    Abstract [en]

    Sweden is often portrayed as a hold out from ` penal populism', with a comparatively non- punitive population that prefers preventive and non- custodial sanctions to imprisonment. But while the Swedish public is still less punitive than many others, there is evidence that it has become more punitive, and less content with Swedish penal practice, over time. Trying to add to the understanding of the causes of toughening penal attitudes, we proceed to investigate the importance of media consumption for Swedish penal attitudes. We find a correlation between tabloid consumption and punitiveness. We end by a speculation that locates this finding in the wider context of an individualized, victim- centred discourse of crime.

    In Search of Security After the Collapse of the Soviet Union: Foreign Policy Change in Denmark, Finland and Sweden, 1988-19932008Doktoravhandling, monografi (Annet vitenskapelig)
    Abstract [en]

    The aim of this study is to explain the evolution of foreign policy in Denmark, Finland and Sweden with regard to Western security cooperation between 1988 and 1993. The study sets out to test two theoretical perspectives on the security cooperation policies of these three small states. The external political perspective is based on the idea that foreign policy is determined by the challenges of a state’s external political environment. The domestic political perspective is based on the idea that phenomena at the domestic level of the state have an impact on how governments cope with external constraints. The primary theoretical ambition is to integrate the findings from these two analyses in order to further an understanding of the mechanisms of foreign policy change in small states.

    In order to study the relationship between the environment and foreign policy change, the author applies a perceptual approach, which means that his intention is to explain foreign policy action on the basis of the perceptions actors have of the environment.

    The author draws a number of conclusions with regard to the mechanisms of foreign policy change. First, a perceptual approach is needed in order to analyze a state’s specific responses to international political change. Second, domestic factors are not only important for foreign policy in general but also for the evolution of security cooperation policy in small states under conditions of fundamental shift in the international system. Third, it is possible to attribute some degree of relative explanatory power to external factors and to assign a range of different roles to domestic factors. Fourth, governments of Western democratic small states pay relatively equal attention to external and domestic considerations when making their foreign policies. However, depending on the situation, the relative potency of external and domestic factors can vary.

    This article confronts some general methodological issues involved when analyzing 'euroscepticism,' ie., opposition to European integration. Reviewing the literature on party-based & public euroscepticism, the article proceeds with a presentation & critical examination of conceptual frameworks & models suggested in previous research on public attitudes towards the EU. Drawing on eg., the Eurobarometer surveys, the strengths & weaknesses of different analytical frameworks arc demonstrated.     A reply to Marie Demker on Swedish, European and international political science arguing that while Demker's analysis points towards potential real problems, these issues are not as pronounced as one might believe. It is problematic and innovation threatening that theories and models in political science are driven by social scientists in the United States. However, it is not true that Sweden in this case would merely become a case study; instead Swedish political scientists are experts in the political relations of Sweden and this information can directly benefit the political scientists in other countries and thus advancing the science. While English is clearly the linuga franca of our time, Swedish is still the most popular dissertation language and Sweden is by far the most common research subject in Sweden. L. Pitkaniemi

    In past decades a number of countries that have moved away from outright authoritarianism have not transformed into democracies, but rather into regimes that combine democratic and non-democratic characteristics, sometimes labeled hybrid regimes. This article develops a framework for analyzing hybrid regimes. Empirically, the article examines three cases, Tanzania, Russia, and Venezuela, looking specifically at electoral participation and support for the opposition, as well as the potential for political change, i.e. public discontent and conditions for mobilization. The article demonstrates that the stability of hybrid regimes is related to the incumbents' ability to circumvent the opposition, but also to the lack of interplay between citizens and opposition parties.

