­ning mot årskurs 4 till 6 fick diagnosen vid starten av sin första kurs i mate­matikämnets didaktik. Avsikten var att kartlägga studenternas styrkor och svagheter med avsikten att därefter planera en utbildning som var anpassad till deras förmågor och attityder till ämnet. Resultaten visar att de flesta av studenterna hade mer eller mindre allvarliga brister när det gällde att lösa enkla uppgifter. Det innebar i sin tur att de fick svårt att följa under­vis­ningen på högskolan.

    On September 23, 2013, the leading Swedish daily newspaper, Dagens Nyheter, published a front-page story revealing that a classified listing of Roma had been found on a server belonging to the regional police of Skåne. The illegal database comprised a register of 4,029 persons of Romani descent, more than 1,000 of whom were children living all over Sweden. This news understandably elicited horrified reactions in Sweden and throughout the world. But how exceptional is the concept of such a register to Sweden? To answer this question, we must examine Sweden’s treatment of Romani people during World War II.

    In order to develop schools as intercultural learning environments, studies about the organisational culture of schools and leadership in a cultural context, are required. This article highlights the work of head teachers in multicultural schools and the development of new theories with regard to intercultural leadership. The study is based on interviews with head teachers in multiethnic schools and other leaders of multicultural organisations in Sweden. Based on the responses of the interviewees, I have identified three components of leadership: (1) an understanding of multiculturalism and an awareness of the need for developing multicultural schools; (2) the actions/behaviour of the head teacher as a leader; (3) the head teacher’s personal abilities, qualities or shortcomings with regard to intercultural work. All these factors are interdependent, so a head teacher cannot achieve more than his/her staff understands and allows, and the surroundings permit, and can only pursue issues that are considered problems in school. To actively lead multicultural school development, requires both an acceptance of one’s own ethnocentrism and a certain multicultural maturity among the staff. My conclusion is that intercultural leaders need to promote organisational learning: the whole organisation needs to share the goal of developing an intercultural learning environment.

    This working paper investigates how aid has been constructed as a moral activity in Swedish non-governmental fundraising for the Somalia Famine of 2011–2012. Fundraising material of four NGOs is examined: the Swedish Red Cross, Save the Children Sweden, Médecins Sans Frontières Sweden, and Diakonia Sweden. Using a moral economy approach, the paper identifies a central discourse in which NGOs present themselves as givers of charity. They depict the aid they provide as a commendable, non-obligatory act for which they take the moral credit. This view reaffirms the existence of moral hierarchies of power between givers and recipients of aid. The notion that people in distress are entitled to aid is thereby repudiated. At the same time, NGOs break the aid chain when they characterize their role as being the sole provider of aid. How transactions between donors, NGOs, and recipients should best be understood is not clear at present. In fact, the NGOs studied do not only construct aid as charity, but also as a right, resulting in conflicting moral economies. Perhaps this is a sign of a discourse moving from a charity conception towards an entitlement conception of aid.

    Matriarchal families and interchangeable fathers: How discourses on parenting allocate positions to women and men in post-divorce families2013Rapport (Annet vitenskapelig)

    This paper is about family constellations post-divorce or post-separation. The aim is to get access to discourses on family life and parenting in society. The empirical data are interviews in Estonia and Latvia. These are used as narratives to help us understand how parenting is worked out after divorce. The analysis points to different ways of understanding the rights and responsibilities of women in relation to men. While women are expected to resume full responsibility for care and maintenance of the children, men express the right to move on to new relationships. Thus, fathers are seen as interchangeable, while mothers are permanent. Power over the new family post-divorce is assumed by mothers, thus forming a familial matriarchy. Men manifest their power position in society and in relation to women by being able to choose their degree of involvement in the family.

    This study investigates how the balance was drawn between openness/the principle of public access to official documents, and privacy/perso­nal integrity. The empirical material consists of legal texts on Swedish national archival regulation 1987–2004, and a “linguistic-historical analysis” was applied to answer re­search questions re­lated to the scope of documents to archive, and to bene­fits and drawbacks of open­ness and privacy respectively.

    The Archival Law of 1990 is aligned with the Swedish Freedom of the Press Act – celebrating 250 years in 2016 – through the term “official docu­ments”. Such documents, whether containing personal data or not, are accessible to every­one unless protected by secrecy regulation. The Archival Law and the Free­dom of the Press Act thus have potentially far-reaching effects on privacy, although this aspect has received considerably less attention than the impact on openness. Exploring the development of the Swedish archival regulation is there­fore of great interest.

