    Abstract [en]

    Both nostalgia and melancholia have been portrayed as psychological inabilities or refusals to mourn, coming to denote a common failure to having adapted to situations of social and political change. Both concepts have been used to either condemn the conditions they diagnose, or, alternatively, to hail them for their emancipatory potential. In this regard, both nostalgia and melancholia have been used effectively, separately and alongside one another, as instruments for political critique. However, with this mutual opposition to mourning, melancholia and nostalgia have also been used in ways that make them almost interchangeable. In the absence of a detailed and direct comparison of these two concepts, this article explores the differences and overlaps between melancholia and nostalgia, as well as the different kinds of analyses of posttransition societies they enable. This is achieved through the juxtaposition of a particular regularity in post-apartheid South African popular culture, Afrikaner self-parody, which is characterized as melancholic, with what has frequently been called Ostalgie, nostalgia for the former German Democratic Republic.

    Abstract [en]

    The objective of this study is to examine the role of surface water quality for the decisions by Swedish municipalities to adopt environmental targets and action plans, as well as allocating these decisions to a responsible authority. To this end, we assess how environmental, socioeconomic, and political factors, as well as the availability of environmental expertise, affect these municipal decisions. Questionnaire data from the Swedish Association of Local Authorities and Regions, in combination with environmental monitoring data and official statistics, are used for the econometric analysis. Results show that: (i) municipalities with bad water quality, greater coastal length, and higher income are more inclined to adopt local policies; (ii) collaboration with interest groups increases the likelihood of adopting local policies; and (iii) municipalities with high Center Party representation tend to set responsibility for environmental policy with the municipal council board.

    Abstract [en]

    De Tocqueville' tripartite structure (state - political society - civil society) could not be found in societies governed by authoritarian communist regimes in the twentieth century. Citizens of “a partocratic and mythocratic state that embraced every walk of life” had yet to find their place. The concept of the ‘parallel society’ was outlined by the Czech philosopher Václav Benda in late 1970s. He maintained that even a gentle form of opposition could, in due time, undermine the communist regime's omnipotent control over society. The goal of the parallel polis was “taking over… every space that state power has temporarily abandoned or which it has never occurred to it to occupy in the first place”. The institutions of a parallel society were to undertake long-lasting work for the building of democracy, rather than plan for any immediate mobilization against authoritarian regimes. The already existing elements of civil society challenged state institutions at the grass-roots' level. It required quite an extensive amount of work and much effort to cope with a multitude of different tasks. A parallel society needed specialists able to compose curricula and syllabi for underground educational courses; people competent in printing technology to publish hundreds of illegal journals and books as well as those who were committed enough to risk their freedom in order to distribute illegal publications; others who provided refuge or help for the persecuted, who acted as hosts to printing houses or offered their apartments for classes, courses and public lectures. All this led to the building up of various communities of citizens which although limited in terms of their numbers, were nevertheless very committed, and which took the lead in public opinion formation

    This text stems from my research interest in the origins, the development and the conditions of civil society in Russia. One of the phenomena under study was the extent to which Russia’s citizens are interested in actively participating in social and political life of their country, region and local community. As a result, the notion of apathy surfaced from a number of research projects carried out by other scholars in Russia. Another phenomenon, that appeared to be of great concern to many observers, was that of Western assistance. The state authorities, as well as NGO leaders and the general public were taking very different and changing attitudes towards the presence and work of foreign donors

    Abstract [en]

    The purpose with this dissertation is to study the Intersex phenomenon in South Africa, meaning the interplay between the dual sex and gender norms in society. Hence, the treatment by some medical institutions and the view of some non-medical institutions upon this ‘treatment’, have been studied in relation to the Intersex infant’s human rights and citizenship rights. The thesis has moreover also investigated how young Intersex children are included/excluded and mentioned/not mentioned within South Africa’s legal system and within UN’s Convention on the Rights of the Child.

    Furthermore, because Intersex children are viewed as ‘different’ on two accounts – their status as infants and born with an atypical congenital physical sexual differentiation, the thesis’ theoretical framework looks at the phenomenon from three perspectives – ‘the politics of difference’, human rights, and citizenship rights directed towards infants. The theoretical frameworks have been used to ask questions in relation to the empirical data, i.e. look at how the Intersex infants are ‘treated’ in relation to their status as ‘different’; and also in relation to the concept of being recognized, respected and allowed to partake in deciding whether to impose surgery or not. Moreover, what ‘treatment’ serves the best interest of the Intersex child? This has been done through semi structured interviews.

