Unlike the private sector where companies need to make a profit to survive, the public sector does not have the same conditions for survival. A company usually needs to make a financial profit to be effective on the open market. Authorities, on the other hand, do not have financial goals in the first place, but that the goal is to create as much social benefit as possible to be added to the funds available to the authority. There is a problem with authorities surviving even if the goal is not reached at the same time as societal problems grow. It may be important that authorities are both evaluated and followed up in the form of a study like this one. The purpose of the studies is to gain a greater understanding of the authorities' crime prevention work and what types of crime prevention measures are carried out with the motivation that crime prevention work has social and economic effects for society. How the resources are distributed can therefore be important and this is something that previous research lacks. The essay consists of a document study that is made with the starting point in the theory of social prevention. The material has been collected through a quantitative method and statistics have been presented which have then been processed through a qualitative method in the form of excavation of the material in terms of purpose and the main questions. The reason for quantifying the material is because the sample is large, and the qualitative part is intended to give depth to the study. The analysis is carried out based on an organizational theory with an instrumental perspective where the material is produced based on a framing tool and with themes that are classified by establishing typologies within criminology that have been identified based on the annual reports. These typologies consist of the universal, selective and indicated prevention and three different types of measures which deal with supporting or preventing individuals from staying in certain social contexts and to reduce their opportunities to commit crimes. The result shows that there are fewer authorities that work with the indicated level, which will be discussed based on the theory.