    The study shows that the scope of documents to archive was made grad­ually larger during the period. This happened through the transfer from “archival material” to “official document”, and through the increas­ing­ly empha­­sised pre­sumption for preservation of documents. As a result of this develop­ment, the principle of pub­lic access and, more specifically, the archives, were described as invaluable to demo­cratic government. The lin­guis­tic analysis shows that the meaning of “the principle of public access to official documents” (offentlighets­principen) changed over time, implicating that the meaning must not be taken for granted.

    Benefits and drawbacks related to openness and privacy were identified in Swedish and international archival science research and compared to those in the empirical material. Arguments in the material were mainly oriented to­wards positive aspects of openness. Benefits of privacy as being vital for demo­cracy were entirely absent. With one exception, in-depth discussions on draw­backs of openness and privacy were also absent.

    The short answer to the issue of balance between openness and privacy in Swedish archival regulation 1987–2004 is that very few attempts were made to strike such a balance. Theories proposed by various researchers – the century-long tradition of openness in Sweden, the difficulty to introduce privacy legis­lation “in a country where publicity has reigned supreme”, and a view of demo­cracy as based on the community rather than on the individual – may help explain this situation.

    Recently, we have seen a very disconcerting development in the world regarding how information of different kinds is valued and used. As “truth” is being increasingly questioned, one possible remedy is the right of access to official documents. This is the subject studied in this article. Such access constitutes an important element in our democratic society by providing citizens and the media the means to control their government. In Sweden, this right of access might also bring about detrimental effects for privacy, or personal integrity, however, due to the stipulations of the constitutional law, the Freedom of the Press Act.

    As will be outlined in this study, the meanings attributed to various expressions related to the right of access are unclear, so too are the boundaries that regulate the creation of official documents that may be requested as per the Freedom of the Press Act. This uncertainty could carry implications for personal integrity. The meanings and creation of official documents are thus at the heart of this investigation.

    Abstract [en]

    The purpose of the study is to enhance our knowledge of enablers of, and obstacles to, individuals’ awareness of how information about them in Swedish public authorities was handled and might be accessed by others. The concept self-information awareness developed for the study was therefore at the core of the linguistic–historical analysis that was carried out on twelve Swedish Government Official Reports on large public registers and personal integrity published 1987–2017.

    The main conclusion from the investigation is that the possibility of individuals being aware of how information about them was handled by the Swedish authorities and might be accessed by others seemed very limited. The linguistic analysis carried out in the study therefore needs to be supplemented by research into the material legal possibilities for individuals to gain such awareness.

    Denna rapport beskriver och diskuterar vad EU:s ursprungs- och särartsskydd är, det vill säga Skyddad Ursprungsbeteckning (SUB), Skyddad Geografisk Beteckning (SGB) och Garanterad traditionell specialitet (GTS). Syftet med rapporten är att beskriva hur dessa certifieringar används för att skapa landsbygdsutveckling i andra Europeiska länder; att utifrån andra länders erfarenheter visa på vilka för- och nackdelar certifieringarna har, ge exempel på hur man kan bygga mervärde för bönder, producenter och regioner med utgångspunkt från certifieringarna. Rapporten omfattar också en avslutande reflektion om vilken roll certifieringarna skulle kunna spela för att förverkliga visionen om ”Sverige – det nya matlandet”, samt vilka resurser som finns eller saknas för att öka antalet SUB-, SGB- och GTS-certifieringar i Sverige.

    Rapporten är framtagen inom ramen för samproduktionsprojektet ”Wrångebäck Sweden – en fallstudie för att samla know-how och stärka konkurrenskraften för producenter av traditionell ost”. Projektgruppen består av forskare från Södertörns högskola, Hushållningssällskapens Förbund, samt Almnäs Bruk AB. Rapporten är i huvudsak skriven av Paulina Rytkönen och baseras på en sammanfattning av tidigare forskning samt på hennes forskningsresultat från erfarenheterna av SUB-certifiering i Kantabrien i Spanien. Rapporten omfattar också ett avsnitt som baseras på professor Karl Gratzers forskningsresultat där erfarenheterna av SUB- och SGB-certifiering i Hermagor i Österrike sammanfattas.

    Denna rapport syftar till att inventera de utmaningar och möjligheter som före­tagarna i Stockholms skärgård står inför. Rapporten har skrivits inom ramen för Interreg-projektet Archipelago Business Development och omfattar en inventering av skärgårdsföretagarnas behov, utmaningar och möjligheter i Stockholms skär­gård.

    Undersökningen har bland annat gjorts genom gruppintervjuer med företagare på Dalarö, Ornö, Sandhamn och Utö. Därutöver har enskilda in­ter­vjuer genomförts med företagare i fem olika kommuner. Geo­grafiskt fördelas urvalet på Stockholms södra och mellersta skärgård.
