    Contestation in transition: Value-conflicts and the organization of markets. The cases of alcohol, gambling and coal2011Report (Other academic)
    Abstract [en]

    In this paper an historical comparative approach is applied to analyze how value conflict discourse and organization have evolved from the 1800s onward in three contested commodity markets – the alcohol, gambling and coal market. Situated mainly in the Swedish context, the three case studies demonstrate that the values at stake as well as the organizational arrangements brought forth in response to underlying value conflicts have changed significantly over time in all three markets. The commodities have stayed contested but for more or different reasons. Analyzing a dozen transformative moments in total we conclude that it matters to the organization of a market if there is an underlying value conflict and how this value conflict is configured. The comparative analysis sheds light on four processes in which value-conflict underpinnings of contested commodity markets may be shaped and altered: value addition, value expansion, value accumulation and value relocation.

    För personer med funktionsnedsättningar är chanserna att få och behålla en anställning betydligt sämre än för befolkningen i allmänhet.

    Under 2015 initierade Sveriges Kommuner och Landsting ett nätverk av kommuner som tillsammans har arbetat för att utveckla och organisera lokala projekt i syfte att förbättra förutsättningarna på arbetsmarknaden för personer med funktionsnedsättningar. Samtidigt har satsningen syftat till att förbättra möjligheterna till framtida kompetensförsörjning inom välfärdens organisationer, ett rekryteringsbehov som kommit att bli en allt viktigare fråga på senare år. I denna rapport har utvecklingsarbetet följts i fyra kommuner som deltagit i nätverket.

    Abstract [en]

    The EU expects European governments to abolish their old state railway monopolies and establish a market, with private companies competing for customers. We analyse the long process through which the Swedish state constructed a market for railway traffic in Sweden, by shaping such market elements as market actors; supply and demand; and the process of exchange, competition, and products. We identify extensive attempts at constructing and shaping market actors and organizing markets connected to the train transport market, such as the markets for maintenance and vehicles. The resulting market is similar to an elaborate bureaucracy, with a great number of organizational elements in the form of rules, hierarchy, membership, monitoring, and sanctions, in which the degree of organization is probably greater than in the former state monopoly firm.

    Kan stressen i arbetslivet dämpas och arbetslösheten minskas genom att vi delar på jobben? Inom ett projekt i Västra Götalandsregionen har långtidsarbetslösa anställts för att utföra enklare arbetsuppgifter inom kommunal verksamhet. Syftet är att stödja och avlasta den kvalificerade personalen och samtidigt vidga arbetsmarknaden för att fler skall få ett arbete.

    Med start 2014 har Daniel Castillo genomfört en följeforskningsstudie av utvecklingsarbetet med projektet. Syftet är att ge en bild av hur modellens initieringsfas fungerat, beskriva de frågor och problem som hanterats under processens gång samt att undersöka det konkreta arbetet med att införa särskilda tjänster som kan avlasta den ordinarie personalen.

    Studien visar att den tillförda arbetskraften varit ett välkommet stöd på arbetsplatserna, samtidigt som det i praktiken varit svårt att införa tjänster som är tydligt avgränsade från den ordinarie personalens arbetsuppgifter.

    In many European countries, greater importance is accorded to labour market policies in which employers are involved in activating unemployed people. Such employer-oriented policies target employers’ demand for labour and attempt to influence their willingness to hire, train or guide (often disadvantaged) unemployed groups. Using data from a qualitative interview study of an employer-oriented programme in a medium-size city in Sweden, the present article aims to develop knowledge about how these policies are used to influence employers to hire unemployed workers and how jobs created in this context differ from regular jobs. The article argues that creating jobs through new arrangements for the division of labour, with the promise of relieving regular staff of unskilled tasks, may influence employers’ willingness to hire the unemployed when used alongside other kinds of policy instruments. However, the article also shows that this new division of labour, with programme participants performing mainly unskilled tasks, has been difficult to realize, as new staff gradually come to perform an increasing number of regular working tasks.

