    Abstract [en]

    The Covid-19 pandemic has had a huge effect on working life in many welfare sectors. An ongoing qualitative study on distributed leadership work in Swedish eldercare has highlighted the premises of needs assessment during the pandemic. This article applies the concepts of distributed leadership, space and temporality to shed new light on the transition from physical workplaces to digital spaces. The article stresses the importance of co-working, co-responsibility and close interaction between leaders and employees, and argues that the ongoing pandemic can help us understand how the digital transition is changing the premises for leadership work in eldercare needs assessments. The empirical material was derived from several organisational levels of needs assessment and both individual interviews and participant observations were conducted. The results confirm how managerial work is in a state of transition that changes the interaction between managers and the needs assessors. Both the challenges and the importance of interaction are enhanced in the digital space.

    Abstract [en]

    Children’s invisibility, non-participation or limited participation can be associated with social workers’ experiences of losing focus of the child in their work, while at the same time navigating organisational and legal demands where a child perspective is strongly promoted. This article sheds light on social workers’ experiences of workingwith a child perspective and with children’s participation. Six in-depth interviews were conducted with professionals from social services and ngo s and from different child welfare services in Sweden. Our findings indicate that losing focus of the child is a common phenomenon that relates to the dominance of adult-centred practice and that child-centred methods need to be developed. Social workers from NGOs described having better opportunities for working in a child-centred way. Losing focus of the child mirrors the subordinated position of child-centred practice, proving that a child perspective and children’s participation are still inadequately anchored in social work practice.

    Abstract [en]

    The paper explores how disabled girls with Personal Assistants (PA:s) in a Swedish context constitute themselves as subjects in relation to intersecting meanings of age, gender, space, time and disability. The results illuminate the importance of social spaces and social relationships for the girls’ forming their sense of selves. Similar to ablebodied girls, disabled girls’ transition into adulthood can be viewed as a yoyo-transitions, entering and exiting different adult positions several times. Unlike ablebodied girls, they enter adult positions not commonly associated with youths, such as work leadership positions in relation to adult employees, such as the adult PA. This implies that they to some extent manage their own process of becoming an adult. Our findings stress the importance of recognition and awareness of disabled girls transition to adulthood as different not pathological to nondisabled girls’, where consideration is taken both to individual needs and preferences of female assistance users.

    Vi, 1 620 forskare samt lärare vid universitet och högskolor, är eniga med de unga bakom Auroramålet: De drabbas och riskerar att drabbas allvarligt av klimatkrisen under sin livstid. De klimatåtgärder vi vidtar i närtid avgör deras framtid. Sverige måste ta ansvar och göra sin rättvisa andel av det globala klimatarbetet. 

    I strid med Parisavtalet ökar utsläppen av växthusgaser i en takt som gör att 1,5-gradersmålet kan överskridas om några år. De globala effekterna blir allt mer synliga med ständiga temperaturrekord, smältande isar, havshöjning och extremväder som torka, förödande bränder och skyfall med enorma översvämningar, som i Pakistan nyligen. Försörjningen av befolkningen utsätts för allvarliga hot i många länder.

    Minskningen av den biologiska mångfalden är extrem. Klimatkrisen är enligt WHO det största hotet mot människors hälsa i hela världen och barn utgör en särskilt sårbar grupp. Med Sveriges nordliga läge sker uppvärmningen här dubbelt så fort som det globala genomsnittet. Det förskjuter utbredningsområden för växtlighet och sjukdomsbärande insekter och ökar förekomsten av extremväder såsom värmeböljor, skogsbränder och översvämningar samt av många olika sorters infektioner och allergier. När extremväder ökar, ökar även stressen och risken för mental ohälsa. Värmeböljor ökar risken för sjukdom och död hos sårbara grupper som äldre, små barn och personer med kroniska sjukdomar. De negativa effekterna på hälsan kommer att öka i takt med klimatkrisen och barn riskerar att drabbas av ackumulerade negativa hälsoeffekter under hela sina liv. Redan i dag är mer än hälften av unga mellan 12 och 18 år i Sverige ganska eller mycket oroliga för klimat och miljö. Detta är förståeligt när våra beslutsfattare inte gör vad som krävs.

    Den juridiska och moraliska grunden för arbetet mot klimatförändringarna är att varje land måste göra sin rättvisa andel av det globala klimatarbetet. Centralt i det internationella klimatramverket är att rika länder med höga historiska utsläpp, däribland Sverige, måste gå före resten av världen. Dessa länder måste också bidra till att finansiera klimatomställningen i länderna i det Globala Syd, som är minst ansvariga för klimatkrisen men drabbas hårdast. Denna rättviseprincip är tydlig i Parisavtalet och var en het diskussionsfråga under COP27 i Sharm el-Sheikh, men lyser med sin frånvaro i det svenska klimatarbetet. 

