Abstract [en]

Social network and sociocultural approaches generally dominate current research on illicit drug markets. The main argument of these perspectives is that networks and social norms are more important elements than organization in drug markets. However, there is a need to understand aspects of interaction in drug markets that actors explicitly make decisions about - aspects that are the result of organization - alongside the emergent aspects emphasized in the social network and sociocultural approaches. In this conceptual article, we argue that partial organization theory offers a much-needed complement to existing approaches, and is useful in understanding how different groups, gangs, networks, states and market organizers in drug markets use decisions to organize their activities and the market as such.

Abstract [en]

Many professions in the public sector, such as healthcare staff, social welfare officers and teachers are experiencing a heavier workload and an increasing number of work tasks of growing complexity. This study examines the policy tendency to introduce a stricter division of labour, by delegating lower status tasks professionals preform to assistants, as a key to reduce public sector workload. In contrast, the public sector has been subject to organisational reforms the past 20–30 years resulting in a reduced division of labour among professions. This article explores the reversibility of the division of labour within a local public sector context, and it demonstrates how different micro-level factors may promote or counteract changes in the division of labour at the workplace. A main contribution is the prospect to rethink the capacity of organisational work-related reforms in professional settings directed at processes of division of labour in local public organisations.

Abstract [sv]

Utgångspunkten för den här rapporten är frågan om det spelar någon roll var i polisorganisationen utredningar av brott i nära relation genomförs. Genom intervjuer med polisanställda på polisområdes- och lokalpolisområdesnivå, åklagare och andra verksamhetsexperter har frågor om utredningsorganisation, arbetsmiljö, samverkan och utredningsresultat avseende brott i nära relation undersökts inom ramen för en försöksverksamhet vid tre lokalpolisområden. 

Studien visar att det finns såväl för- som nackdelar med att decentralisera utredningar av brott i nära relation. Fördelarna är bland annat ökade möjligheter till samverkan såväl internt som med det omkringliggande samhället medan nackdelarna kan vara att den specialiserade utredningsverksamheten riskerar att integreras med andra arbetsuppgifter vid lokalpolisområdet.

Abstract [sv]

Begreppet arbetsdelning har de senaste decennierna kommit i skymundan i debatten om det moderna arbetslivet. Den här artikeln syftar till att förnya och utveckla denna diskussion genom att analysera och problematisera införandet av arbetsmarknadsmodeller som har som mål att öka arbetsdelningen inom offentliga organisationer. Artikeln baseras på studier av två kommuners försök att införa ökad arbetsdelning genom anställning av en ny tjänstekategori, serviceassistenter, inom skola, förskola och äldrevård. Studierna visar att det varit svårt att införa en ny arbetsdelning i kommunal verksamhet. Arbetsuppgifterna är ofta så integrerade och sammanvävda att de är svåra att separera och överföra till andra personalgrupper.

Abstract [en]

In many European countries, greater importance is accorded to labour market policies in which employers are involved in activating unemployed people. Such employer-oriented policies target employers’ demand for labour and attempt to influence their willingness to hire, train or guide (often disadvantaged) unemployed groups. Using data from a qualitative interview study of an employer-oriented programme in a medium-size city in Sweden, the present article aims to develop knowledge about how these policies are used to influence employers to hire unemployed workers and how jobs created in this context differ from regular jobs. The article argues that creating jobs through new arrangements for the division of labour, with the promise of relieving regular staff of unskilled tasks, may influence employers’ willingness to hire the unemployed when used alongside other kinds of policy instruments. However, the article also shows that this new division of labour, with programme participants performing mainly unskilled tasks, has been difficult to realize, as new staff gradually come to perform an increasing number of regular working tasks.

Abstract [sv]

Rapportens syfte är att undersöka och diskutera vilka administrativa effekter den indirekta statliga styrningen ger i den kommunala verksamheten. Kommunernas verksamheter styrs av en mängd olika styrsignaler, där styrningen sker i form av direkt, indirekt och efterhandsstyrning. Statliga myndigheter har i detta en roll som uttolkare, översättare och förmedlare av styrning. Studien visar att den komplexa styrbilden, mängden aktörer som är involverade i den indirekta styrningen, hörsammandet av efterhandsstyrningen och dominansen av ängsliga byråkrater och duktiga administratörer tillsammans bidrar till en överproduktion av administration inom skola, förskola och primärvård.