    Abstract [en]

    Many studies of corruption have claimed that it is the size of the state and its bureaucratic apparatus that promote corruption. Other studies have suggested that it is the more recent New Public Management reforms that create opportunity for corrupt exchanges. Very few studies have investigated this issue systematically and empirically. The purpose of the present study is therefore to examine the relationship between market reforms and the conditions for corruption, using a qualitative case study of corrupt relations in the Swedish Alcohol Retailing Monopoly (SARM). The analysis shows that the market reforms increased the discretion of managers at SARM, established new informal relations between managers and private supplier companies and increased the demand for corrupt services among the suppliers. In contrast to earlier studies, the present study provides a better understanding of the complex interplay of the different organizational processes resulting from market reforms that may promote corruption.

    Abstract [en]

    This thesis brings fresh light on the types of problems that contemporary democracies might face when interacting with private interests. More specifically, the study examines the separation between the state and private interests, based on the assumption that this separation is a precondition for maintaining democracy and legitimate governance. It is thereby a contribution towards understanding the social forces that allow private interests to penetrate the public realm, as well as the forces that protect the state from such penetration. Under which circumstances do private interests access state apparatus in ways that contradicts its universalistic principles? How does the state consider challenges against its legitimacy and how are such threats dealt with? These questions are answered by means of two case studies. The first concerns the interaction between a number of state authorities that receive sponsoring from business enterprises. The second concerns interaction - partially afflicted by corruption - between the state monopoly for selling alcoholic beverages (‘Systembolaget’) in Sweden and its private suppliers.

    Applying theories on organizational boundaries, exchange, trust, networks as well as legitimacy to these cases, the study demonstrates how state reforms, inspired by the logic of markets, has introduced new ways for private interest to access state affairs. In the case of ‘Systembolaget’, this is particularly evident. The possibility of access, the study argues, is a consequence of reshaping the internal boundaries of the state, broadening informal relations as well as extended scope of action for state employees. This replaced social differentiation as a mechanism of separation by the personal integrity of state employees. Interestingly, this finding should be considered in relation to how the state has attempted to sharpen its organizational boundaries through a strengthening of regulation and the businesslike relations of exchange.

    Ängsliga byråkrater eller professionella pragmatiker?: Administrativa effekter av statens indirekta styrning av kommunerna2019Report (Other academic)

    Rapportens syfte är att undersöka och diskutera vilka administrativa effekter den indirekta statliga styrningen ger i den kommunala verksamheten. Kommunernas verksamheter styrs av en mängd olika styrsignaler, där styrningen sker i form av direkt, indirekt och efterhandsstyrning. Statliga myndigheter har i detta en roll som uttolkare, översättare och förmedlare av styrning. Studien visar att den komplexa styrbilden, mängden aktörer som är involverade i den indirekta styrningen, hörsammandet av efterhandsstyrningen och dominansen av ängsliga byråkrater och duktiga administratörer tillsammans bidrar till en överproduktion av administration inom skola, förskola och primärvård.

    Arbetsdelning i praktiken: Satsning på nya avlastande tjänster i Skövde kommun2017Report (Other academic)

    Arbetsmarknadsmodellen Breddad kompetensförsörjning i Skövde kommun syftar till att avlasta ordinarie kommunal personal och förbättra deras arbetssituation. Genom en ökad arbetsdelning övertar arbetslösa arbetsuppgifter som inte kräver någon formell kompetens, vilket gör att ordinarie personal kan fokusera på sitt kärnarbete.

    Detta forskningsprojekt har undersökt praktiska förutsättningar för arbetsdelning vid fyra kommunala enheter. Studien visar att det överlag behövs mer personal och att förutsättningarna för arbetsdelning skiljer sig mellan verksamheterna. Avlastningen har trots detta främjat verksamhetens kvalitet, personalens arbetstillfredsställelse och minskat stressen. En framtida utmaning är dock finansieringen av de nya tjänsterna.
