    Abstract [en]

    This paper has two aims. The first aim is to study and describe the manifest ideology of the EU's social policy. The second aim is to analyse to what extent the manifest ideology might be a part of building a common European identity - by finding common solutions to commonEuropean problems (problems, more or less constructed as common). The research is a critical ideology analysis, made up of a qualitative text analysis of EU social policy documents and National strategy reports (NSR). I ask two questions. Firstly, which are the main features in the manifest ideology of EU social policy as described in the texts? Secondly, what picture of a European identity is visible when reading the EU social policy texts and the National Strategy Reports? I have found five main features of the manifest ideology. These revolve around: how the world and change in the world are described according to the EU; the mutual interaction between the Lisbon objectives and greater social cohesion; the creating of social cohesion; the importance of how policies are constructed and implemented and the EU's self-image. The texts offer either two quite different pictures with regards to the question of a European identity or ones that is partly incoherent. The analysed EU policy texts put across a picture of a uniform Europe, suggest that there is something genuinely European and a common European identity. However, the picture obtained when reading the NSRs and the collected picture of the EU policy texts and the NSRs is much less coherent. The paper argues that the manifest ideology could be a part of building a European identity, but it does not manage to prove that it actually is.

    Civil Society and Welfare in Transnational Perspective2012Conference paper (Other academic)
    Abstract [en]

    Major issues in the relationship of welfare and civil society are presented from a transnational point of view. After examining such concepts as philanthropy, charity, aid, and welfare, the differences over time in the correlation of welfare and civil society in various countries are discussed. Next, the purpose of transnational welfare cooperation in the provision and receipt of welfare is explored, along with standardisation, the dissemination of ideas about welfare, the promulgation of models and best practices, joining forces for common policies, and the strengthening of one’s own legitimacy. Then we look at those involved in transnational networking on welfare issues, including labour parties and unions, businesses, epistemic and border communities, intergovernmental organizations, transnational associations, the EC/EU, immigrant groups, humanitarian organisations, wealthy and disadvantaged populations. Finally, ways are suggested by which the concept of welfare helps link discussions of transnational civil society to nation states in realistic terms by underlining the significance of the latter and, at the same time, qualifying their alleged autonomy.

    Deliberative Diplomacy: The Nordic Approach to Global Governance and Societal Representation at the United Nations2011Book (Refereed)
    Abstract [en]

    The ascendency of executive power in the presence of weak parliamentary and societal control has given rise to a need for deliberative forms of diplomacy in international relations. As Denmark, Finland, Iceland, Norway, and Sweden regularly include members of parliament, party representatives, and representatives of civil society in their delegations to the General Assembly of the United Nations, does this imply that a Nordic model exists? This book reviews the practice of these countries and finds that the role of societal representatives has diminished from participating members of delegations to mere observers. The Nordic examples illuminate the difficulties of achieving international governance through the practice of deliberative democracy.

    Abstract [en]

    Existing research on Scandinavian peace activism has largely been guided by a traditional nation-state perspective and an institutionalist outlook. This view puts the starting point of Scandinavian peace activism in the 1880s, the time when the first peace associations were established in Denmark, Sweden, and Norway. The article at hand demonstrates that a new chapter to the history of Nordic peace activism can be added, covering the period from 1843 to the early 1880s. This is achieved by applying a transnational perspective on nineteenth-century peace activism that redirects the focus from national accomplishments and movements to individuals and transnational networks, as well as to the dissemination of ideas on peace.

    Abstract [en]

    This paper examines one of the earliest transnational voluntary relief efforts, the British campaign for relieving the distresses in Germany, other parts of the continent, and Sweden 1805–1816. The focus is directed on accounting for (a) the subscription paid by individual donors, (b) the appropriation of aid for different locations and purposes as well as (c) for the en detail provision of relief on the level of individuals. The questions asked are what function the public accounting had for the campaign, including the shaming of non-donors such as the German-born Queen Charlotte, what kind of structures it required and what it meant for the relation of donors and recipients of aid, and what effect it had in terms of export of specific traits of civil society and political culture from one country to another.

    Administrativt arbete är en påtaglig realitet i alla moderna organisationer. Administrerandet upptar en stor del av mångas arbetstid. Det ska skrivas rapporter, utvärderingar och planer. Vi ska delta i budgetmöten, ha synpunkter på den nya kvalitetspolicyn eller utsättas för revisorernas granskande blickar. Det finns otaliga exempel på klagomål från olika håll från dem som arbetar i organisationer att det administrativa arbetet tycks öka och stjäl tid från de "vanliga" eller "riktiga" arbetsuppgifterna. Det finns många viktiga frågor att ställa om administration, till exempel: Ökar det administrativa arbetet, och i så fall på vilket sätt? Hur förändras det ordinarie arbetet som resultat av nya administrativa krav? Håller vi på att administrera ihjäl oss? Innebär försök att minska administrationen att den i själva verket ökar?