    In conclusion, some of the dissertation’s most important features are that since the South African society, like many other societies, strongly live by the belief that there are only two sexes and genders, this implies that Intersex infants do not fit in and become walking pathologies who must be ‘fixed’ to become ‘normal’. Moreover, since most genital corrective surgeries are imposed without being medically or surgically necessary, and are generally imposed before the age of consent (18), the children concerned, are generally not asked for their opinion regarding the surgery. Lastly because early corrective surgery can have devastating life lasting consequences, this ultimately means that the child’s human rights and citizenship rights are of a concern. These conclusions do however not ignore the consequences one has to endure for the price of being ‘different’.

    Formation of Threat Image and Identity Building in Latvia during the pre- and post-Accession Period to the EU and NATO2007Student paper second term, 15 poäng / 22,5 hpOppgave
    Abstract [en]

    In this thesis, I explore if Latvia has experienced, during the last ten years, a change in identity and threat perception that could allow for the building of a “cooperative security community” in Northern Europe. Recent constructivist researches contend that such change is in progress in neighboring Estonia. This research, performed through a discourse analysis of political elite’s speeches, reveals the presence – explained by the concept of interim inconsequentiality - of two opposite identity/security discourses. I link the first, inclusive, discourse to Latvia’s Western socialization, but not to a change in identity, as I contend that both threat images and identity have been instrumentalized for the sake of the accession strategy. As for the second, exclusionary, discourse that shows a persistent distrust of both Russia and the ethnic Russian minorities, and is the more prevalent in terms of political behavior, I link it to Latvia’s identity as a small ethnic nation vulnerable to external pressures - an identity strengthened during the period by Russia’s behavior. I verify this thesis by exposing the exclusionary discourse’s salience on the EU integration issue. I conclude that the period of reference, far from resolving the security dilemma, has, on the contrary, reinforced it.

    Immigration into states with historical linguistic minorities creates the dilemma of which language newly arrived immigrants should learn in the state-provided integration programmes. Research has shown how territorially concentrated historical minorities have used immigrants to favour their own nation-building projects. While these minorities to some extent operate like a majority within their federal state or province, this paper explores how constitutionally bilingual Finland, having a Swedish-speaking non-territorial minority with the same linguistic rights as the majority, governs immigrant integration. It investigates the implications of the strong legal and weak societal status of Swedish for immigrant integration by connecting scholarship on liberal multiculturalism and integration in multilingual states to laws, reports and interviews on integration in Swedish-speaking Finland. It shows tensions between Finland-Swedish integration aspirations and state level policies promoting a majority-monolingual integration. Unlike minorities with federal protection, the non-territorial Swedish-speaking minority largely relies on the voluntary choice of immigrants to choose Swedish as their language of integration. Structural obstacles, however, hinder this choice in bilingual regions, having resulted in political debates and actions. This article bridges research on Finnish multiculturalism and research on integration policy in contexts where historical minorities are present by introducing a non-territorial, formerly dominant minority to the research field.

    This study assessed the influence of Stereotypes about Parliamentarians and Behavioral Contagion on Political Participation, comparing two countries: Brazil and Sweden. Stereotypes were admitted to be useful to tell parliamentarians' groups apart and predict their behavior. Behavioral Contagion was investigated as a possible catalyst of political action. Online questionnaires were administered to 984 Brazilians (37.4% women) and 879 Swedes (46.5% women). Structural Equation Modeling assessed relationships among variables. Behavioral Contagion played a pivotal role on predicting political engagement. Stereotypes predicted participation where they challenged commonsense: Brazilians usually cannot tell the difference among politicians, then those Brazilians who could were more politically engaged; in Sweden, the factor "corruption" predicts non-institutional types of Participation.

    För personer med funktionsnedsättningar är chanserna att få och behålla en anställning betydligt sämre än för befolkningen i allmänhet.

