    Abstract [en]

    Recently, there has been a "research boom" on the topic of BDSM (bondage, discipline, sadism and masochism). Studies have covered a wide range of countries including the UK, USA, Brazil and Western Germany. Nevertheless, ethnographical research of the BDSM subculture in a postcommunist state has been extremely rare. In fact, there have not been many studies on postcommunist subcultures in general. This study explores how the BDSM subculture has been evolving in the Czech Republic after the fall of the communism. The focus is on the intergenerational conflict that has arisen between the first and second generations of the Czech BDSM scene. The history of Czech BDSM subculture has never been studied. Except for a few tables showing data and events, BDSM practitioners themselves in the Czech Republic have no written documents about how they created the subculture, how it was established and what pitfalls they needed to overcome. In contrast to studies of the BDSM scene in such countries as the UK which had long-standing democracies, the Czech scene could only emerge after the overthrow of the communist-ruled dictatorship in 1989. Consequently, the scene is newer and it developed in a situation in which the first generation was culturally much more tied to the communist-past than the second generation. We show how the scene might have developed differently when taking place in the post-communist context.

    Abstract [en]

    Since Sweden has a reputation for having a pragmatic, technocratic approach to solving social problems, the question arises as to why the country uses different methods at the national and the local level for treating violent men. If studies show that one method is superior to others, we would expect both levels of government to use similar treatment methods. Despite the emphasis on pragmatic solutions, ideology plays an important role, as the Swedish government in recent decades has largely accepted the New Public Management approach to governance. However, because of differences in institutional arrangements, it becomes logically appropriate for the national level to utilize a different type of therapy (Cognitive Behavioral Therapy) than the local level (Psycho Dynamic Therapy among others). Thus, a combination of an ideological shift to New Public Management and institutional differences can explain the differences in therapeutic approaches, rather than reliance on scientific studies.

    Abstract [en]

    When do CSOs succeed in influencing policy when working under one-party regimes? This article compares two cases in which Environmental CSOs (ECSOs) in China tried to influence policies. This article argues that the difference between success and failure is connected to the types of frames that the organizations use and how well these frames can link to meta-cultural master frames. Most studies have concentrated on how activists apply frames to get resonance among the population to mobilize people against the regime. However, under an authoritarian regime that greatly represses public demonstrations, it is often more important to frame arguments in a manner that gets resonance among policymakers than it is to gain resonance among the population. Even though it has been rare to analyze how CSOs frame their arguments vis-a-vis policymakers, some recent studies of Chinese CSOs have done so. However, these studies do not go deep enough in elaborating the cultural and historical contexts of these framing strategies. Our study goes deeper in this direction, by claiming that in order to get resonance the frames must be in line with the cultural norms of society. Consequently, we link culture to the "master frames." Scholars are often reluctant to discuss master frames because the term itself is a bit diffuse and it is not always apparent how to use it. By tying master frames to a meta-cultural analysis, we make it clearer how the concept of master frames can be useful for analyzing the framing strategies of political entrepreneurs.

    Abstract [en]

    This article compares the socio-economic determinants of welfare attitudes in the Czech Republic to those in Sweden, using survey data from the 1996 ISSP survey 'The Role of Governments'. Many theorists of the transition have claimed that the post-communist countries have a different political dynamic that their west European neighbors. For example, David Ost claims that that citizens of post-communist countries during the 1990s were not sure of which class they would belong to and therefore, were not sure of their class interests. Similarly, Zagorski claims that in post-communist countries educational level becomes one of the most important determinants of welfare and socioeconomic attitudes, because the reform process is very complicated. Those with higher levels of education can better understand the complexities of the reforms and are more willing to accept short-term disadvantages for long-term gains. However, many experts have also claimed that the Czech Republic presents an exception to these trends. It is the one country in which party-competition is based on socioeconomic issues and voting is class-based. This study tests these three hypotheses, to determine whether the Czech Republic really does provide an exception to the general post-communist development.

    This article begins by discussing some of the main approaches that have emerged to gender and family policy, before proceeding to discuss more modern trends. It begins by discussing institutional approaches, such as the male-breadwinner model, defamilialisation, degenderisation. Then it discusses cultural approaches, such as the national ideals of care, gendered moral rationalities, and Hakim’s preference theory. Then this article continues by briefly discussing attempts to broaden the discussion by bringing in children (including through the capabilities approach) and by adding an intersectional perspective.

    Abstract [en]

    This article argues that policies that promote gender equality actually also increase freedom of choice. Thus, despite the neo-liberal criticism that welfare policies limit choices and privatization and market solutions increase freedom of choice, this article concludes that market-liberal welfare regimes offer less choice than the Nordic type of social-democratic welfare regimes, which have openly striven to promote gender equality. They do so by making it easier for mothers to choose to work (by making day care available and making it easier for fathers to stay at home with children) and by giving fathers the ability to choose to spend more time with children. However, within the realm of such policies, it is still possible to offer more or less freedom of choice, for example, by making parental leaves either extremely flexible or rigid in how they are utilized. Interestingly, it turns out that, in the real world, policies that promote gender equality even offer greater freedom of choice for the group of women considered to be 'family oriented' as well as for lesbian and homosexual couples.

    This article analyzes the interplay between policymakers and scientists in developing the Family Policy Plan for the Czech Republic in 2017. As former members of the government commission that developed the plan, we base the article on participatory observation. When we joined the commission, a 'window of opportunity' had opened as the country for the first time ever had feminist-friendly minister and vice-minister of labour and social affairs. We explain why due to the inter- and intra-party dynamics, the parental leave reform to introduce 'daddy months' failed. We argue an adversarial subsystem existed in that the three coalition partners disagreed on the reform. According to Ingold and Gschwend (2014), under such circumstances, scientists play a strategic role, especially if there is unity among them. However, although there was basic unity among the scientists in the commission, the coalition partners at the governing level were able to block or water down the reform proposal under the study.

    Abstract [en]

    It is becoming increasingly clear that emotions play a crucial role in voting decisions. This is especially true when it comes to choosing populist parties. This article uses a unique dataset to analyse the interplay between emotions and support for various types of populist parties in Slovakia. It contributes to the discourse by testing the competing hypotheses on what kinds of emotions matter in a post-communist country with multiple types of populist parties. Our results show that although previous studies have tended to concentrate on emotions toward the political or economic situation, feelings toward political leaders actually have greater importance, at least in the Slovak, post-communist context. Our study also indicates that the types of emotions differ depending on whether the populist party has already been in power or not. Contrary to expectations, fear has played a more important role than anger and in general, emotions are more important for rightwing and leftwing populist parties than for non-populist or centrist populist parties.
