Auditing the school sector - a comparative study of systems of school inspection in Sweden, Finland and Poland
Abstract [en]
In recent decades auditing - including activities such as supervision, evaluation, quality assurance, scrutiny, inspection, control e t c - has become an increasingly popular form of societal governance. National school systems constitute an area of activity that is particularly affected by this trend, as various both national and international, public and private, audit organizations scrutinize school performance. In the present study the auditing activities performed on elementary schools in Sweden, Finland, and Poland will be investigated in view of describing and analyzing their effects on, firstly, school organization and, secondly, the professional autonomy of teachers and principals. The three countries have been chosen because they represent three different approaches to, or even philosophies about, school inspection, and they are hence expected to yield interesting insights into the relation between audit, on the one hand, and school development (including the development of the school’s professional groups) on the other. Departing from an organization theory perspective, and drawing on Miller and Rose's writings on governmentality, the study aims at unraveling the programmatic as well as technological dimensions involved in the audit of schools. This will be accomplished through comparative and qualitative case studies performed in the three countries where auditors - foremost the OECD and the respective national school inspections/evaluation offices - audit activities - the methods used, the analyses performed, the argumentation employed e t c - and auditees - four elementary schools in each country - alike will be followed over an extended period of time in order to get as close to the practice of audit as possible. The main ambition of the project is to, through thorough empirical studies of the different aspects of audit, contribute new and critical insights as well as deepened understandings of the workings of audit activities in general, and in the realm of elementary education in particular. We will look for and analyze positive as well as negative consequences, of various forms of audit for teachers’ and principals’ room for manoeuvre to plan develop and execute the schools' core activity: teaching.

Abstract [en]

The article analyses the introduction and use of an IT platform in two Swedish schools. The aim is to examine the role of information systems in shaping institutional complexity, and the research questions addressed are: what logics are manifested through the use of the system and how do they interact with each other in relation to teachers’ emerging work practices? The article is based on a qualitative case study of how teachers and principals perceive and use the system, and it combines theoretical thinking on institutional logics and complexity with ideas on materiality and its role in organisational change. An analysis of three teacher practices that are emerging with use of the system enables a discussion of the presence and, notably, interplay of three primary logics. Logics of professionalism, bureaucracy and management are shown to interrelate in competitive but, primarily, cooperative ways. The very materiality of the IT system is shown to attenuate experiences of incompatibilities between logics and facilitate the management of different logics when they are actually perceived to be incompatible. Contrary to what much previous literature on institutional complexity in the field of education suggests, we therefore argue that institutional complexity may facilitate and enrich teachers’ practices instead of merely constituting a hindrance.

Abstract [en]

This paper focuses on how media representations of the OECD’s Program for the International Student Assessment (Pisa) are realised linguistically, at the intersection of the audit society and the media, and what functions Pisa thereby fulfils. The relevance of the investigation is that earlier research has shown that both Pisa and mass media are used as tools by different actors in attempts to influence policymaking in the editorial sector.

Linguistic discourse analysis is used to examine articles published in two Swedish newspapers and one Swedish-language newspaper in Finland during the time span of one year. The results show how Pisa is used on one hand to augment the authority of writers in various ways and on the other hand as evidence of factual judgments, with different degrees of truth and knowledge claims. One conclusion is that newspaper readers need extensive previous knowledge of Pisa in order to be able to independently interpret the statements made in the newspaper articles.

Within linguistic research, claims of truth and knowledge have traditionally been discussed and analysed in terms of modality, for example with a focus on modal auxiliary verbs. This article contributes to identifying other linguistic resources that can be used to express and analyse such claims.

PISA-chock, PISA-kris, Pisa-effekt. En typ av ord som blivit så etablerade i medierna att vi knappt höjer på ögonbrynen längre. Möjligen är detta anledning nog att skärskåda dem?

Den ekonomiska samarbetsorganisationen OECD, som står bakom den internationella elevstudien PISA, är beroende av medierna för att nå ut med sitt budskap. Samtidigt är medierna beroende av PISA som nyhetskälla. Och på en mer grundläggande nivå är både OECD och medierna beroende av språket.

I denna rapport undersöks mediekonstruktioner av PISA i artiklar publicerade under ett års tid i två svenska och två finländska tidningar. De vägledande frågorna är: På vilka sätt framställs och används PISA – och hur görs det rent språkligt?

Abstract [sv]

Skolinspektionen har i drygt 150 år genom skolbesök och andra metoder ansvarat för övervakning, uppsikt, tillsyn, granskning och kontroll av kunskapsnivån, lärarnas arbete, skolbyggnadernas standard och mycket annat. Dess plats i statsförvaltningen har skiftat, likaså verksamhetens tyngdpunkt. Men hur viktiga är själva skolbesöken? Ska inspektörerna utöver att kontrollera skolarbetet också ge råd till såväl lärare som skolans politiker och administratörer? Spänningen mellan kontroll och rollen som rådgivare följer Skolinspektionen över hela dess tid.

Professor Torbjörn Nilsson är historiker och verksam vid Samtidshistoriska institutet vid Södertörns högskola.

Abstract [sv]

Skolinspektion förväntas enligt offentliga policydokument leda till en rad positiva effekter för både skolor och elever. Men om man skrapar på ytan – vilka är de bakomliggande idéerna, hur ser strukturerna ut och vad leder egentligen skolinspektion till?

I denna rapport presenteras en studie av skolinspektion där företrädare för både Skolinspektionen, skolhuvudmän och skolor intervjuats.

Studien visar bland annat att

  • den vetenskapliga grund skolinspektion vilar på är i flera led tolkningar och sammanfattningar av delvis helt motstridiga forskningsresultat,
  • skolinspektion tar tid, kraft och resurser från den löpande skolverksamheten,
  • för att bli granskningsbar reduceras skolans komplexa verklighet till kortfattade presentationer och måldokument.

Och inget av detta ger mätbara positiva effekter på verksamheten i klassrummet. Som möjlig väg framåt föreslås att skolinspektionens verksamhet vrids mer mot skolutveckling och främjande granskning.
