Social sustainability requires social sustainability procedural prerequisites for reaching substantive goals2015Inngår i: Nature and Culture, ISSN 1558-6073, E-ISSN 1558-5468, Vol. 10, nr 2, s. 131-156Artikkel i tidsskrift (Fagfellevurdert)
    Abstract [en]

The synergies and trade-offs between the various dimensions of sustainable development are attracting a rising scholarly attention. Departing from the scholarly debate, this article focuses on internal relationships within social sustainability. Our key claim is that it is diffi cult to strengthen substantive social sustainability goals unless there are key elements of social sustainability contained in the very procedures intended to work toward sustainability. Our analysis, informed by an organizing perspective, is based on a set of case studies on multi-stakeholder transnational sustainability projects (sustainability standards). This article explores six challenges related to the achievement of such procedures that can facilitate substantive social sustainability. Three of these concern the formulation of standards and policies, and three the implementation of standards and policies. To achieve substantive social sustainability procedures must be set in motion with abilities to take hold of people's concerns, frames, resources, as well as existing relevant institutions and infrastructures. © Berghahn Journals.

More Knowledge, Better Government?: Consequences of Knowledge-Based Decision Making in Swedish Pharmaceutical Benefits2011Inngår i: Governance. An International Journal of Policy, Administration and Institutions, ISSN 0952-1895, E-ISSN 1468-0491, Vol. 24, nr 1, s. 85-110Artikkel i tidsskrift (Fagfellevurdert)
    Abstract [en]

Using an example from the health-care sector, we illustrate consequences of implementing knowledge-based decision making relating to the exercise of political control. The Swedish Pharmaceutical Benefits Board decides the subsidization status of prescription pharmaceuticals. Building on a study of the agency's work, we explore the effects of institutional arrangements stemming from rationalistic demands for knowledgeable and justifiable outcomes related to political structures for control. Knowledge about the medical and economic effects of pharmaceuticals is routinely ambiguous. This makes it necessary to negotiate "decision-able" knowledge rather than to merely collect it. This touches on matters of broader political consequence, which the formal model for governing the administration does not take into account. This masks decisions as neutral administrative choices. A further conclusion concerns the lack of mechanisms for repoliticizing politically salient issues that have been delegated to administrative bodies.

The Legal Mind of the Internal Market: A Governmentality Perspective on the Judicialization of Monitoring Practices2014Inngår i: Journal of Common Market Studies, ISSN 0021-9886, E-ISSN 1468-5965, Vol. 52, nr 3, s. 461-478Artikkel i tidsskrift (Annet vitenskapelig)
    Abstract [en]

The purpose of this article is to contribute to the understanding of the broader effects of monitoring practices in the European Union. The empirical setting is Solvit, a Commission-initiated network tasked with informal resolution of misapplications of internal market directives by national authorities. All Member States must operate a Solvit centre within their administrations. Using a governmentality approach, the article investigates the normative underpinnings of the technologies deployed by Solvit and the experts which operate them. A survey study of the Solvit network shows the development of an EU identity and a cognitive judicialization which contributes to a depoliticization of issues. This allows Solvit to expand its remit from ex post monitoring to ex ante regulation. While a governance instrument can be designed for a delimited task, a governmentality approach highlights more general mechanisms by which such an instrument's influence and reach may be extended beyond its modest appearances.

Organizing for social sustainability: governance through bureaucratization in meta-organizations2012Inngår i: Sustainability: Science, Practice, & Policy, ISSN 1548-7733, E-ISSN 1548-7733, Vol. 8, nr 1, s. 50-58Artikkel i tidsskrift (Fagfellevurdert)
    Abstract [en]

The difficulties nation states face when attempting to use traditional legal means to cope with transnational phenomena such as environmental degradation, international labor conditions, and global trade have created an opportunity for the emergence of new types of regulations. These rules are often issued by organizations that produce voluntary measures such as standards and action plans to influence the behavior of individuals and institutions. These are in many cases meta-organizations that have other organizations rather than individuals as members. They are important links in the process of creating and diffusing dominant definitions in the "ideoscape" of influential policy concepts such as sustainable development. This article explores how two meta-organizations, Fairtrade International (FLO) and Organic Forum, shape the concepts of fair trade and organic food by providing ideas and content to the ideoscape of sustainable development. We argue that this process takes place by governance through bureaucrati-zation in which fair trade and organic food become formalized, precisely defined, and made visible. This in turn determines how-or even if-the social dimension of sustainability can be made into policy. Furthermore, we find explanations in these processes as to why the social dimension of sustainability tends to be the most underdeveloped. We conclude that bureaucratization is also a form of politics, although not one that is as easily recognizable as an open power struggle. © 2012 Casula Vifell & Thedvall.

    Abstract [en]

The thesis has two purposes. The first is to understand the organizational forms of the public administration when it participates in international rule making processes. The second purpose investigates democratic implications of internationalization of the Swedish state administration. A theoretical framework, combining theories of governance with ideas on resource dependence and a neo-institutional approach, is applied to three empirical cases. The cases follow decision making processes within the European Employment Strategy, The Kyoto Protocol for reduction of green house gasses and negotiations on trade facilitation within the WTO. The studied processes can be described as complex and fragmented, containing multiple types of actors and parallel arenas, complex technical material and bureaucratic processes. They were also characterised by the fact that policy was created throughout the course of the processes. They also seemed to lack an ending and were to a high degree bound by their history. The administrations’ response resulted in an organisational form that is theoretically developed in the study – enclaves. Enclaves contain members from different organizations, both private and state organizations and the work within them is carried out in an informal and interactive way. They are de-coupled units with stable membership that is related to positions in the hierarchy. As opposed to networks, enclaves are not self-organizing but the membership is mainly controlled by state-actors. The second aim of the study is carried out through a number of indicators derived from the deliberative and the representative models of democracy. The blurring of responsibilities, the lack of transparency and the barriers for entrance into the enclaves made the organisational forms of the administration seem problematic in relation to the representative model. However other features of the enclaves seemed to support a more communicative logic of action, leaving the deliberative model more promising as a way of understanding the administrations’ work as democratically legitimate. Still, the analysis showed that the deliberative model also faced some challenges in terms of lack of openness and inclusion of all relevant stake holders.
