In this study, the issue of indigenous knowledge (with focus on biomedical knowledge) is discussed in the light of the international interest in biotechnology and bio-prospecting in countries rich in biodiversity and the ratification of the 1992 UN Convention on Biological Diversity in Tanzania. The background problem is the phenomenon of bio-piracy, which can be defined as "[w]here there is access to or acquisition of biodiversity (and/or related traditional knowledge) without prior informed consent, including prior informed consent about benefit sharing, on the part(s) of those whose biodiversity (or traditional knowledge) has been ‘accessed’ or ‘acquired’, there is biopiracy" (McGown 2006).

The study is operationalized through a field study where the implementation of the Convention on Biological Diversity (mainly) through national policy making in Tanzania is analysed. The study focuses on the structures of power which influences the situation for indigenous knowledge and the implementation of the Convention of Biological Diversity. National policies, key respondents, reports, articles and official statements are included in the analysis.

The study suggests a poor implementation due to social, institutional and financial obstacles hindering effective policies and practices aiming to protect indigenous knowledge systems. The obstacles include little local involvement in decision making and enforcement due to flawed power relations on local, national and international levels as well as poor institutional structures. However, it is not possible do draw any certain conclusions about the factors behind the insufficient implementation, since the causes are several and multi-dimensional. However, some of the most evident issues are acknowledged and brought to discussion with reference to the theoretical framework of eco-feminist and implementation theory.
