    Abstract [en]

    This article investigates civic-political and cognitive participation as they play out in democratic theory. Its core purpose is to develop a conceptual-normative critique of the presupposition in liberal democratic theory that these logics are mutually reinforcing and complementary. This misunderstanding of a theoretical ambivalence contributes to inhibiting constructive assessment of epistocratic*technocratic frameworks of democratic interpretation and theory. I demonstrate that these logics circulate contrasting views of democratic power and legitimacy and should be disentangled to make sense of liberal democratic theoretical and political spaces. This critique is then fed into a political-epistemological interrogation of post-truth and alt-facts rhetorical registers in contemporary liberal democratic life, concluding that neither logic of participation can harbor this unanticipated and fundamentally nonaligned way of doing liberal democratic democracy.

    Abstract [en]

    This article investigates the normative logic and orientation of civic and religious education in seven countries in northern Europe. One main underlying argument is that public schooling must be generically regarded as a heavy functional contributor to the ‘soft’ normative reproduction and validation of certain ethical and cultural identities. In the article, the rhetorical goals of neutralism and tolerance in current European political–educational thought are measured against empirical modes and practices of education. A parochialism–cosmopolitanism conceptual dichotomy is constructed and used as a main analytical guide, which allows for a number of critical conclusions to be made on the production of normative statehood through education in contemporary ‘post-normative’ Europe. The ultimate ambition of the text is thus to contribute to shedding new light on the interpretation and enactment of value diversity in these seven educational settings and interculturalising societies. © The Author(s) 2014

    Begrepp är centrala i allt politiskt tänkande och handlande: begrepp formar politiska program och dagordningar, men också maktförhållanden och världsbilder. Det går inte att förstå en politisk idéströmning om man inte tar hänsyn till de uttolkningar av begrepp som individgemenskapautonomi eller kultur som strömningen omfattar – men uttolkningarna skiftar från en ideologisk tradition till en annan.

    I denna bok utvecklas en modell för att förstå politisk-normativ begrepps­­bildning och här analyseras nio av de mest framträdande politiska begreppen. I anslutning till analysen diskuteras också villkoren för god kunskapsbildning i en tid som präglas av post-sanning, val­manipulation, sociala mediebubblor, elitförakt och politisk kunskaps­resistens. I ett utförligt appendix presenteras slutligen ett antal centrala västerländska ideologiska traditioner på ett överskådligt vis.

    Abstract [en]

    This article hinges on the notion that the location of the term ‘culture’ in political discourse and debate remains under-theorised, particularly regarding its covariation with political recognition. It is shown that arguments for culturally motivated justice, recognition, or redress of past wrongs may be expected only by marginalised groups, not by states or other powerful political agents –since these are not framed as cultural in the first place. This suggests that to become more powerful in modern politics one normally must become less cultural. The article ultimately aims to unpack this implicit logic of modern liberal democratic reasoning on culture.

    Even under globalised and hyper-diverse cultural and social conditions, representative liberal democracy conceives of itself as non-involved in issues to do with ethics, faith and belief. Drawing on a formalist systemic state identity it advocates a neutralist, secularist, generalist and non-biased approach to education in state schools. Building on a current research project on religious/civic education in the Baltic-Barents area, this article argues that this self-image is flawed and that representative liberal democracy cannot avoid being ethically biased. There is thus, the article argues, a need to better frame our understanding of different modes of religious/civic education as well as the logic of ethical neutralism characteristic of contemporary democratic statehood. © 2013 © Taylor & Francis.

    I modernt tänkande om staten finns en framträdande idé om att korrekt kunskap om politiska frågor och omständigheter bör vara vägledande för hur stater agerar och organiserar sig. Denna politiska epistemologi skyggar inför tanken att staters maktutövning och allmänna orientering skulle vara mer irrationell än rationell; vilket framträder klart i både Platons och den tidiga upplysningsfilosofins statsteori. Slutpunkten för resonemanget är att normativ bearbetning av politiska problem inte kan vara mer än ett korrelat till beslut som fattas på sakligt kvalificerade grunder.

