    Abstract [en]

    Comparing eight post-communist semi-presidential systems (Bulgaria, Croatia, Lithuania, Moldova, Poland, Romania, Ukraine and Russia), comprising a total of 65 instances of intra-executive coexistence between 1991 and 2007, this article asks to what extent and in what ways president-cabinet conflicts increase the risk of cabinet instability. Previous studies of intra-executive conflicts in semi-presidential regimes have mainly been occupied with explaining why conflicts occur in the first place, and have neglected the question of how such conflicts are actually related to political outcomes. The present empirical investigation demonstrates that the occurrence of intra-executive conflict in transitional semi-presidential systems is likely to produce high rates of cabinet turnover.

    Abstract [en]

    Since the 1990s, the Swedish school system has become increasingly more diversified. Decentralization, the introduction of private schools, the challenge of globalization & increased ethnic diversity among pupils have contributed to an increasing heterogeneity. This project analyses the prospects for civic education in different institutional settings & contexts, in both public & private schools. Using unique survey data 1999 & 2009 we ask which effects different institutional settings have on "citizen competences," i.e., civic engagement, political efficacy, knowledge about democracy & political issues, & democratic values & tolerance. The project breaks down into three distinct but interrelated parts. The first deals with changes over time in young Swedes' civic competences. The second subproject focuses on the way & consequences when controversial issues are taught in different schools & institutional settings. The third sub-project adds a comparative perspective by analyzing similarities & differences among young people & schools in Sweden, Norway, Denmark, Finland & England.     This article confronts some general methodological issues involved when analyzing 'euroscepticism,' ie., opposition to European integration. Reviewing the literature on party-based & public euroscepticism, the article proceeds with a presentation & critical examination of conceptual frameworks & models suggested in previous research on public attitudes towards the EU. Drawing on eg., the Eurobarometer surveys, the strengths & weaknesses of different analytical frameworks arc demonstrated.     Abstract [en]

    A reply to Marie Demker on Swedish, European and international political science arguing that while Demker's analysis points towards potential real problems, these issues are not as pronounced as one might believe. It is problematic and innovation threatening that theories and models in political science are driven by social scientists in the United States. However, it is not true that Sweden in this case would merely become a case study; instead Swedish political scientists are experts in the political relations of Sweden and this information can directly benefit the political scientists in other countries and thus advancing the science. While English is clearly the linuga franca of our time, Swedish is still the most popular dissertation language and Sweden is by far the most common research subject in Sweden. L. Pitkaniemi

    Abstract [en]

    In past decades a number of countries that have moved away from outright authoritarianism have not transformed into democracies, but rather into regimes that combine democratic and non-democratic characteristics, sometimes labeled hybrid regimes. This article develops a framework for analyzing hybrid regimes. Empirically, the article examines three cases, Tanzania, Russia, and Venezuela, looking specifically at electoral participation and support for the opposition, as well as the potential for political change, i.e. public discontent and conditions for mobilization. The article demonstrates that the stability of hybrid regimes is related to the incumbents' ability to circumvent the opposition, but also to the lack of interplay between citizens and opposition parties.

    Project Hybrid regimes has democratization and non-democratic regimes as its focus. In recent years, research has shown how a number of authoritarian regimes have adopted a blend of democracy and authoritarianism rather than converting outright to full democracy. A country might for instance hold free elections but show little regard for the political and human rights of citizens. Project collaborators are operating on the premise that this type of blended or hybrid regime constitutes a distinct regime type alongside democracies, full authoritarian regimes, or totalitarian governments. They seek to explore the question of whether outside aid from full democracies can aid hybrid regimes in converting into full democracies. While the number of democratic governments around the world has increased in recent years, researchers have noted that hybrid regimes often resist efforts on the part of foreign democratic organizations to aid them toward a process of greater democratization. Citing the case of post-Soviet countries, and the Ukraine, the authors question the widely held perception by researchers that countries possessing a blend of democratic and authoritarian elements are at a transition point on the way to full democratization and that non-democratic elements of their governments merely constitute temporary setbacks. The authors, noting that heads of such regimes resist full democracy because they aren't prepared to accept challenges to their political power, argue for a new for the recognition of a new, lasting hybrid type of government characterized by elements of both democracy and authoritarianism.     This article examines the current state of political science in Sweden, by looking at the contents of recent years' doctoral dissertations. To what extent do young Swedish political scientists seek to make their research available to an international audience? The findings indicate that Swedish political scientists are becoming increasingly more oriented towards the international research community. The use of the English language in doctoral dissertations has increased.     Abstract [en]

    The article applies a citizens' perspective on the Common Foreign and Security Policy (CFSP), which was introduced in the Treaty of the European Union. The CFSP has subsequently been reinforced through the introduction of more coherent instruments and more efficient decision-making. In 1999, the EU assumed a more explicitly military dimension into its sphere of activities, by initiating the European Security and Defence Policy (ESDP). Drawing on the Eurobarometer and the Candidate Countries Eurobarometer, the article demonstrates the readiness of EU citizens to accept the notion of the EU as a foreign policy actor. The cross-national variation in the data suggests that support for the CFSP and the ESDP is closely related to general support for the EU as such. It would seem that, to most citizens, foreign policy remains a rather abstract or remote policy field. A significant part of the public support for the CFSP and the ESDP can thus be labelled as uninformed or diffuse support.

    In recent years, public opinion surveys have testified to increasing levels of 'communist nostalgia' in Central & Eastern Europe: that is, growing numbers of citizens who feel that 'a return to communist rule' would in fact be a preferable option. These apparently non-democratic sentiments have been subject to two alternative explanations -- one related to political socialization & the other to system output. In fact, communist nostalgia is a multidimensional phenomenon, encompassing both generational differences & general discontent. However, it is clear that nostalgia is more closely related to dissatisfaction with the present system's ability to produce output than to genuine non-democratic values. 5 Tables, 4 Figures.     This article offers a critical investigation of one indicator of support for democracy frequently used by comparativists. Departing from a theoretical multidimensional model of political support, and drawing on large-scale public opinion surveys, we argue that the survey item 'satisfaction with the way democracy works' is not an indicator of support for the principles of democracy. Rather, it is an item that taps the level of support for the way the democratic regime works in practice. At the same time, we show that this item is far from a perfect indicator of support for the performance of a democratic regime, since it is highly sensitive to different institutional contexts. By demonstrating empirically some of the problems involved when trying to asses the levels of support for democracy in post-communist Europe, we argue for a more cautious approach when analysing problems of legitimacy in processes of democratic consolidation. We also advocate the need for multiple indicators when analysing political support.