    Sverige har satt mål för att minska sina utsläpp. Men de är helt otillräckliga: minskningstakten är för låg och målen tillåter samtidigt att åtgärder skjuts på framtiden. Dessutom exkluderas merparten av Sveriges utsläpp från de svenska nationella utsläppsmålen; bland annat utelämnas utsläpp som svensk konsumtion orsakar utanför Sveriges gränser, utsläpp från utrikes transporter och utsläpp från markanvändning och skogsbruk, exempelvis utsläpp från förbränning av biobränslen eller utsläpp från dikade våtmarker (Prop. 2016/17:146 s.25-28).

    Sverige saknar dessutom ett eget mål för att öka upptaget av växthusgaser genom utökat skydd och restaurering av ekosystem, något som krävs för att begränsa de värsta konsekvenserna av klimatkrisen (IPCC s.32). Trots dessa låga ambitioner misslyckas Sverige med att nå sina utsläppsmål, konstaterar både Klimatpolitiska rådet och Naturvårdsverket. En klimatpolitik i linje med Parisavtalet kräver både att alla typer av växthusgasutsläpp minskar samtidigt som – inte i stället för – upptaget av växthusgaser maximeras: i dag misslyckas Sverige på bägge fronter.

    Slutsatsen är tydlig. Sverige vidtar inte de åtgärder som krävs för att skydda barns och ungdomars rättigheter enligt Europakonventionen till skydd för de mänskliga rättigheterna. Detta medför allvarliga risker för liv och hälsa för unga generationer, människor i andra länder och särskilt utsatta grupper. Detta kan inte fortsätta. Därför ställer vi oss bakom Auroras krav att Sverige börjar göra sin rättvisa andel och omedelbart sätter igång ett omfattande och långtgående klimatarbete som vilar på vetenskaplig grund och sätter rättvisa i centrum.

    Kraven och förväntningarna på mer samskapande processer i samhällsvetenskaplig forskning är höga. Forskningspropositionen (SOU 2020/21:60) Forskning, frihet, framtid – kunskap och innovation för Sverige identifierar till exempel artiklar samförfattade av forskare och aktörer utanför akademin som ett mått på samverkan med övriga samhället. Samförfattade artiklar föregås i praktiken av en lång rad av samskapande processer; från identifiering av forskningsfrågor till val av metod, datainsamling, analys och slutligen skrivandet av gemensamma texter. Fortes tioåriga forskningsprogram Tillämpad välfärdsforskning syftar till att stärka klient- och praktiknära forskning, och en viktig grundtanke är att stödja projekt som stärker samverkan mellan forskning och praktik. ”Forskningsprojekten ska utgå från professionens och brukares/klienters frågor och behov. Forskningsprojekten ska därför planeras och genomföras i samverkan med socialtjänsten… ” (Forte 2021). I takt med att samskapande processer har blivit ett allt mer centralt element i samhällsvetenskaplig forskning, uppstår också ett behov av kunskap om hur dessa samskapande processer kan gå till. Inspirerade av erfarenheterna av samskapande processer i forskning i den anglosaxiska världen, som ofta går under beteckningen PAR (participatory action research), vill vi belysa några grundläggande metodologiska utmaningar som är förknippade med denna forskningstradition. Vår ambition med artikeln är att sätta PAR i en svensk samtida kontext i det sociala arbetets fält, samt ge förslag på hur PAR som approach kan omsättas till praktik i forskningsprocessens olika faser.

    Abstract [en]

    The article contributes to the research on older people's mental illness through its focus on how needs assessors conceive mental illness amongst older people and their strategies for dealing with mental illness within existing organisational frameworks. The contribution is based on an empirical study of the needs assessment in eldercare in Sweden. The article aims to explore needs assessors' conceptions of mental illness amongst older people in relation to intertwining processes of normalisation and organisational and legal constraints. The normalisation principle (NP) proposes that individuals with a disability should have access to the same living conditions as ?others?. The NP can be described as a strategy that highlights equal rights for individuals regardless of their life situation. The main findings are that mental illness is defined by needs assessors on a spectrum of diagnoses from schizophrenia and borderline personality disorder to anxiety and depression. The successful normalisation of mental illness is linked to structural context, attitudes to older people's mental illnesses and ageing, the practise established on a unit and whether needs assessors reproduce ageism or challenge it through the NP by attempting to secure the rights of older people.