    I denna text visas hur den rationalistiska politiska epistemologin bygger på radikalt felaktiga föreställningar om förhållandet mellan specialistkunskap om olika samhällssektorer och insikter och utsagor om politikens allmänna område. Bidraget avslutas med en översiktlig bedömning av Sveriges, respektive EU:s, grad av överensstämmelse med det teknokratiska styrideal som springer ur rationalismens politiska epistemologi.

    This article seeks to explain public attitudes to secret surveillance. Secret surveillance, for example wiretapping by intelligence agencies, is a controversial activity that affects fundamental civil liberties in any democratic system. Several large research projects have recently attempted to explain how people form opinions about surveillance in general. Thereby privacy concerns and institutional trust are often highlighted. In this article, we argue that earlier research uses a too narrow definition of attitudes to surveillance and that secret surveillance is particularly sensitive due to its opaque character. We introduce a two-dimensional concept that focuses on rationalistic and emotional responses to surveillance. Drawing on new data from three post-communist societies – Estonia, Poland, and Serbia – we show how institutional trust is mainly responsible for explaining acceptance of secret surveillance, but not how one feels about it. Instead, it is the level of ontological insecurity and privacy concerns that explains this second dimension. The results are theorised and implications for future research are discussed.

    This special issue is the result of a research initiative that began in 2013, just before the annexation of Crimea by Russia. We, the guest editors, together with Pawel Waszkiewicz at the University in Warsaw, wanted to fill a gap in research on surveillance, which had at that time not yet addressed post-communist societies to any great extent. Today the situation is slightly different, but the need for further research is still pressing. It is therefore with great pleasure that we present a collection of five research articles by both senior and early-stage researchers, as well as a postscript by Professor Emeritus Maria Los, who is one of the few researchers who has written extensively on surveillance-related issues from a post-communist perspective. Below we introduce the special issue with a conceptual overview of post-communist research and its connections to surveillance studies.

    Anti-nuclear Movements in Discursive and Political Contexts​: Between Expert Voices and Local Protests2017Doktoravhandling, monografi (Annet vitenskapelig)

    Energy policies which maintain and extend nuclear energy are often opposed by anti-nuclear movements. Ambitious plans for developing nuclear energy in Russia, constructing a first nuclear plant in Poland, and lifting the ban on nuclear energy while allowing the replacement of old reactors in Sweden are examples of such energy policies. In contrast to the massive anti-nuclear movements of 1970-1990s, recent anti-nuclear movements are not organized as national protest campaigns. This thesis examines repertoires of anti-nuclear movements in the alleged “Nuclear Renaissance” period.  

    Repertoires of anti-nuclear actions are analyzed from the perspective of discursive and political opportunities of anti-nuclear movements. Discursive opportunities are enabled or hindered in the ordering of nuclear energy discourses, making messages and actions of social movements legitimate or illegitimate. While discourses of anti-nuclear movements are complex, official discourses of nuclear energy featuring arguments about profitability, energy security and environmental security in connection to nuclear energy development, resonate more with broader socio-political developments. Ordering of discourses is established in such a way that expert rhetoric becomes a standard approach for discussing nuclear energy, while references to emotions and subjective matters are unacceptable.

    Political contexts of anti-nuclear movements provide opportunities for environmental NGOs, one kind of actor in anti-nuclear movements, to pursue nonconfrontational strategies and engage in institutional channels, where they can contribute their expert knowledge. Concurrently, another actor in anti-nuclear movements, local anti-nuclear groups, on the one hand, share argumentative structures with environmental NGOs, and, on the other hand, attempt to mobilize local population and organize local protests. Due to limited opportunities for attention from the national media and focus on local issues, local protests are not featured in the national media, which is crucial for national protest actions.

    The differences in repertoires between these two kinds of actors and absence of actors opting for mass engagement provide insight into repertoires of anti-nuclear movements as a whole. This thesis demonstrates how discursive opportunities of social movements, which result from competing discourses of movements and their counter-agents, and political opportunities structure repertoires of actions of these movements.

