Abstract [sv]

1 juli, 2009 skedde en statlig omreglering av apoteksmarknaden vilket betydde att privata aktörer fick tillgång till marknaden. Apoteksmarknaden hade innan dess varit helt styrd av ett statligt monopol. Syftet med den här studien är att studera på vilket sätt styrformer på apoteket har förändrats efter omregleringen, både inom de statligt och privat ägda apoteken. Vidare vill vi undersöka hur detta har påverkat de olika yrkesgruppernas roller och deras arbetsinnehåll jämfört med monopoltiden. Studien genomfördes med en kvalitativ metod med abduktiv forskningsansats. I urvalet till studien ingår personal från tolv apotek i södra Stockholm både inom statligt och privat ägande. Antal deltagare i intervjuerna var 16 personer där semistrukturella frågor ställdes. För att komma fram till relevanta resultat har vi fokuserat på teorier som New Public Management, Total Quality Management samt Professionsteori med Bourdieus teori och dess nyckelbegrepp. Resultatet av intervjuerna har sedan analyserats utifrån de teorier som nämnts ovan och studien visar att omregleringen av apoteksmarknaden har påverkat anställdas arbetsinnehåll både på det statliga Apoteket AB och de privatägda apoteken. Idag finns flera konkurrenter på apoteksmarknaden, vilket innebär att varje apotek måste arbeta med ständiga förbättringar. Organisationen har genomgått förändringar särskilt gällande personaltätheten, där antalet anställda har minskat. Färre personer arbetar med större ansvar, nya arbetsuppgifter och högre arbetsrelaterad stress. Det finns sådant som de apoteksanställda i studien har uppgett som tyder på att deras arbete har blivit mer styrt av olika statistiska underlag, att de får följa vinstmål som uppställs av ledningen samt att kvalitetsstyrning inom de flesta organisationer kan medföra konsekvenser för de professionella yrkesgrupperna.

Abstract [en]

July 1, 2009 saw a government deregulation of pharmacies in Sweden, which meant that private operators were given access to this market. The pharmacy market had previously been entirely controlled by a state monopoly. The purpose of this report is to study how the running and governance of pharmacies has changed since this deregulation, both within the state’s own corporation and the privately owned pharmacies. Furthermore, we examine how this has influenced the roles of the different professional groups and their working conditions as compared to during the monopoly period. The study was conducted by using a qualitative method together with an abductive approach. The sample for the study included staff from twelve pharmacies in southern Stockholm in both state-owned and private pharmacies. The 16 participants in the interviews were presented with semi-structured questions. In order to arrive at relevant results, we have focused on theories such as New Public Management, Total Quality Management and Profession Theory, along with Bourdieu's theory and its key concepts. The results of the interviews were then analyzed on the basis of these theories, and the study shows that the deregulation of the pharmacy market has affected the content of the staff’s jobs, whether they work for the state corporation Apoteket AB, or for the privately owned pharmacies. The market today has become more competitive, which means that each pharmacy must work with continuous improvements in their service. Organization has undergone changes especially as concerns staffing levels, and the number of employees has decreased. Fewer people are working but they each have more responsibility, new tasks and a higher level of work-related stress. Some things that the pharmacy employees say in the study suggest that their work has become more statistically controlled, that they are obliged to follow profitability goals set by management and that new techniques of quality management in most organizations have consequences for the professional groups impacting upon their self-esteem and sense of professional identity.
