    Abstract [en]

    This paper aims to contribute to the literature on social norms in IR. The intention is to further specify how social norms influence state behaviour. The empirical material consists of a case study of how the Czech Republic has participated in EU policy making in the field of environmental policy. The paper first discusses the different reasons for why member states adapt to EU norms: i.e. rational conditionality and constructivist social learning. The former of the two is viewed as typical for the pre-accession period whereas the latter is important for our understanding of the post-accession period. In order to outline the actual socialization process a detailed case study of how the Czech Republic has dealt with two different EU policy initiatives (REACH and the climate-energy package) is presented. The conclusions suggest that even if we can find indications of socialization the process is complicated by a strong presence of competing norms.

    Abstract [en]

    The article summarizes the ideological points of departure, the domestic political context and the key priorities of the Czech Republic’s European policy since 2007. We have identified three most important (and most controversial) topics: 1) the Czech EU presidency, 2) the Lisbon Treaty and 3) the eurozone. The most significant event for the country during the period was the Council Presidency in 2009; which actually delivered some concrete results but will probably most be remembered for the accompanying domestic quarrels. The Lisbon Treaty ratification exemplified the divisions among the country’s political elite; with a powerful group of euro-sceptics who advocate the loosening of the European integration and who are increasingly opposed to the Czech Republic’s participation in EU’s (or eurozone’s) policies. The eurozone crisis hardened Czech opposition to euro. The majority of politicians and the general public intend to remain outside of the euro-zone, the country is moving in the direction of ‘splendid isolation’.

    Abstract [en]

    This article explores the problems with the Lisbon Treaty (LT) ratification process in the Czech Republic and its repercussions for the EU. We will proceed in four steps: First, we will describe the recent developments in the Czech domestic scene regarding the elites´ attitudes towards the European Union. Second, we will present a more detailed analysis of the Czech debates about the LT. In the third step, we will sketch some probable scenarios of future development. Finally, we will briefly point to some limitations of the existing theories of European integration which are related to their inability to reflect the profound changes in the integration process caused by the Eastern enlargement.

    Abstract [en]

    How the European Union is conceptualised in the national and public political debates restricts the European policy options available to that state. It is therefore of interest to see which conceptions of the EU dominate in a country, and to understand how these can be identified and interpreted. This paper outlines a framework for discourse analysis and then applies it to the Czech public discourse on the European Union. I describe how the debate can be analysed according to three different ideal types of legitimation, based on 1) an instrumental rationalisation, 2) a “we feeling”, 3) a “good argument”. I argue that any single actor will likely use arguments drawing upon all three levels, and I conclude that the Eurosceptics (Euro-realists) associated with the Civic Democratic Party came to see EU membership as a “marriage of convenience”, a necessary evil, because their arguments went in two incompatible directions. According to the third ideal type, they had to favour membership as good for the national interest, in economic terms. Simultaneously, this conflicted with the other two levels due to their belief that the EU is a threat to national sovereignty, and their conception of the nation state as the only legitimate arena for democratic decision-making. Advocates of membership, such as Prime Minister Špidla, had a more inclusive conception of the EU, enabling the argument that the EU strengthens nation states in globalising times.
