Abstract [sv]

Denna kvalitativa studie har syftat till att undersöka socialarbetares upplevelse av sitt handlingsutrymme samt hur handlingsutrymmet villkoras, begränsas och möjliggörs av uppdragsgivaren/socialtjänsten, inom insats skyddat boende i privat regi. Studien har undersökt upplevelsen hos fyra utförare av skyddat boende genom semistrukturerade intervjuer och analysmetoden som använts för att analysera empirin är tolkande fenomenologisk analys. Den teoretiska ramen som denna studie tar sin utgångspunkt är teori om handlingsutrymme. Studiens resultat presenteras genom en modell med de faktorer som påverkar utförares handlingsutrymme; lagar och regelverk, uppdragsgivare, den egna verksamheten och den våldsutsatta. Resultatet visar att utförarnas handlingsutrymme villkoras och begränsas betydande av uppdragsgivare och en del av den våldsutsatta. Utförarna upplever en hög grad av handlingsfrihet i den egna verksamheten. Resultatet visar att strategier utvecklas av utförarna i syfte att öka sitt handlingsutrymme och att de ofta lyckas inom ramen som uppdragsgivarna satt men att de sällan kan påverka avgörande faktorer.

Abstract [en]

This qualitative study has aimed to investigate social workers' experience of their discretion in sheltered housing under private management, as well as how the discretion is conditioned, limited and enabled by the social service. The study has investigated the experience of four social workers of sheltered housing through semi-structured interviews and the analysis method used to analyze the empirical evidence is interpretive phenomenological analysis. The theoretical framework from which this study takes its stance is the theory of discretion. The results of the study are presented through a model with the factors that affects the social worker´s discretion; laws and regulations, social service, their own organization and the victim of violence. The results show that the discretion is conditioned and significantly limited by the social service and some affect can be seen of the victims of violence. The social worker´s experience a high degree of discretion in their own organization. The results show that strategies are developed by the social worker´s in order to increase their discretion and that they often succeed within the framework set by the social service, but that they are rarely able to influence decisive factors.