    Abstract Neoliberal trends are a part of the sociopolitical contexts that shape present-day energy transitions. Economic arguments extensively used in nuclear energy discourses regarding the Nuclear Renaissance period may indicate that neoliberal trends have penetrated discussions about energy transitions. This article examines the presence of neoliberal rationality in the official nuclear energy discourses coming from Russia and Poland. These countries are interesting in respect to their relatively recent changes towards a market economy. Neoliberal rationality is defined in the article as the combination of market rationality, limited role of state, political consensus, governance structures and securitization, following Foucault and Brown. Discourse analysis of the energy policies and speeches of politicians that contain statements about nuclear energy development is carried out. The analysis confirms the significant presence of these themes in nuclear energy discourses as well as discourses reflecting the specificities of the two countries. The combination of the defining features of neoliberal rationality in official nuclear energy discourses seem to leave limited space for challenging nuclear energy development and discussing alternative energy transitions.

    Parliamentary talk, despite its central place in politics, has not been the focus of many qualitative studies. The present study investigates how parliamentary talk emerges in a dialogue between different arguments in the parliament. At the same time, this is a study of politics, of how human interaction gives birth to laws that regulate life in two contemporary democracies, Slovakia and Poland. It provides a close-reading of two political debates: on the state language in Slovakia and on gender parity in Poland.

    This study draws on hermeneutic and semiotic thinkers such as Gadamer, Bakhtin and Lotman to elaborate a dialogical understanding of language that can provide the basis for a method of textual analysis. The dialogical understanding of language emphasises that text and talk must be studied in the context of an interaction. The unit of analysis is a pair of utterances, a question and an answer. Until an utterance has been interpreted, it carries only the potential of meaning; its meaning is materialised by the responses it receives.

    The study further argues that conversation analysis and its tools can usefully be applied to the study of political debate. The method provides for the analysis of the dynamics between micro-scale interaction in the parliament and the macro-scale dynamics of culture. These dynamics assume two different forms that Lotman termed as “translation” and “explosion”.

    The study shows that parliamentary debate is characterised by a constantly evolving topic of discussion, namely that the meaning of the bill at the start of the debate and at the end of the debate are really two different bills. This is not because the content of the bill has undergone changes, but because in the course of the debate, the bill has generated new cultural connections. Casting a vote in support of the bill does not approve just the bill itself but a whole set of interconnected political, social and cultural values—what Lotman approached as the semiosphere. This study suggests Lotman’s cultural semiotics can provide for “imperfect hermeneutics” that is sensitive to the dynamic and contested nature of tradition in politics whilst acknowledging the inevitability of culture in mediating political talk.

    Abstract [en]

    This paper shows that contemporary Polish politics under the tutelage of Law and Justice (PiS) can fruitfully be analysed as a biopolitical production of political subjects. Drawing on Giorgio Agamben’s take on biopolitics, this paper asks how biopolitics and sovereign power materialized in two recent Polish parliamentary debates on EU sanctioned refugee quotas. The paper uses linguistic tropes to operationalize sovereign power and applies them to the analysis. The findings demonstrate the centrality of contingent factors in the ways to which biopolitics materializes in the debates and reveals the radically politicizing effects for a contemporary democratic system.

    Abstract [en]

    Recent crisis situations have witnessed a growing number of loosely organised networks (LONs) that deliver welfare services and employ social media platforms to coordinate their actions. Focusing on the 2015 ‘refugee crisis’ in Sweden, we explore the role of LONs in Swedish resilience policy. In the absence of standardised heuristics characteristic of established organizations, the LONs refer to social media for generating a common stance on the policy problem and their relation to the state. The study indicates challenges in governing LONs, showing that although a LON may become co-opted by the state, this co-optation may lead to its demise.

