    Abstract [en]

    Based on different integration policies, we aim to examine how five municipalities in Stockholm County are working to promote integration at a local level with focus on voter participation and to some extent, representativeness among foreign-born. Statistics provided by SCB shows that foreign-born tends to vote to a lesser extent than those born in Sweden. Further, we aim to examine the implementation of two policy documents established at a national level concerning integration in contrast to policy documents established at a local level in each different municipality. Further, we aim to examine summaries of actions taken in response to the local integration programs, as well as personal interviews. Each municipality will be considered separately, but we thus seek to make a comparative study. The study will be based on a qualitative approach. The implementation process of both central and local policy decisions concerning the promotion of integration will also be discussed in terms of two existing theories of implementation, based on two different perspectives. The result shows that interaction between different participants, such as local officials and politicians, is of importance for the implementation process. All of the studied municipalities have taken some actions in order to implement their goals concerning integration.

    In Search of Security After the Collapse of the Soviet Union: Foreign Policy Change in Denmark, Finland and Sweden, 1988-19932008Doctoral thesis, monograph (Other academic)
    Abstract [en]

    The aim of this study is to explain the evolution of foreign policy in Denmark, Finland and Sweden with regard to Western security cooperation between 1988 and 1993. The study sets out to test two theoretical perspectives on the security cooperation policies of these three small states. The external political perspective is based on the idea that foreign policy is determined by the challenges of a state’s external political environment. The domestic political perspective is based on the idea that phenomena at the domestic level of the state have an impact on how governments cope with external constraints. The primary theoretical ambition is to integrate the findings from these two analyses in order to further an understanding of the mechanisms of foreign policy change in small states.

    In order to study the relationship between the environment and foreign policy change, the author applies a perceptual approach, which means that his intention is to explain foreign policy action on the basis of the perceptions actors have of the environment.

    The author draws a number of conclusions with regard to the mechanisms of foreign policy change. First, a perceptual approach is needed in order to analyze a state’s specific responses to international political change. Second, domestic factors are not only important for foreign policy in general but also for the evolution of security cooperation policy in small states under conditions of fundamental shift in the international system. Third, it is possible to attribute some degree of relative explanatory power to external factors and to assign a range of different roles to domestic factors. Fourth, governments of Western democratic small states pay relatively equal attention to external and domestic considerations when making their foreign policies. However, depending on the situation, the relative potency of external and domestic factors can vary.

    Abstract [en]

    This article examines how members of the Swedish Parliament framed nuclear energy in the 2010 debate on the future of nuclear power in Sweden in order to understand how politicians construct and contextualize their views on the role of nuclear energy in energy transitions. Our findings suggest that four themes could be identified in the debate and that these were formative for politicians in framing nuclear energy. Even though all political actors anticipate an energy transition towards a more sustainable system, different paths to advancing in this process were brought up in the debate, both with and without prolongation of the nuclear energy program. Our analysis suggests that framings of nuclear energy are closely related to the political ideologies of the parties in the Parliament because the two framings of nuclear energy correspond with the division of the Swedish Parliament into two political blocs. However, views on nuclear energy are not inherent to political ideologies but are constructed. This article thus integrates the politics of nuclear energy within the research on energy transitions.

    Abstract [en]

    The aim of this paper is to map out the purposes of the United Nations Peacekeeping Operations. This is done in order to see if humanitarian tendencies have been an increasingly cause for the UN to initiate an intervention with military means. This paper uses the time period from the end of the cold war until today, since that historic occurrence increased the U.N.’s involvement in peacekeeping. By using this time span it enables the survey to indicate changes in the mapping of humanitarian interventions. The results show that the number of operations increased during the period 1990-1999. The end of the cold war enabled the members of the U.N.’s Security Council to cooperate in peacekeeping operations by sending observers. Therefore the change in the number of operations was mostly due to political and not strictly humanitarian purposes. The number of operations then decreased during the period 2000-2008. The study explains this with a more humanitarian approach in the U.N.’s peacekeeping operations. This made the operations fewer, but more comprehensive and more complicated. A consequence of this is shown in an extended average of the time period for the operations. These results is being analyzed by using the theories of realism and liberalism, along with their moral perspectives; skeptics, state-moralists, and cosmopolites. These theories reveal a transformation in the function of the UN from a skeptic realist view during the cold war, to a state-moralist view during the period 1990-1999. And finally the period 2000-2008 indicate cosmopolitan influences with more humanitarian purposes parallel to the state-moralist thinking.