    Abstract [en]

    Background: Ageing population, high levels of sick leave among eldercare personnel and financial constraints on municipal budgets impact eldercare. Daily care work is complex and ethical dilemmas are constantly present for eldercare personnel. This project aims to a) identify situations that give rise to moral stress, b) study the relationship between moral stress and moral agency c) explore how moral agency can be fostered in eldercare. The argument underpinning this research project is that ethical dilemmas in the work cause moral stress among staff in eldercare. While much research on moral stress highlights the connection between moral stress and negative effects on health and wellbeing, our focus is on the possible connection between moral stress and moral agency. Moral agency encompasses cognitive capacity, feelings, skills, and actions.

    Methods/Design: This project has a systemic approach to eldercare and interprets eldercare as an advanced system where a range of different skills is required. Participatory action research (PAR) will be used as an overall methodology. Focus-groups and research circles will be conducted with care workers, first line manages and needs assessors.

    Discussion: An ongoing discussion on relevant knowledge production in research, stresses the importance of participation. This is expressed by concepts such as deliberative democracy, user participation, empowerment, collaboration, follow-up research and citizen dialogue. In our research project we refer to robust knowledge as relevant knowledge that is valid in the eyes of care workers, care municipal needs assessors and first line managers. As the research is performed in collaboration with these three vocational groups, local politicians, and trade unions in three municipalities as well as two educational settings, different sorts of knowledge will be present. This unique stand will show how moral agency, as a response to moral stress, can be the ground for social changes and improve quality of care.

    Abstract [sv]

    Äldreomsorgen är ett av välfärdsstatens mest angelägna områden att stödja och rusta för att klara kriser och snabba samhällsförändringar, samt för att upprätthålla kvalitet i arbetets olika delar, från det människonära omsorgen till arbetsledning och biståndshandläggning. Det visar våra erfarenheter av Covid-19 tydligt. Det pågående forskningsprojektet Moralisk stress och moraliskt aktörskap i svensk äldreomsorg syftar till att öka förståelsen för omsorgspersonals, första linjens chefers och biståndshandläggares arbetsvillkor och rusta dem till att tillgodose äldres behov – även när samhället utsätts för prövningar. Moralisk stress och moraliskt aktörskap måste förstås i ljuset av politiska och strukturella sammanhang men även den komplexitet som präglar mötet med äldre där det vid sidan av omsorgsbehovet kan finnas andra utmaningar såsom fattigdom, missbruk, psykisk ohälsa, isolering, familjekonflikter och våld i nära relationer.

    Abstract [en]

    This article examines the role of a civil society organisation that offers parental support to migrant parents with regard to meanings of parenthood and citizenship. It is based on the results of an action research study of a civil society organisation. The material consists of notes from participatory work in a local centre for children, youth and their parents, and of interviews with professionals, a project manager of the local organisation, and a public servant and a social worker who both work for the district council. Additional material is taken from notes of study visits to organisations working with the same target group. The results highlight four central themes. The first two themes, difficult parents in a precarious place and a place with a future?, revolves around parental needs in relation to place, the suburb. The third theme, civic parenting practices, focuses on parenting practices as civic practices. The fourth theme, gendering parent citizens, discusses the gendered meanings of the parent citizen as both an object and an agent of integration.

    Abstract [en]

    The Covid-19 pandemic has changed working life in many welfare sectors. An ongoing qualitative study on distributive leadership in Swedish eldercare, highlights the premises of care management during the pandemic. In the study, distributive leadership is understood in the transition from physical workplaces to digital spaces, which shows the importance of co-work, co-responsibility and the interaction between leaders and employees. The concept of temporality is vital for understanding the transition and in this case the pandemic sheds light on digital spaces and temporality. The material collection involves several organizational levels within the care management and both individual interviews and participant observations are conducted. Preliminary findings show benefits and challenges of distributive leadership in digital spaces. While the leadership on the one hand becomes clearer, there are on the other hand limitations in e.g. conflict prevention. In addition, the study contributes to methodological knowledge on conducting digital observations.