    AbstractIn this thesis, Sex trafficking as a security issue- an idea analysis of the Swedish government’sand the EU’s stance and if they adopt a traditional or feministic approach by me AmandaTörnblom, the aim is to examine the Swedish government’s and the EU’s stance on thematter. The purpose is furthermore to clarify if they adopt a traditional or feminist approach tosex trafficking as a security issue. The main question of issue is therefore “Do the Swedishgovernment and the EU adopt a traditional or feminist approach to sex trafficking as asecurity issue?”. The analysis is made in accordance to Jennifer Lobasz’s theoreticalframework and done trough an idea analysis in order to examine how the Swedishgovernment and EU outline the security referent, security threat and policy focus. Theconclusion of the research is therefore that neither of them assumes a pure traditional orfeminist approach. Their approaches are quite similar: they both express indications of bothapproaches in regards to security threat and policy focus. Regarding the security referent bothof them construct it to the individual although it is unclear the second mentionedsimultaneously construct the state as the referent also.

    Reconnecting European Political Parties with European Union Citizens2018Rapport (Fagfellevurdert)
    Abstract [en]

    Democracy involves popular control over decision-making, and political equality among those exercising that control. In parliamentary democracies, day-to-day control is delegated to elected politicians, who organize themselves in political parties. Globally, political parties have become an important interface between government and the people.

    Since their establishment, European political parties have enhanced their role(s) within the polity of the European Union. Within the context of multiple challenges to democracy worldwide, and in view of the 2019 European Parliament elections, European political parties are increasingly called upon to represent EU citizens in their work, and ensure an effective connection with people.

    This Discussion Paper takes a comprehensive approach to understanding the role(s) of European political parties within the polity of the EU. It focuses on how European political parties can (re)connect with EU citizens, and emphasizes the regulatory framework in which European political parties operate. It also provides insights into European political parties’ linkage with national political parties, and outreach in relation to EU political actors and citizens. It includes a set of recommendations to advance the broadening, deepening and diversification of avenues and tools for European political parties to connect with citizens.

    Politische Parteien sind auch auf europäischer Ebene die wesentliche Verbindung zwischen dem Willen der Bürger und den Entscheidungsträgern. Diese zentrale Aufgabe wird auf europäischer Ebene nahezu ausschließlich von den nationalen Parteien besetzt. Die Auswirkungen der aktuellen Wirtschafts- und Finanzkrise in Europa zeigen zunehmend die Notwendigkeit, die Unionsbürger als Unionsbürger in den gesamteuropäischen Willensbildungsprozess einzubinden. Zur Herausbildung einer gesamteuropäischen Öffentlichkeit bedarf es daher einer funktionierenden europäischen Parteiendemokratie, als deren Handlungsakteure die europäischen politischen Parteien auftreten müssen.Der Band leistet einen interdisziplinären parteienwissenschaftlichen Beitrag zur aktuellen Diskussion um die Notwendigkeit einer europäischen Parteiendemokratie und berücksichtigt dabei auch die aktuellsten Entwicklungen auf dem Gebiet des europäischen Parteienrechts.

    Europarties regularly organise summit meetings of party and government leaders prior to the European Council. So far only specific cases have been studied, with a focus on policy impact with regard to European Council meetings. By contrast, this article investigates Europarty summits – particularly the PES Leaders’ Conferences – empirically and systematically through a comparison across time and cases. On the one hand the focus lies on the organisation of and participation in pre-European Council meetings. On the other hand the article also explores the reasons why senior politicians from various political parties (do not) attend these summits. This article shows that Europarty summits (PES Leaders’ Conferences) have been increasingly institutionalised, that there is significant variation both within and across cases as far as participation is concerned, and that they serve different functions: elite networking, intra-party decision-making, soft policy coordination, bilateral contacts and media performance.

    Abstract [en]

    This paper introduces and elaborates the notion of fundraising as a theatrical event. By exploring the theatrical setup, as well as social context, of two elite fundraising events that took place at almost the same time and place and for the same cause, the authors disentangle different components that are at play in a fundraising event. The paper shows that a fundraising event needs to align sensory, artistic, and symbolic theatrical levels to convey the desirability of the fundraising cause. In addition, not only the economic but also the social and cultural capitals of the hosts of the event may be of relevance to the fundraising.