    Under 2015 initierade Sveriges Kommuner och Landsting ett nätverk av kommuner som tillsammans har arbetat för att utveckla och organisera lokala projekt i syfte att förbättra förutsättningarna på arbetsmarknaden för personer med funktionsnedsättningar. Samtidigt har satsningen syftat till att förbättra möjligheterna till framtida kompetensförsörjning inom välfärdens organisationer, ett rekryteringsbehov som kommit att bli en allt viktigare fråga på senare år. I denna rapport har utvecklingsarbetet följts i fyra kommuner som deltagit i nätverket.

    Kan stressen i arbetslivet dämpas och arbetslösheten minskas genom att vi delar på jobben? Inom ett projekt i Västra Götalandsregionen har långtidsarbetslösa anställts för att utföra enklare arbetsuppgifter inom kommunal verksamhet. Syftet är att stödja och avlasta den kvalificerade personalen och samtidigt vidga arbetsmarknaden för att fler skall få ett arbete.

    Med start 2014 har Daniel Castillo genomfört en följeforskningsstudie av utvecklingsarbetet med projektet. Syftet är att ge en bild av hur modellens initieringsfas fungerat, beskriva de frågor och problem som hanterats under processens gång samt att undersöka det konkreta arbetet med att införa särskilda tjänster som kan avlasta den ordinarie personalen.

    Studien visar att den tillförda arbetskraften varit ett välkommet stöd på arbetsplatserna, samtidigt som det i praktiken varit svårt att införa tjänster som är tydligt avgränsade från den ordinarie personalens arbetsuppgifter.

    Rapportens syfte är att undersöka och diskutera vilka administrativa effekter den indirekta statliga styrningen ger i den kommunala verksamheten. Kommunernas verksamheter styrs av en mängd olika styrsignaler, där styrningen sker i form av direkt, indirekt och efterhandsstyrning. Statliga myndigheter har i detta en roll som uttolkare, översättare och förmedlare av styrning. Studien visar att den komplexa styrbilden, mängden aktörer som är involverade i den indirekta styrningen, hörsammandet av efterhandsstyrningen och dominansen av ängsliga byråkrater och duktiga administratörer tillsammans bidrar till en överproduktion av administration inom skola, förskola och primärvård.

    Using an example from the health-care sector, we illustrate consequences of implementing knowledge-based decision making relating to the exercise of political control. The Swedish Pharmaceutical Benefits Board decides the subsidization status of prescription pharmaceuticals. Building on a study of the agency's work, we explore the effects of institutional arrangements stemming from rationalistic demands for knowledgeable and justifiable outcomes related to political structures for control. Knowledge about the medical and economic effects of pharmaceuticals is routinely ambiguous. This makes it necessary to negotiate "decision-able" knowledge rather than to merely collect it. This touches on matters of broader political consequence, which the formal model for governing the administration does not take into account. This masks decisions as neutral administrative choices. A further conclusion concerns the lack of mechanisms for repoliticizing politically salient issues that have been delegated to administrative bodies.

    The purpose of this article is to contribute to the understanding of the broader effects of monitoring practices in the European Union. The empirical setting is Solvit, a Commission-initiated network tasked with informal resolution of misapplications of internal market directives by national authorities. All Member States must operate a Solvit centre within their administrations. Using a governmentality approach, the article investigates the normative underpinnings of the technologies deployed by Solvit and the experts which operate them. A survey study of the Solvit network shows the development of an EU identity and a cognitive judicialization which contributes to a depoliticization of issues. This allows Solvit to expand its remit from ex post monitoring to ex ante regulation. While a governance instrument can be designed for a delimited task, a governmentality approach highlights more general mechanisms by which such an instrument's influence and reach may be extended beyond its modest appearances.

    The difficulties nation states face when attempting to use traditional legal means to cope with transnational phenomena such as environmental degradation, international labor conditions, and global trade have created an opportunity for the emergence of new types of regulations. These rules are often issued by organizations that produce voluntary measures such as standards and action plans to influence the behavior of individuals and institutions. These are in many cases meta-organizations that have other organizations rather than individuals as members. They are important links in the process of creating and diffusing dominant definitions in the "ideoscape" of influential policy concepts such as sustainable development. This article explores how two meta-organizations, Fairtrade International (FLO) and Organic Forum, shape the concepts of fair trade and organic food by providing ideas and content to the ideoscape of sustainable development. We argue that this process takes place by governance through bureaucrati-zation in which fair trade and organic food become formalized, precisely defined, and made visible. This in turn determines how-or even if-the social dimension of sustainability can be made into policy. Furthermore, we find explanations in these processes as to why the social dimension of sustainability tends to be the most underdeveloped. We conclude that bureaucratization is also a form of politics, although not one that is as easily recognizable as an open power struggle. © 2012 Casula Vifell & Thedvall.