    Abstract [en]

    This article contributes to the discussion concerning intra-organisational trust in home care services. The article is based on a study of organisational change and the implementation process for trust-based management in a Swedish municipality. Collection of material involved several organisational levels in the municipality’s home care service and consists of individual interviews, group interviews, observations and a document review. The results show that the municipality has addressed common problems in home care services in Sweden, resolving them with specific solutions that are unique to the municipality. Quality assurance is performed by allowing frontline employees to fully utilise their competences. Management, first line management in particular, is characterised by checks instead of controls. This is in line with the idea of intra-organisational trust and is achieved by building trust between employees with different levels of education and occupations in the organisation. This form of intra- organisational trust is labelled inter-occupational trust. The process of implementing trust-based practices in the municipality is characterised by three quality dimensions: continuity, flexibility and time allocation. These dimensions are central aspects of the arguments for a user’s perspective on collaboration. An important prerequisite in the municipality studied was that organisational change was followed up with adequate resources in the form of working hours, working conditions, education and training.

    Abstract [en]

    The purpose of this article is to describe and analyse the principle of help to self-help in care work and the representations of and norms on old age and care needs supporting the principle in relation to moral and ethical aspects. The article is based on the results of a study conducted in a small rural Swedish municipality in 2006–2008 and a study conducted in a big city in 2014 and 2015. The material consists of interviews with first line managers, care workers and care receivers. The results of this article show that the principle of help to self-help in the care of older people exists in both public sector home care in a small municipality and a home care system in a major city with customer choice system. The results also show that representations of and norms on old age and care needs highlight the normative value of help to self-help, which has both ethical and moral dimensions. In the care of older people this is translated into care receivers maintaining their mental and physical strength which challenges the value of care receivers’ self-determination.

    Abstract [sv]

    Unga station Vårberg är en mötesplats för barn, ungdomar, föräldrar och deras nätverk i södra Stockholm. Den här rapporten bygger på materialet från ett aktionsforskningsprojekt där forskare och medarbetare tillsammans samlat in kunskap om verksamheten och dess arbete. En central fråga har handlat om förankringsprocessen och i vilken utsträckning verksamheten är värdeskapande, det vill säga grundar sig på målgruppens behov.

    Rapporten visar att en deltagarorienterad verksamhet som utgår från en noggrann behovsinventering möjliggör ett värdeskapande socialt arbete för och med målgruppen. Precis som socialt arbete överlag kännetecknas emellertid Unga Station Vårbergs verksamhet av en oförutsägbarhet som gör det svårt att planera och leva upp till krav på mätbarhet. Vårberg som plats kännetecknas vidare av osäkra bostadsförhållanden, vilket komplicerar arbetet med att motivera människor att engagera sig lokalt.

    Abstract [en]

    This dissertation examines how perceptions of competence affect the care of older persons, and the values ​​and vocational conceptions of care work and care recipients that are tied to the perceptions of what skills that are needed and why. Competence is defined by three parts with relevance for the content of care work: what knowledge the care workers should have, what tasks they should perform and how they should respond to care recipients. The aim of this dissertation is to analyse how the care managers' and care workers' perceptions of competence form the direction of the care work and how that direction relates to the care recipients’ perceptions of and expectations on the care work.

     

    The care work is characterised by what is analysed as an activation of the recipients - that the recipients themselves should perform as much of the care work as possible. The activation aims at managing the decay of the aging body and is motivated by a vocational conception of the care recipients as different from others, with designations as grateful and passive. This conception is analysed as generation character based on an idea among the care managers and care workers that the society in which the recipients grew up gave them certain cognitive prerequisites that have to be managed in the practical care work.

     

    The care recipients in the study have opposing conceptions and perceptions of care work compared with the care managers and care workers. The recipients’ central objective with the care work is to prevent what has been interpreted as the disrepair of the home. The care recipients’ position in the organisation raises the problem of loyalty towards the care workers and in some sense the care managers. Their loyalty reduces their ability to complain and to influence their situation to the better.

    Abstract [en]

    The Swedish Research School in Social Work (RSSW) was initiated in 2008, as collaboration between all Swedish universities with post-graduate education in Social Work. The intention was to assemble a broader basis for subject specific postgraduate courses, to strengthen the identity of Social Work as a postgraduate subject and to work for an international collaboration.

    This report describes the PhD students in social work and their experience of attending RSSW-courses. The report addresses how support, such as tutoring, affect participation in RSSW-courses and also highlights various aspects of the future, as the doctoral students’ future career paths.

    Results of the study reveal that tutoring situation, gender, and age, among other things, affect the participation in and experience of RSSW. The study also shows that the subject orientations and course needs of doctoral students in Social Work are broad and varying. It is further a large part of the doctoral student group who would consider a future career outside the academy, which raises the question of where the scientific knowledge in the long run end up and what that means for the development of Social Work as a subject.
