    Abstract [en]

    Much of the literature on political corruption is based on indices such as the ones presented by Transparency International, but the reliability and validity of these indices are questionable. The main alternative approach – qualitative case studies – often lacks a theoretical framework allowing for systematic empirical analysis. To remedy this shortcoming, this article places qualitative case studies into the framework of principal-agent theory. The cases comprise two Swedish county councils (regional governments), both of which reorganised their administrations in similar ways in the 1990s. One experienced corruption scandals, but the other did not. In comparing them, the article links the propensity for corruption to institutional design – in particular, the mechanisms of delegation and control.

    Political Parties in Multi-Level Polities: The Nordic Countries Compared2013 (oppl. 1)Bok (Fagfellevurdert)
    Abstract [en]

    Political parties are essential for parliamentary democracy, the form of government that prevails in most European states. But how have parties adapted to modern society – not least a new layer of political decision-making in the EU? Should we talk of a crisis of party democracy?

    This book reports the findings of a comparative survey of parties in four Nordic countries: Denmark, Finland and Sweden, all EU member states; and Norway, which remains outside the Union. Using original data, it explores how power is exercised within party organisations and their respective parliamentary groups.

    Within an analytical framework that envisages a party as a series of delegation relationships, the book illuminates how leaders are chosen, how election candidates are selected, how manifestos are written – and how a party's various elements are co-ordinated. For all the challenges posed by multi-level governance, parties retain much of their capacity for making democracy work.

    Some parties support rather than join the executive, thereby operating in a grey area between opposition and office – in governance but not in government. Previous research on the New Zealand Greens’ experience as a support party has shown that this liminal position may prove a blessing or a curse – or, more likely, a mixture of both. This article compares the experience of the Swedish Greens. While the Swedish party gained more on policy, it suffered the same frustrations as its Kiwi counterpart with regard to consultation, to the media and to a government that could potentially find support elsewhere. It, too, avoided overwhelming internal tensions, but was likewise left wanting more. Neither party broke into government at the next election, but tried to put lessons learned into practice when supporting centre–left cabinets once again. That the challenges encountered were so similar suggests the possibility that they are common to support parties elsewhere.

    Abstract Recent years have seen the institutionalization of minority governance in Sweden and New Zealand. Large, historic social democratic labour parties enjoy comparative security of tenure thanks to smaller, newer parties with whom they have signed long-term, detailed support agreements covering both policy and process. This trend toward ‘contract parliamentarism’ owes much to party-system dynamics, but also to the accretion of experience, to cultural norms and to institutional constraints – all of which, along with electoral contingency, explain why the trend has gone slightly further in one polity than in the other. While the trend seems to favour the left in general, its implications for the support or ‘servant’ parties, and – more normatively – for democracy itself, may be less favourable.

    Early in the twentieth century, parliamentary democracy developed within an 1809 constitution based on separation of powers. By the mid-1970s, the last remnants of this constitution had disappeared. After that, measures such as more openness in candidate nominations, positive preference voting and more scrutiny by parliamentarians were introduced to strengthen the democratic chain. But a weakening of political parties and an increased importance of external constraints are again moving Sweden towards a de facto separation-of-powers system. There is once again a considerable discrepancy between the written constitutional framework and the ‘working constitution’. In particular, local and supranational constraints on national policy making provide reason for a reconsideration of the constitutional framework.

    The Principal–Agent approach guides a comparison of the scrutiny and implementation records of the EU member states. The main argument is that there is systematic co–variation. Cross–nationally, an influential scrutiny process is associated with a strong implementation record. But because both of these variables also co–vary with the North–South dimension of EU politics, a fundamental challenge for future research is to evaluate the importance of existing between–country variation relative to the new Principal–Agent relationships that are emerging within the integration process.

    In this article, we use a new data set describing governments, political parties and institutions to make an explicit comparison between Western Europe (WE) and Central Eastern Europe (CEE) in the investigation of three different topical issues found in the coalition literature, namely, coalition formation (that is, which factors affect who forms the winning coalitions), the number of cabinet members (that is, what affects the number of ministers in a cabinet) and cabinet duration (that is, which factors affect how long a new government lasts). Our findings indicate that, regardless of all the discussions about how CEE is different from WE because of the post-communist heritage or the volatility of voters in the CEE region, structural attributes such as the size and number of political parties are important determinants of coalition formation and cabinet duration patterns in both the West and the East. In fact, precisely because of the unsettled nature of CEE party politics, structural attributes tend to matter even more in the East.

In this report, the project leaders present the project, its ᅵstructured collaborationᅵ approach and share some observations on the practice of conducting a large-scale cross-national project.

    European politics is still dominated by representative and parliamentary national systems of policy making. These systems can be seen as chains of political delegation from citizens through parliamentarians and executive office holders to civil servants. In these chains, a major trend for the past thirty years, and more strongly during the second half of that period, is a strengthening of agents’ accountability to the principals. But, simultaneously, citizens’ ability to exercise accountability through parliamentary democracy is eroding because of a decline in political party cohesion. Concurrently, constraints external to both the constitutional chain and political parties are growing stronger.The changes along these three dimensions lead to a situation in which democratic principals commonly decide more about less. Thus, while reforms have strengthened the constitutional parliamentary chain of governance, there is also an ongoing de-parliamentarisation of modern politics. The main motivation for this special issue is to investigate this general phenomenon through a set of focused case studies of the Nordic (here known as ‘Scandinavian’) countries. These analyses show important differences in how these trends have been manifest. In one country, Finland, the parliamentary chain has actually grown in strength and importance in the last decade.

    "Cabinets and Coalition Bargaining: The Democratic Life Cycle in Western Europe provides a comprehensive analysis of coalition politics in Western Europe over the post-war period. It champions a dynamic approach in which the various stages in the life of coalitions influence each other. After a review of the literature a theory chapter addresses the roles of bargaining and transaction costs in coalition governance. Eight comparative chapters address the topics of government formation (government type, formation duration), coalition agreements, portfolio allocation, conflict management, cabinet termination and duration, and the electoral consequences of coalition government. The book is based on the most comprehensive data set ever employed in coalition studies that includes both coalitional and single-party countries and governments. Each chapter first provides a comparative overview of the phenomenon under study and then moves on to state-of-the art statistical analysis. Conceptually and in the statistical analysis the study argues for an integrated approach stressing the relevance of countries, time, 'structural attributes', actors' preferences, institutions, the coalition's bargaining environment, and 'critical events'. Indeed, sufficient explanations of most phenomena under study require independent variables from several of these categories"--Jacket.