    Abstract [en]

    This is a case study on the functioning of political parties and the aim was to explain “how” and “why” the Swedish social democratic party changed their policies in the Middle East politics. I wanted to explain this process of change by using Angelo Panebianco’s framework for the analysis of political parties. Angelo Panebianco´s hypothesis is that all parties must be viewed as organizations to understand their functions. With time they become more institutionalized and depending on their historic development they will end up as more or less institutionalized. If this change showed that the social democratic party acted as a bureaucratic and institutionalized organization, Panebianco’s organizational theory would explain the change of their Middle East politics. In my case study I have used a qualitative analysis of the content to interpret my material of measuring parties’ institutionalization level as “high” or “low” within the two different areas; organizational dilemmas and the dominant coalition. My conclusion is that the social democratic party has indications both of a “high” institutionalized organization and as a “low” institutionalized organization, still they have a relatively dominant coalition. My study demonstrates that Angelo Panebianco´s organizational theory can not fully explain “how” and “why” the Social democratic party changed their Middle East politics.

    Abstract [en]

    The article applies a citizens' perspective on the Common Foreign and Security Policy (CFSP), which was introduced in the Treaty of the European Union. The CFSP has subsequently been reinforced through the introduction of more coherent instruments and more efficient decision-making. In 1999, the EU assumed a more explicitly military dimension into its sphere of activities, by initiating the European Security and Defence Policy (ESDP). Drawing on the Eurobarometer and the Candidate Countries Eurobarometer, the article demonstrates the readiness of EU citizens to accept the notion of the EU as a foreign policy actor. The cross-national variation in the data suggests that support for the CFSP and the ESDP is closely related to general support for the EU as such. It would seem that, to most citizens, foreign policy remains a rather abstract or remote policy field. A significant part of the public support for the CFSP and the ESDP can thus be labelled as uninformed or diffuse support.

    This article confronts some general methodological issues involved when analyzing 'euroscepticism,' ie., opposition to European integration. Reviewing the literature on party-based & public euroscepticism, the article proceeds with a presentation & critical examination of conceptual frameworks & models suggested in previous research on public attitudes towards the EU. Drawing on eg., the Eurobarometer surveys, the strengths & weaknesses of different analytical frameworks arc demonstrated.     A reply to Marie Demker on Swedish, European and international political science arguing that while Demker's analysis points towards potential real problems, these issues are not as pronounced as one might believe. It is problematic and innovation threatening that theories and models in political science are driven by social scientists in the United States. However, it is not true that Sweden in this case would merely become a case study; instead Swedish political scientists are experts in the political relations of Sweden and this information can directly benefit the political scientists in other countries and thus advancing the science. While English is clearly the linuga franca of our time, Swedish is still the most popular dissertation language and Sweden is by far the most common research subject in Sweden. L. Pitkaniemi

    In past decades a number of countries that have moved away from outright authoritarianism have not transformed into democracies, but rather into regimes that combine democratic and non-democratic characteristics, sometimes labeled hybrid regimes. This article develops a framework for analyzing hybrid regimes. Empirically, the article examines three cases, Tanzania, Russia, and Venezuela, looking specifically at electoral participation and support for the opposition, as well as the potential for political change, i.e. public discontent and conditions for mobilization. The article demonstrates that the stability of hybrid regimes is related to the incumbents' ability to circumvent the opposition, but also to the lack of interplay between citizens and opposition parties.

    Abstract [en]

    Drawing on cross-national public opinion surveys from the spring of 2014, this article analyses popular support for democracy in the three Baltic states – more specifically the attitudinal differences between the ethnic majorities and the Russian-speaking minorities in Estonia, Latvia and Lithuania. It assesses the democratic political culture of the three countries 25 years after the fall of communism in Europe, 10 years after EU membership, a few years after the global financial crisis, and in the midst of the recent Russian–Ukrainian crisis. The data demonstrate widespread public dissatisfaction with democracy throughout the region, especially in Latvia, the country hardest hit by the crisis in 2008–2009. As a rule, the Russian-speaking minorities in the three Baltic states tend to be more critical of democracy than ethnic Estonians, Latvians and Lithuanians.

    This article examines the current state of political science in Sweden, by looking at the contents of recent years' doctoral dissertations. To what extent do young Swedish political scientists seek to make their research available to an international audience? The findings indicate that Swedish political scientists are becoming increasingly more oriented towards the international research community. The use of the English language in doctoral dissertations has increased.     In recent years, public opinion surveys have testified to increasing levels of 'communist nostalgia' in Central & Eastern Europe: that is, growing numbers of citizens who feel that 'a return to communist rule' would in fact be a preferable option. These apparently non-democratic sentiments have been subject to two alternative explanations -- one related to political socialization & the other to system output. In fact, communist nostalgia is a multidimensional phenomenon, encompassing both generational differences & general discontent. However, it is clear that nostalgia is more closely related to dissatisfaction with the present system's ability to produce output than to genuine non-democratic values. 5 Tables, 4 Figures.
