This study focuses on ICT and its usage in preschools. The point of departure is a survey carried out by the city of Stockholm in 2016 among pre-schools in Stockholm called “kvalitetsindikatorn”. The survey indicated that the usage of ICT among the staff in pre-schools was low. The aim of this study was to examine the factors that affect implementation processes of ICT in three preschools in Stockholm. A questionnaire was answered by 35 teachers working in the pre-schools and two interviews were conducted with the managers of the preschools. We used Lennart Lundquist’s (1992) implementation theory to analyse our data. The results we found were that the teachers had the tools that would allow them to implement ICT in their organisation and that most of the teachers had an interest in ICT. However, we found that the teachers lacked the knowledge and understanding of the goals that are required to implement ICT in the pre-schools.
