    Abstract [en]

    This article deals with how the authorities taught the Swedes to live and how Swedish citizens came to accept such an intimate encroachment in their private lives. Why did people accept these social experts of everyday life? The answer tells us something about modern society and modernity itself. Around the turn of the 20th century, Stockholm had one of Europe's worst housing conditions, according to Swedish experts of the time. One-room apartments were the norm, even for large families. Not all buildings had running water and often several families shared one outhouse. At the same time, the idea that the home was the place in which the conscientious citizens of the future would be raised was introduced - in Sweden as elsewhere. Dwellings became part of the social question. Many people believed that a well-functioning home would improve other aspects of life as well: men would stay at home in the evening instead of going to pubs; women would do a better job of raising the children; and public health would improve. A neglected home was seen as a sign of the exact opposite; the right to a nice home turned into a duty to live well. As an extension of this idea, housing inspections became important processes in the effort to improve the lives of citizens. The inspections were carried out by municipal employees, who were expected to monitor people's everyday lives. They functioned as housing experts, but what did these social engineers actually do? How did they become housing experts? And was their encroachment into people's daily lives accepted by ordinary citizens?

    Abstract [en]

    Orphanage No. 7 in Taganrog was one of the former Soviet orphanages that came into contact with the new charity early on, in the form of summer vacation exchanges with Swedish host families. The reality Swedish visitors encountered in Taganrog and elsewhere, however, was not always of the dreaded kind — a destitute shelter for desperate children abandoned by the world — although such a description was at times apt, especially in reference to homes for the mentally disabled. What they found instead were tangible traces and elements of entirely different plans and ambitions.

    Using an example from the health-care sector, we illustrate consequences of implementing knowledge-based decision making relating to the exercise of political control. The Swedish Pharmaceutical Benefits Board decides the subsidization status of prescription pharmaceuticals. Building on a study of the agency's work, we explore the effects of institutional arrangements stemming from rationalistic demands for knowledgeable and justifiable outcomes related to political structures for control. Knowledge about the medical and economic effects of pharmaceuticals is routinely ambiguous. This makes it necessary to negotiate "decision-able" knowledge rather than to merely collect it. This touches on matters of broader political consequence, which the formal model for governing the administration does not take into account. This masks decisions as neutral administrative choices. A further conclusion concerns the lack of mechanisms for repoliticizing politically salient issues that have been delegated to administrative bodies.

    The difficulties nation states face when attempting to use traditional legal means to cope with transnational phenomena such as environmental degradation, international labor conditions, and global trade have created an opportunity for the emergence of new types of regulations. These rules are often issued by organizations that produce voluntary measures such as standards and action plans to influence the behavior of individuals and institutions. These are in many cases meta-organizations that have other organizations rather than individuals as members. They are important links in the process of creating and diffusing dominant definitions in the "ideoscape" of influential policy concepts such as sustainable development. This article explores how two meta-organizations, Fairtrade International (FLO) and Organic Forum, shape the concepts of fair trade and organic food by providing ideas and content to the ideoscape of sustainable development. We argue that this process takes place by governance through bureaucrati-zation in which fair trade and organic food become formalized, precisely defined, and made visible. This in turn determines how-or even if-the social dimension of sustainability can be made into policy. Furthermore, we find explanations in these processes as to why the social dimension of sustainability tends to be the most underdeveloped. We conclude that bureaucratization is also a form of politics, although not one that is as easily recognizable as an open power struggle. © 2012 Casula Vifell & Thedvall.

    Vikingatiden finns överallt: läktarna fylls av vikingahjälmar när det är landskamp, runtomkring i Sverige grundas vikingabyar, och i vår alltmer kommersialiserade historiekultur hävdas att vikingaarvet ska hjälpa oss att locka turister till Sverige. Vikingatiden är också ideologiskt laddad som få historiska epoker. Den har setts som en period när Sverige på allvar framträdde som ett eget rike, och när svenskarna för första gången gjorde sig bemärkta i andra länder. Inte minst for de österut, och tack vare arkeologiska fynd och 1100-talsskriften Nestorskrönikan har lärda och vetenskapsmän i Sverige och andra länder hävdat att Ryssland grundats av svenskar.

    I boken I Ruriks fotspår: Om forntida svenska österledsfärder i modern historieskrivning studerar historikern Samuel Edquist hur skandinavernas vikingafärder i österled beskrivits av svenska forskare igår och idag. Vi får följa utvecklingen från 1800-talets besatthet vid att finna ursprunget till våra tiders nationer i forntiden, och hur denna nationalism genomsyrade forskningsresultaten, till våra dagars försök att göra upp med vetenskapens nationalistiska förflutna. Studien avslutas med en diskussion om tänkbara strategier för att förhålla sig till en så ideologiskt laddad företeelse som vikingatiden.

    Maktskiften i svensk politik har tillhört ovanligheterna under efterkrigstiden. Under 1950-, 1960- och halva 1970-talen styrdes Sverige av socialdemokraterna. Efter 1976 har makten skiftat mellan de båda blocken i högre utsträckning, även om kontinuitet har varit det mest utmärkande draget i svensk politik.

    Detta vittnesseminarium om maktskiftet 2006 har syftat till att lyfta fram politikens villkor i och omkring maktskiftet mellan blocken. I seminariet deltog Helena Dyssen från Folkpartiet, Ulrica Schenström från Moderata samlingspartiet, Bengt Falemo från Centerpartiet och Jakob Forssmed från Kristdemokraterna, samtliga med god inblick i skeendena 2006 och senare.

    De viktigaste frågorna som lyftes fram under seminariet var skapandet av Alliansen och det arbete som ledde fram till dess valseger hösten 2006. Problematiken med att tillträda som ny regering med tillsättningsfrågor och inte minst framläggandet av en budget illustreras också. Ytterligare ett intryck är den allt viktigare och allt större medialiseringen av politiken som lyftes fram av samtliga paneldeltagare.

    SVT-journalisten Erik Fichtelius intervjumaterial presenteras här i sin helhet. Materialet ger en unik möjlighet att följa en sittande regeringschef under hela hans tioåriga ämbetsperiod. På Fichtelius frågor svarar Göran Persson utförligt och mer eller mindre öppenhjärtigt om vad han gör och vad han inte vill göra. Han resonerar kring den förda och den planerade politiken, och berättar om hur han bedömer medarbetare och motståndare.

    Intervjuerna, som omfattar omkring 100 timmar, är transkriberade ord för ord. De återges här i kronologisk ordning. Materialet skiljer sig därmed väsentligen från SVT-dokumentären Ordförande Persson och intervjuboken Aldrig ensam, alltid ensam.

    Att det här dokumentet finns tillgängligt för forskningen fyra år efter Göran Perssons avgång gör det till ett mycket speciellt källmaterial även beträffande tidsaspekten. Vanligen måste en forskare vänta flera decennier på den här typen av material.