    The purpose of the essay is both to bring forward the threats images, sectors, actors and referents that can be found at the European border between 2007-2010 and to explore whether they change during this period. Furthermore, the essay also intends to review the Copenhagen School’s theory of securitization. The analysis of the essay will be done on the European commission’s “Enlargement Strategy and Main Challenges”, a rapport that focus on the European border and its enlargement. The frame of analysis will be the Copenhagen School’s theory of Securitization with the acknowledgement of the critic brought forward by Johan Eriksson and Thierry Balzacq.

    The Copenhagen school brings forward with their theory, the importance of the discourse of security and thus presents actors and referents which are involved in the process. They also include different sectors in which the different threats images may appear. All of this will be crucial for my examination of the theory as a hole. Furthermore, the essay will modify its methodology to include some of the critic. The purpose is to test if the theory can give a satisfying view of the threat images, sectors, actors and referents at the European border, with a qualitative and a quantitative method.

    In conclusion, the essay found that the securitization actor during the period between 2007-2010 was the commission itself and the reference object was EU and indirect its members states. The functional actors was the organization PKK and the UN, who with their actions changes the security dynamic in the region. Furthermore, the threat images that was constantly present in the rapports, was organized crime which was consistent with the result that the most found sector was the military sector. These results can be linked to the work of Peter Andreas who argues that the American and European border have shifted from a military tasks to policing tasks. This task change is something that also can be related to Johan Eriksson’s work regarding the change of task in the Swedish security. My final conclusion is that the Securitization theory most be seen as a framework for analyses. Further discussions are need regarding the theories concepts. I notice there are three fundamental discussions that need to be focused on; the focus on the securitized threats images, the lack of including the context and the focus on the speech act.

    Women’s Empowerment: A case study of the Westsaharian women’s empowered democratic citizenship in the Westsaharian refugee camps.2006Independent thesis Advanced level (degree of Magister)Oppgave

    The Westsaharian women are a civic group that during their soon to be thirty years as refugees in the Westsaharian camps in south western Algeria have become empowered as citizens and advanced strongly in political representation. In theory, empowerment of women’s democratic citizenship has been described as a complex phenomenon. To gain an understanding about this in this study, I have described the women’s perceived access to resources and attitudes, and in what way these factors play a role for their active citizenship. This has been done by the use of Axel Hadenius’ theory about the democratic citizenship and Jo Rowlands’ theory about which resources that are to be considered as essential for women’s empowerment. To be able to perform the study, a case study was performed in the Westsaharian refugee camps during April-May 2004, followed up by a second during October-November 2004.

    The study shows that there are resources and attitudes within both human and social capital that the women perceive to play a significant role for their active citizenship. These factors make the women take part in societal activities, strive to reach higher political positions, and work for a common civic development as women and as Westsaharian citizens. The result of the study further shows that there are contextual inhibiting and encouraging factors that the women perceive to affect their resources and attitudes that play a significant role for their active citizenship.

    The phenomenon of the Internet, instant access to information from all over the world and interacting on social media has become a part of our daily lives. However in China, the media and the Internet is strictly controlled to suppress any opposition, thus limiting and violating the freedom of speech. Some argues that free media promotes democratic values, hence the purpose of this study has been to examine the impact that a free access to information could have on the Chinese society and how the influence of the Internet could impact the Chinese Communist party’s political power.

    The methodology for this study has been a single case study approach, and the collection of empirical data has been conducted by semi-structured interviews with scholars, NGO and government official. The conclusion was that the respondents had shared views on the level of influence that a free access to information on the Internet could have, however it was clearly indicated that it was important for promoting democracy. It was also concluded that the Chinese government has been able to stay in power due to suppression, economic development and to some extent legitimacy. The impact of a free Internet could have on the party’s political power depends on how well the government can convince the population that they politics is still legitimate and effective.
