Abstract [es]

En Venezuela el bienio de 2010 y 2011 se caracterizó por una polarización política ysocial y la radicalización continua del gobierno socialista de Hugo Chávez Frías, conla ejecución de nuevas leyes, oficialmente para expandir y profundizar la democraciaparticipativa y radical. Paralelamente, también se manifestó el retorno de la oposiciónpolítica a partir de las elecciones parlamentarias de 2010. En el 2011, la crisis internaya existente dentro del chavismo se acentuó con la enfermedad del presidente Chávezy los aspectos de incertidumbre en cuanto al liderazgo de un movimiento políticoque hasta la fecha se ha caracterizado por un alto grado de personalismo y poderconcentrado en el Presidente. En el campo social, el gobierno ha mantenido sus políticasprogresistas/asistencialistas de diferentes Misiones sociales del Estado, especialmentea partir del 2011 para confrontar la escasez habitacional. En 2011 igualmente se puedeobservar el inicio de la precampaña electoral para las presidenciales del 2012. En elpresente estudio se ofrece un resumen político de Venezuela en 2010 y 2011 y habráun enfoque analítico particular en las elecciones parlamentarias de 2010, así comoen las tensiones entre dos modelos democráticos: uno liberal representativo y otromás radical y participativo. De este último modelo, habrá un énfasis especial en laevolución de los consejos comunales y sus implicaciones para la democracia.

Abstract [en]

The years of 2010 and 2011 were characterized by political and social polarization and similarlyby a radicalization of the socialist government of Hugo Chávez Frías, with the establishmentof new laws to expand the model of radical participatory democracy. The period however alsowitnessed the return of the opposition to the National Assembly in 2010. In 2011, the alreadyexisting crisis within the chavismo was hit by the health problems of the President, whichadded to uncertainty regarding the leadership of a movement that hitherto has been characterizedby a high degree of personalism and power concentration in Chávez. In the social field, thegovernment has maintained its progressive (and/or paternalist) policies of different State SocialMissions (Misiones), since 2011 mainly to confront housing shortages. Already in 2011, thebeginning of a pre-campaign before the presidential elections of 2012 can be observed. This study provides a political summary of Venezuela in 2010 and 2011, and there will be specialanalytical attention paid to the parliamentary elections of 2010, and –particularly– the tensionsbetween two different democratic schemes: a liberal representative model and a more radicaland participatory type of democracy. As for the second type there will be special attention tothe Community Councils and their implications for Venezuelan democracy.