    Project Hybrid regimes has democratization and non-democratic regimes as its focus. In recent years, research has shown how a number of authoritarian regimes have adopted a blend of democracy and authoritarianism rather than converting outright to full democracy. A country might for instance hold free elections but show little regard for the political and human rights of citizens. Project collaborators are operating on the premise that this type of blended or hybrid regime constitutes a distinct regime type alongside democracies, full authoritarian regimes, or totalitarian governments. They seek to explore the question of whether outside aid from full democracies can aid hybrid regimes in converting into full democracies. While the number of democratic governments around the world has increased in recent years, researchers have noted that hybrid regimes often resist efforts on the part of foreign democratic organizations to aid them toward a process of greater democratization. Citing the case of post-Soviet countries, and the Ukraine, the authors question the widely held perception by researchers that countries possessing a blend of democratic and authoritarian elements are at a transition point on the way to full democratization and that non-democratic elements of their governments merely constitute temporary setbacks. The authors, noting that heads of such regimes resist full democracy because they aren't prepared to accept challenges to their political power, argue for a new for the recognition of a new, lasting hybrid type of government characterized by elements of both democracy and authoritarianism.     With the Internet being a truly global phenomenon, understanding how this is controlled should yield observations of relevance for the study of global governance more generally. The Internet, and how it is controlled, should therefore be a concern for all students of world politics, and not only for the smaller albeit multidisciplinary community of scholars engaging in ‘‘Internet studies.’’ A first step is to acknowledge that Internet control varies across time, space, and issue-areas. To better understand such complex patterns of governance, we need to go beyond universal generalizations. In an attempt to support the middle-range theorizing, which arguably is needed, this essay introduces and briefly unpacks three analytical questions: What are the key aspects of Internet control?     The purpose of this article is twofold: to analyze the impact of the information revolution on security and to clarify what existing international relations theory can say about this challenge. These pertinent questions are initially addressed by a critical review of past research. This review shows that the concern for security issues is largely confined to a specialist literature on information warfare and cyber-security, while neither the general literature on information society nor security studies pay any serious attention to information-technology-related security issues. The specialist literature is mostly policy oriented, and only very rarely informed by theory, whether from the international relations discipline or any other field. In this article, three general international relations “schools” (realism, liberalism, and constructivism) are scrutinized with regard to what they can say about security in the digital age. It is argued that the liberal focus on pluralism, interdependence, and globalization, the constructivist emphasis on language, symbols, and images (including “virtuality”), and some elements of realist strategic studies (on information warfare) contribute to an understanding of digital-age security. Finally, it is suggested that pragmatism might help to bridge the gap between theory and practice, and overcome the dualistic, contending nature of international relations theories.

    Abstract [en]

    This article addresses the relationship between scientific expertise and policy in European chemicals regulation. We argue that the role of scientific expertise in the European regulation of chemicals varies across decision-making levels, countries, and stages of the policy process. Our case study of the role of scientific expertise in the regulation of brominated flame retardants illustrates considerably different manifestations of this interconnected process across regulatory arenas, even though this case concerns a single group of substances. On the European Union level, we find a mix of technocracy and politicization; in Sweden, a clear-cut politicization; and in Poland, noninvolvement. Such differences can be explained by a combination of factors, in particular frame dominance, and mobilization of advocacy coalitions.

    Abstract [en]

    This article discusses how and under what conditions ideas coming from International Relations (IR) scholarship are used in foreign policy. We argue that the focus on policy relevance, which dominates the IR literature on the research-policy interface, is limited. Focusing instead on political utilisation highlights types and mechanisms of political impact, which are overlooked in studies on policy relevance. The fruitfulness of this change in focus is showed in an analysis of how Samuel Huntington's ‘clash of civilizations’ notion and Joseph Nye's ‘soft power’ concept have been used in US foreign policy. George W. Bush's explicit critique and reframing of ‘the clash’ thesis should not be interpreted as absence of impact, but as a significant symbolic utilisation, which has helped legitimate US foreign policy. Likewise, in the few instances in which the notion of ‘soft power’ has been used explicitly, it has played a conceptual and symbolical rather than instrumental role. More generally, this article argues that accessible framing and paradigm compatibility are essential for political utilisation of ideas.
