Municipal governance affects everyone living within a city or municipality, whether they have a loved one in a retirement home, a disabled child, or a fervor for sustainability. Civil servants use policy documents and budgetary to guide their work, including the implementation of new documents or routines - this can be a lengthy process often involving politicians and officials. However, it is crucial to monitor these documents and evaluate their progress and outcomes. The aim of the thesis is to find out how power is produced in relation between policy documents, internal systems and employees implementation of change management. The material of the thesis demonstrates that lack of systematic methods, knowledge, and understanding often prevents proper follow-ups.
